ANALISA EFISIENSI DAN EFEKTIVITAS ANGGARAN BELANJA LANGSUNG(STUDI PADA SKPD DI PEMERINTAH KOTA BANDA ACEH)

ABSTRACTThis study aims to analyze the efficiency and effectiveness of direct budgetary and identify factors that affect the efficiency and effectiveness of the budget directly on the Government of Banda Aceh SKPDs.Data used are primary and secondary data obtained from the budget realization reports per work unit (SKPD) Government of Banda Aceh and questionnaires distributed to each SKPDs to determine the factors that affect the efficiency and effectiveness of budget directly. The object of this study all SKPDs Government of Banda Aceh is a 38 SKPDs.Based on the research results show that the efficiency and effectiveness of direct budgetary Government of Banda Aceh SKPDs vary and fluctuate each year from 2009 until 2013Keyword : Budget, Efficiency, Effectiveness, Direct BudgetaryABSTRAKPenelitian ini bertujuan untuk menganalisa efisiensi dan efektivitas anggaran belanja langsung dan mengidentifikasi faktor-faktor yang mempengaruhi efisiensi dan efektifitas anggaran belanja langsung pada SKPD Pemerintah Kota Banda Aceh.Jenis data yang digunakan adalah data primer dan sekunder yang di peroleh dari laporan realisasi anggaran per satuan kerja perangkat daerah (SKPD) Pemetintah Kota Banda Aceh dan kuesioner yang di bagikan kepada masing-masing SKPD uuntuk mengetahui faktor-faktor yang mempengaruhi efisiensi dan efektifitas anggaran belanja langsung. Objek penelitian ini seluruh SKPD Pemerintah Kota Banda Aceh yaitu sejumlah 38 SKPD.Berdasarkan hasil penelitian menunjukkan bahwa efisiensi dan efektifitas anggaran belanja langsung SKPD Pemerintah Kota Banda Aceh bervariasi dan berfluktuasi setiap tahunnya dari tahun 2009 sampai tahun 2013 Kata Kunci : Anggaran, Efisiensi, Efektifitas, Belanja Langsung.
