Compost consisted of two levels, i.e. without compost and compost 30 ton ha-1.  The result showed that biochar application affected significantly to stem diameter 7 DAP and not significant to number of leaves and plant height 7, 14, 21, 28 DAP, stem diameter 14, 21, 28 DAP, the 6th of length and width leaf and plant fresh weight.  Compost application affected significantly to number of leaves 14 DAP and the 6th of length leaf; and highly significant to number of leaves 7, 21, 28 DAP, plant height 7, 21, 28 DAP, stem diameter 7, 14, 21, 28 DAP, the 6th of width leaf and plant fresh weight, but not significant to plant height 14 DAP.  There was significantly interaction between biochar and compost application to stem diameter 7 DAP.  There were not interaction to number of leaves and plant height 7, 14, 21, 28 DAP, stem diameter 14, 21,28 DAP, the 6th of length and width leaf and plant fresh weight. Pengumpulan data dilakukan dengan menggunakan lembar soal, lembar pengamatan aktivitas guru dan siswa, lembar pengamatan keterampilan guru dalam mengelola pembelajaran dan angket respon siswa dalam kegiatan belajar mengajar melalui model pembelajaran tipe The Power of Two. Analisis data menggunakan statistik deskriptif persentase. Hasil penelitian yang dilakukan diperoleh bahwa (1) Persentase ketuntasan individual siswa dari 70 % pada siklus I meningkat menjadi 90 % pada siklus II, sedangkan ketuntasan klasikal meningkat dari 70,58 % pada siklus I menjadi 94,11% pada siklus II; (2) Aktivitas guru dan siswa mencerminkan pembelajaran The Power of Two, hal ini terlihat pada aktivitas guru dan siswa dalam membimbing semua pasangan untuk menulis jawaban dan membandingkan jawaban tersebut; (3) Keterampilan guru dalam penerapan model pembelajaran kooperatatif tipe The Power of Two juga meningkat dari katagori baik menjadi sangat baik; (4) Respon siswa terhadap penerapan model pembelajaran kooperatif tipe The Power of Two adalah baik. PLTS smart traffic light dapat mengkonversi energi matahari menjadi energi listrik secara maksimal. Untuk mendesain alat Pembangkit Listrik Tenaga Surya pada smart traffic light perlu dilakukan pengukuran penyinaran matahari pada tempat dimana aplikasi smart traffic light akan dipasang, dianalisis serta dihitung berdasarkan data yang ada baik dari BMG maupun dari hasil pengukuran. Selain itu juga untuk mengetahui cara kerja panel surya 50 Wp dan kapasitas penyimpanan daya (baterai) 35 A, selanjutnya hasil kinerja smart traffic light menggunakan sumber energi dari PLTS dibandingkan dengan menggunakan sumber dari PLN. Perencanaan pembuatan aplikasi pembangkit listrik tenaga surya pada smart traffic light, dimulai dari pengumpulan data yang diperoleh berdasarkan kebutuhan daya yang digunakan oleh smart traffic light pada perencanaan sebenarnya sebesar 2805,89 Wh perharinya. Dengan penggunaan daya sebesar itu, membutuhkan panel surya berkapasitas 100 Wp sebanyak 13 panel, 4 baterai berkapasitas 100 Ah 12 volt DC, dan BCR dengan kapasitas arus 100 A sebanyak 4 buah. Moderating variables consist of public participation and transparency in public policy. Moderating variables that are used to see whether they streng then or weaken relationship between the board and the board quality drafting Revenue and Expenditure ( Budget ). The samples in this study were all members of the council who were in Central Aceh Regency , therefore this is a sample of the entire population of the study and use of census. The number of respondents in the study were 29 respondents. Results of this study showed that the quality of the board members with public participation and transparency of public policy as having the moderating influence on the budget process, both quality board members have no influence over the budget process, the third member of the board of the quality of public participation as having the moderating influence on the budget process, the fourth transparency of public policy has no effect on the budget process, the five members of the board of the quality of public participation as having the moderating influence terhdap budget process, and the six members of the board with the transparency of the quality of public policy as not having the moderating influence on the budget process. Variabel moderating terdiri dari partisipasi masyarakat dan transparansi kebijakan publik. Variabel moderating yang digunakan untuk melihat apakah mereka memperkuat atau memperlemah hubungan antara kualitas dewan dewan dan penyusunan Anggaran Pendapatan dan Belanja Daerah ( APBD ). Sampel dalam penelitian ini adalah seluruh anggota dewan yang berada di DPRD Kabupaten Aceh Tengah, maka dari itu sampel dari penelitian ini adalah seluruh populasi dan menggunakan sensus.
