Penelitian ini dilakukan 2 (dua) tahap dengan 80 responden dari owner, kontraktor dan konsultan pada proyek seperti tersebut diatas. Tahap I untuk mengidentifikasi faktor-faktor manajemen pemeliharaan yang berpengaruh terhadap kinerja biaya infrastruktur jalan dan pada tahap II dilakukan untuk mengetahui pandangan responden terhadap bentuk kontrak PBMC. Data penelitian diperoleh dari 80 kuesioner yang disebarkan, dianalisis dengan program SPSS Versi 19. Diperoleh korelasi tingkat hubungan sangat kuat terhadap kinerja biaya pemeliharaan adalah perencanaan (X1) 0,876 dan organisasi (X2) 0,898 sementara kepemimpinan (X3) 0,723 dan aspek pengawasan dan pengendalian (X4) 0,698 memiliki tingkat hubungan kuat. Dari hasil analisis regresi linier berganda terhadap kinerja biaya (Y), pengaruh signifikan dan paling dominan pada faktor (X2): 80,70%, untuk faktor X1: 76,70%, dan X4: 48,70% berpengaruh signifikan sedangkan X3: 52,30% tidak berpengaruh signifikan. Pengaruh faktor-faktor yang berkontribusi secara keseluruhan X sebesar 90,90%, sisanya dipengaruhi oleh faktor lain yang tidak disebutkan pada penelitian ini. Model persamaan regresi linier berganda terhadap kinerja biaya adalah Y = 1,851 + 0.529X1 + 0.602X2 + 0.048X3 - 0.208X4. The research type used in this research is verificative research or hypothesis testing research.Respondents in this study amounted to 82 respondents as the sample of the total population of 459 respondents, namely Banda Aceh City government officials who served as Eselon II and Eselon IV of the government services and boards in the Government of Banda Aceh City. Data used in this study are primary data obtained by conducting field research by distributing questionnaires to the respondents directly. All questionnaires can be returned by respondents.Based on the descriptive analysis of the government officials, score of the level of understanding of government officials about the principles of good government governance is obtained by 79.76%. The independent variables in this study are presented in the form of dummy variables.
