CAED memerlukan penguapan air untuk proses pelekatan aspal ke agregat sehingga campuran aspal ini dapat ditunda pemadatannya. Penundaan pemadatan pada CAED sejalan dengan proses penambalan lubang pada jalan yang lokasinya tidak sama dan lokasinya dipelosok yang jauh dari Asphalt Mixing Plant (AMP). Penelitian ini bertujuan untuk mengetahui Kadar Aspal Residu Optimum (KARO) pada CAED bergradasi rapat tipe IV, mengetahui parameter Marshall pada CAED tanpa tundaan dan dengan tundaan pemadatan (12, 24, 36, 48) jam dengan masa pengkondisian campuran (0, 1, 3, 7) hari dan untuk mengetahui pengaruh perubahan parameter Marshall pada CAED dengan penambahan semen 1% terhadap berat total agregat pada saat dipadatkan. CAED menggunakan agregat dari Sungai Krueng Aceh dan Aspal Emulsi tipe CSS-1h. Penelitian ini menggunakan metode yang mengacu pada Spesifikasi Khusus Bina Marga 1991 dan The Aspalt Institute,1989 (MS-14). Nilai KARO didapat pada kadar aspal 7% terhadap berat total campuran yang memberikan nilai parameter Marshall seperti stabilitas rendaman 608 kg, stabilitas kering 856 kg, stabilitas sisa 71% (Spek. ? 50%), voume pori 11% (Spek. 5-10%), penyerapan air 3% (Spek. ? 4%), Tebal Film Aspal 19 ?m dan kepadatan kering 2,152 gr/cm3. CAED tanpa dan dengan tundaan pemadatan (12, 24, 36, 48) jam telah memenuhi spesifikasi dengan stabilitas ? 300 kg, dan mengalami peningkatan stabilitas seiring dengan masa kondisi (0, 1, 3, 7) hari. CAED tanpa dan dengan tundaan pemadatan memberikan stabilitas tertinggi masa kondisi 7 hari. CAEMs requires evaporation of water to process aggregate asphalt adhesion, therefore the compacting asphalt mixture can be delayed. CAEMs compaction delay in line with the process of patching a pothole which is not located in the same location and the location is in remote areas far from the Asphalt Mixing Plant (AMP). This study aims to determine the Optimum Residual Asphalt Content (ORAC) in CAEMs within aggregate dense graded type IV. knowing the Marshall parameters on CAEMs without delay and with delay compaction (12, 24, 36, 48) hours with a mixture of conditioning period (0, 1, 3 , 7) days and to determine the influence of Marshall parameter changes on CAEMs by adding 1% of cement by mass of total aggregates when compacted. CAEMs using the aggregate of the river Krueng Aceh and Asphalt Emulsion type of CSS-1h. This study is used a method that refers to Specification of Bina Marga 1991 and The Asphalt Institute 1989 (MS-14). ORAC value is obtained from the bitumen content of 7% by weight of total mixture that gives the value of Marshall parameters such as the Soaked stability 608 kg, dry stability 856 kg, the Percent loss of stability 71% (Spec. ? 50%), porosity 11% (Spec. 5-10%), water absorption 3% (Spec. ? 4%), Asphalt Film Thickness 19 ?m and dry bulk density 2.152 g/cm3. CAEMs without and delay compaction (12 ,24 ,36 ,48) hours has adequated specifications with stability ? 300 kg, and increased stability in line with conditions period (0, 1, 3, 7) days. Kompetensi profesional guru merupakan strategi meningkatkan mutu pendidikan. Tujuan penelitian ini adalah untuk mengetahui upaya-upaya yang dilakukan kepala sekolah dalam meningkatkan kompetensi profesional guru pada SD Negeri 2 kota Banda Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan studi dokumentasi. Subjek penelitian adalah Kepala Sekolah, Wakil kepala sekolah, ketua KKG dan guru di SD Negeri 2 kota Banda Aceh. Hasil penelitian menunjukkan bahwa: (1) Proses kebijakan kepala sekolah dalam meningkatkan kompetensi guru pada SD Negeri 2 Banda Aceh sudah dikatakan hampir maksimal, kepala sekolah dalam meningkatkan kompetensi guru yaitu memberi izin kepada guru untuk melanjutkan kuliah, mengadakan pelatihan, menyediakan bahan ajar yang sesuai dengan kurikulum yang berlaku; (2) Strategi kepala sekolah dalam meningkatkan kompetensi profesional guru pada SD Negeri 2 Banda Aceh yaitu sudah maksimal karena setiap guru wajib membuat perangkat pembelajaran sesuai dengan kurikulum yang terbaru, menyesuaikan buku pengangan guru, membuat jadwal supervisi; (3) Kendala-kendala yang dihadapi kepala sekolah dalam meningkatkan kompetensi profesional guru pada SD Negeri 2 Banda Aceh yaitu kurangnya inovatif guru dalam menjalankan tugasnya, guru tidak berani mengemukakan keinginan serta kekurangannya dalam pembelajaran.
