                <text>AbstractThe objective of this research is to examine and analyze the influence of capital expenditures, local income and the balance funds, either simultaneously or partially, toward the financial performance of the district / city in the province of Aceh. This research type used in this research is verificative research or hypothesis testing research. By using census method and balanced panel data, there are 16 districts / city fulfilling the population criteria.The data type used is secondary data gotten from the website: www.djpk.depkeu.go.id. The multiple regression analysis model used to test the hypothesis. The results of this reserach show that (1) capital expenditures, local income and simultaneously balancing funds has not influence the financial performance (2) capital expenditures, local income and fund balance partially influence the  financial performance.                 <text>ABSTRACTRegional autonomy and fiscal decentralization has the objective to create a regional self-reliance. In creating local independence, not all regions have to same level of fiscal readiness. To overcome this problem, the central government balance fund/fund transfers to local governments. But in fact, some studies have shown empirical evidence suggest the existence of the flypaper phenomenon of local government in Indonesia, with an indication of the dominant role of the transfer of funds to finance revenue expenditure in the region compared to the revenue of local government regions own native. The estimated expenditure of local governments absorb substantial fund transfer is personnel expenditure and capital expenditure, where both expenditure estimates is large enough in the regional budget. This study aims to determine the influence of personnel expenditure and capital expenditure on the flypaper phenomenon. This study uses a sample of 23 regions in Aceh from 2009 to 2011. Sampling method using sensus method. Data analysis methods in this study using logistic regression. The results of this study showed that the personnel expenditure does not affect on flypaper phenomenon, while the capital expenditure has a significant influence on the flypaper phenomenon. The practical implications of this study is that local governments should improve the local revenues in order to dependence on fund transfer from the central government can be reduced and will create a regional independence.Keywords: Fund transfers, local revenues, flypaper phenomenon, personnel expenditure, capital expenditure. ABSTRAKOtonomi daerah dan desentralisasi fiskal mempunyai tujuan untuk menciptakan suatu kemandirian daerah. Dalam menciptakan kemandirian daerah, tidak semua daerah mempunyai kesiapan fiskal yang sama. Untuk mengatasi permasalahan ini, pemerintah pusat memberikan dana perimbangan/dana transfer kepada pemerintah daerah. Tetapi pada kenyataannya, beberapa penelitian menunjukkan bukti empiris bahwa adanya fenomena flypaper effect pemerintah daerah di Indonesia, dengan indikasi dominannya peranan dana transfer terhadap pendapatan daerah dalam membiayai pengeluaran pemerintah daerah dibandingkan dengan pendapatan asli daerahnya sendiri. Pengeluaran pemerintah daerah yang diperkirakan menyerap dana transfer yang cukup besar adalah belanja pegawai dan belanja modal, dimana kedua pengeluaran ini merupakan belanja yang anggarannya cukup besar dalam APBD. Tujuan dari penelitian ini adalah untuk menguji pengaruh belanja pegawai dan belanja modal terhadap fenomena flypaper effect. penelitian ini menggunakan sampel sebanyak 23 Kabupaten/Kota di Provinsi Aceh dari tahun 2009-2011. Metode pengambilan sampel menggunakan metode sensus. Metode analisis data dalam penelitian ini menggunakan metode analisis regresi logistik. Hasil dari penelitian ini menunjukkan bahwa belanja pegawai tidak berpengaruh terhadap fenomena flypaper effect, sedangkan belanja modal berpengaruh signifikan terhadap fenomena flypaper effect. Implikasi dari penelitian ini adalah bahwa pemerintah daerah harus meningkatkan pendapatan asli daerahnya agar ketergantungan terhadap dana transfer pemerintah pusat akan berkurang dan akan tercipta kemandirian daerah.Kata kunci: Dana transfer, pendapatan asli daerah, fenomena flypaper effect,     belanja pegawai, belanja modal.</text>

                <text>Penelitian ini bertujuan untuk melihat pengaruh belanja pemerintah  dan penanaman modal asing terhadap kemiskinan di Indonesia. Pendekatan yang dilakukan dalam penelitian ini adalah Model Vector Autoregression (VAR), dengan menggunakan data sekunder yang diperoleh dari badan pusat statistik Indonesia periode tahun 1970-2012. Berdasarkan hasil yang diperoleh dengan uji granger causality terdapat hubungan/ pengaruh dari belanja pemerintah terhadap kemiskinan, dimana nilai Wald Test sebesar 66.12 lebih besar jika di bandingkan dengan nilai Critical Value 5% yakni 16.92, berdasarkan hasil dekomposisi prediksi varian residual dari belanja pemerintah terhadap kemiskinan diketahui pada horizon pertama belanja pemerintah memberikan kontribusi sebesar 31% terhadap kemiskinan. Penanaman modal asing juga berpengaruh terhadap kemiskinan dilihat menggunakan uji granger causality, dimana penanaman modal asing berhubungan/ berpengaruh dengan kemiskinan, nilai Wald Test dari penanaman modal asing terhadap kemiskinan yaitu 51.54, lebih besar jika di bandingkan nilai critical value 5% yaitu16.92. Berdasarkan hasil penelitian ini maka dapat disarankan: kepada pemerintah untuk tetap menjaga kestabilan alokasi belanja pemerintah guna menurunkan tingkat kemiskinan yang lebih optimal. Selain itu, pemerintah perlu menciptakan lagi iklim investasi asing yang lebih kondusif dengan adanya jaminan keamanan dan tersedianya infrastruktur yang memadai sehingga dapat menarik lebih banyak investor asing untuk menanamkan modalnya di Indonesia. Dengan demikian peningkatan pada investasi asing akan merangsang pertumbuhan ekonomi yang lebih baik, terciptanya lapangan pekerjaan yang dapat mengurangi pengangguran yang pada akhirnya akan berdampak positif terhadap kemiskinan.Kata Kunci: Belanja Pemerintah, Penanaman Modal Asing, Kemiskinan, VAR</text>

                <text>Tea is the most consumed beverage after water and touted as a beverage rich in benefits. In addition to the benefits of tea, there are also substances contained in tea that result in less good for the body, the substance is caffeine. Amount of caffeine depending on the spesies, processing and brewing method. The research "Influence of Weight and Time Brewing on the Tea Caffeine " has been done since May to September 2012 at the Laboratory of Chemical FMIPA Unsyiah. The purpose of the research were to know the weight and time brewing on tea caffeine, and to know the weight and length of the maximum brewingon tea caffeine. The method used experimental design with Completely Randomized Design (CRD) 3 x 3 factorial pattern with three times replication. Two factors examined were heavy tea and tea brewing time. The weight was three level (tea weight 1 g, 2 g, and 3 g) and length of brewing also consists of three level (3 minutes, 6 minutes, and 9 minutes). Data was analyzed by ANOVA test followed by Duncan test. The results show that heavy tea was significant effect on the rate of caffeine, while time brewing was not significant. Similarly, the interaction between heavy with tea brewing time was not significant. The maximum weight and length of brewing were 3 grams and 9 minutes, which is 29,3214 mg (w/w).</text>

                <text>The effect of different litter materials on ammonia concentration of the air ambient stall and broiler performanceABSTRACT. The study was conducted to observe the effect of ammonia concentration of broiler chicken coop air to the treatment various types of litter. High ammonia concentrations would interfere with performance of broiler chickens and become a problem for the environment. A good litter quality is expected to address the problem of ammonia that occur in the broiler chicken coop. This study uses a completely randomized, with 5 litter treatments. T0 without treatment repose only black plastic as litter, litter composition T1 100% bran, 50% T2 litter composition husks and Charcoal Shell 50%, T3 50% 50% husk litter composition and zeolite 50%, T4 25% husks litter composition, 25% charcoal, 25% zeolite and 25% of the land. Each treatment was repeated 3 times, each test consisted of eight chickens. Parameters observed in the form of ammonia concentration of air cages at week four, weekly feed intake, weight gain per week, the final weight, feed conversion, and mortality. The results indicate different types of litter treatment was very real influence of ammonia concentration of air enclosure. T4 treatment with a 1:1 blend of each component of the litter that is used successfully absorb such a large aerial ammonia, which indicates the ammonia content of the air is the smallest compared with other treatment 4. While the treatment without litter showed a very large aerial ammonia compared with the treatment. Feed consumption results also showed that the treatment that produces a small value causes ammonia to be markedly higher consumption. Values for weight gain, final weight, feed conversion, and mortality are not significantly affected by various types of litter treatment.</text>

                <text>Effect of various Types of Bokasi and Dosages on the Change of Macro Nutrient (N, P and K) on Saline Soil and the Grewth of Maize (Zea mays L)ABSTRACT. The research was aimed to find out the effect of various types of bokasi and dosages on the change of macro nutrient (N, P and K) on saline soil and the growth of maize. The research method was a randomized complete block design factorial, consist of two factors. First factor was types of bokasi made from some organic matters decomposited using EM4 I,e. paddy hay, sawdust, and gamal. Second factor wa dosage I.e. 10 ton ha-1, 15 ton ha-1 and 20 ton ha-1. The experiment had three replications so that there were 27 experiment units. Observed variables were chemical soil properties (pH H2O, N total, P available, and K exchangeable at 60 days after incubation), plant growth (plant height at 30 and 60 days after planting, dry weight on top of plant and dry weight on the root at 60 days after planting. The result showed that application of various types of bokasi and dosage gave significant effect on al variable observed. Bokasi from gamal gave the biggest changes of all of observed variable, followed bay paddy hay and sawdust. The higher the bokasi dosage were given, the bigger the changes were occurred on all of observed variable. There were no significant interactions between bokasi types and dosage.</text>

Penelitian ini dilakukan di rumah kasa Fakultas Pertanian Unsyiah, laboratorium Biologi Tanah di Fakultas Pertanian USU dan Laboratorium Kimia Tanah Fakultas Pertanian Unsyiah sejak bulan Juli 2011 hingga November 2011. Penelitian ini menggunakan rancangan acak kelompok (RAK) faktorial dengan 2 faktor dan 3 ulangan. Faktor yang diteliti adalah beberapa jenis tanaman inang dan beberapa jenis sumber inokulum. Faktor jenis tanaman inang terdiri dari: kudzu, kedelai, dan jagung. Sedangkan faktor sumber inokulum terdiri dari: spora asal rhizosfer kudju, spora asal rhizosfer kedelai, dan spora asal rhizosfer jagung. Peubah yang diamati adalah: derajat infeksi mikoriza dan serapan P tanaman. Hasil penelitian memperlihatkan bahwa terdapat interaksi antara jenis tanaman inang dengan jenis sumber inokulum terhadap infektivitas dan efektivitas mikoriza. Perlakuan yang terbaik pada peubah derajat infeksi mikoriza (infektivitas mikoriza) dan serapan P tanaman (efektivitas mikoriza) adalah kombinasi tanaman inang kudzu, dengan sumber inokulum spora asal rhizosfer kudzu.Infectiveness and Effectiveness of Mycorrhizae in the Some Host Plants and Source of InoculumABSTRACT. This research aims to study the types of host plants and source of inoculum is best in the manufacture of mycorrhizal biofertilizer. The study was conducted at the home screen Unsyiah Faculty of Agriculture, Soil Biology Laboratory at USU College of Agriculture and Soil Chemistry Laboratory at the Faculty of Agriculture Unsyiah since July 2011 to November 2011. This research used randomized completely block design (RCBD) factorial with two factors and three replications. Factors studied are several types of host plants and some types of sources of inoculum. Variety of host factors consist: kudzu, soybean, and corn and factors source of inoculum consisted of: spore origin rhizosfer kudju, rhizosfer spores from soybean, and spores rhizosfer origin of maize. Variables observed in this study is the degree of mycorrhizal infection, plant P uptake. From the research results obtained can be concluded that there is interaction between host plant species with the type of source of inoculum of mycorrhizal infectivity and effectiveness. The best treatment of the parameters of the degree of mycorrhizal infection (infectivity of mycorrhizal) and plant P uptake (mycorrhizal effectiveness) is a combination of host plant kudzu to the source of spore inoculum origin rhizosfer kudzu.</text>
