Practically, the Musrenbang in Lhoong was not implemented well. Thiscan be seen from several constraints that occured in the implementation ofproposed programs in Kecamatan (subdistrict level) have not been able to answerall the problems that existed in each gampong (village) under Lhoong sub-districtarea. This research aims to find out the obstacles in the process of absorbing theaspirations of communities, to explore the implementation of developmentalpolicy as the result of Musrenbang in Lhoong, and also to explain the governmentofficials? efforts in Lhoong to increase community participation. The requireddata in this thesis was obtained through literature and field research. The resultsshowed that Musrenbang in Lhoong still not successively implemented. It can beproofed from the inadequate quantity and capabilities of Musrenbang organizerspersonnel at the level of Kecamatan and gampong. In addition, the barriers alsocome from the society, such as lack of public participation, lack of understandingregarding Musrenbang, and the poor quality of proposed programs as the result ofMusrenbang in Lhoong. The implementation of development policies as theresults of Musrenbang in Lhoong was not effective. It can be seen from thenumber of program planning resulted from Musrenbang still unrealized and thepublic satisfaction over the implementation of the results of Musrenbang still low.The efforts of the government apparatus to improve community participation canbe reached by increasing the socialization of Musrenbang, training theimplementation procedures of Musrenbang and creating documents relating toMusrenbang. Tingkat pengetahuan dan sikap ibu yang berkaitan dengan perilaku dan kebersihan merupakan salah satu faktor risiko utama tingginya angka kesakitan penyakit diare. Tujuan penelitian ini adalah untuk mengetahui gambaran pengetahuan dan sikap ibu dalam pencegahan diare pada balita di Puskesmas Kopelma Darussalam Banda Aceh. Penelitian deskriptif dengan pendekatan cross-sectional ini dilaksanakan 23 Februari- 23 Maret 2014 dengan pengambilan sampel secara accidental sampling. Metode yang digunakan adalah pengisian kuesioner melalui wawancara. Hasil penelitian didapatkan 50 responden, dengan usia terbanyak 20-35 tahun (76,0%), tingkat pendidikan ibu terbanyak lulus SMA (48,0%), dan pekerjaan ibu terbanyak ibu rumah tangga (58,0%).
