Penelitian ini dilakukan di Kota Banda Aceh dan Kabupaten Aceh Besar yang kecamatannya berdekatan dengan Kota Banda Aceh. Adapun model yang digunakan adalah analisis regresi logistik. Dalam penelitian ini variabel-variabel yang digunakan adalah kepemilikan lahan, upah, umur, dan tingkat pendidikan. Berdasarkan analisis regresi logistik, variabel yang signifikan secara statistik adalah variabel upah dan umur, namun pada variabel umur memiliki nilai yang negatif, akan tetapi tidak memberi pengaruh terhadap keputusan melakukan komuter atau non komuter. Variabel yang signifikan secara teori dan statistik adalah variabel upah, semakin tinggi upah di suatu daerah maka akan semakin tinggi pula tenaga kerja yang bergerak ke daerah tersebut, dengan maksud untuk memperoleh upah yang tinggi. Dapat disimpulkan bahwa dari keempat variabel hanya variabel upah yang signifikan secara teori dan secara statistik, untuk variabel kepemilikan lahan signifikan secara teori, variabel umur signifikan secara statistik akan tetapi memiliki nilai yang negatif dan variabel tingkat pendidikan tidak signifikan secara teori maupun secara statistik. Rekomendasi dari penelitian ini adalah diharapkan kepada pemerintah Kota Banda Aceh dan Kabupaten Aceh Besar agar dapat menyediakan lapangan pekerjaan di daerah asal agar dapat menekan tingkat pergerakan tenaga kerja komuter dan juga untuk dapat mempertimbangkan penyesuaian upah minimum antara kota dengan daerah asal. Lebih dari 50 % wilayahnya tergenang tsunami dengan ketinggian ? 1 meter. Sebagai wilayah yang rawan terhadap bencana tsunami, keberadaan bangunan evakuasi sangat dibutuhkan guna menghindari jatuhnya korban jiwa. Penelitian ini bertujuan untuk memperoleh informasi berkenaan dengan tingkat risiko bencana tsunami di wilayah Kecamatan Kuta Alam, yang dikaitkan dengan tingkat kerentanan bangunan gedung dan kesiapsiagaan masyarakat. Penelitian menggunakan pendekatan metode kualitatif dan kuantitatif. Teknik survei dan pembobotan dilakukan untuk menilai tingkat kerentanan bangunan gedung terhadap bencana tsunami berdasarkan ketinggian landaan tsunami serta kondisi penahan pantai. Analisis data dilakukan secara spasial menggunakan sistem informasi geografi. Hasil yang diperoleh bahwa tingkat kerentanan bangunan gedung terhadap bencana tsunami bervariasi, yaitu : tingkat kerentanan bangunan sangat tinggi (1,79 %); tinggi (55,17 %); sedang (35,21 %); dan rendah (7,83 %) dari total jumlah bangunan sebanyak 11.034 unit di Kecamatan Kuta Alam. Banyaknya jumlah bangunan yang rentan terhadap bencana tsunami tidak disertai dengan kesiapsiagaan masyarakatnya dalam menghadapi bencana tsunami. Hasil analisis tingkat kesiapsiagaan masyarakat di Kecamatan Kuta Alam yang diperoleh melalui kuisioner, menggambarkan tingkat kesiapsiagaan masyarakat yang relatif rendah dalam menghadapi bencana tsunami, yaitu 32,17 % atau ? 35 %. Oleh karenanya perlu dilakukan upaya mitigasi terhadap bencana tsunami, dengan cara peningkatan kapasitas masyarakat di samping penyediaan bangunan alternatif untuk evakuasi (escape building). Saat ini, terdapat 45 unit bangunan alternatif untuk evakuasi bencana tsunami di Kecamatan Kuta Alam. Berdasarkan kapasitas bangunannya, mampu menampung 94,06 % jumlah penduduk di Kecamatan Kuta Alam dari total jumlah penduduk sebanyak 49.011 jiwa.Kata Kunci : Tsunami, Kerentanan bangunan, Kesiapsiagaan masyarakat, Bangunan evakuasi, Kecamatan Kuta Alam.?ABSTRACTKuta Alam Sub District was one of the worst impacted by Tsunami in 2004. More than 50% of the area was covered by the wave > 1 meter. Due to the vulnerable region toward the Tsunami disaster, the escape building for the evacuation is very important to minimalize the lost life. This study aims to find out alternative buildings that can be used for evacuation in Kuta Alam Sub District. The analyzing of the building capability toward the Tsunami implemented by connecting the level of the Tsunami surface and the breakwater lines condition. The research is using qualitative and quantitaive approach through surveying and scoring. Data analyzing is conducted spatially through geografic information system. The result show that the level of vulnerable building classified into very high, high, fair, and low as represented (1,79%); (55,17%); (35,21%); and (7,83%) from the total 11.034 units of buildings in Kuta Alam Sub District. However, the high number of vulnarable building without awareness and preparedness of the community of the area toward the possibility of tsunami disaster. Based on the questioner data collected from the authorities of eleven villages in Kuta Alam, the preparedness of the community in avarage is low. It is 32,17 %. Consequently, The mitigation by improving community capacity is definetely essential in addition to the availbility of the escape buildings. At the moment, there are 45 alternative buildings for evacuation in Kuta Alam Sub District. Based on the availability of the proper building can accommodate 94,06 % of the total population which are 49.011 people. Alasan perlunya kerjasama guru pembimbing dengan wali kelas dikarenakan setiap komponen tersebut saling memiliki keterbatasan dalam membimbing dan memberikan pelayanan bimbingan dan konseling. Tujuan penelitian ini untuk mengetahui bidang-bidang dan kualitas kerjasama antara guru pembimbing dengan wali kelas dalam pelaksanaan layanan bimbingan dan konseling. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Subjek penelitian adalah wali kelas dan guru pembimbing. Teknik pengumpulan data dilakukan dengan metode wawancara dan dokumentasi. Teknik pengolahan dan analisis data dilakukan dengan cara analisis deskriptif kualitatif. Hasil penelitian menunjukkan bahwa guru pembimbing dengan wali kelas melakukan kerjasama dalam bidang mensosialisasikan bimbingan dan konseling kepada siswa, pengumpulan data siswa, mengalihkan masalah siswa kepada guru pembimbing, mengidentifikasi siswa yang memerlukan bantuan, menyusun jadwal pertemuan dengan siswa, mengevaluasi permasalahan yang terjadi kepada siswa, konferensi kasus, membantu siswa untuk berkonsultasi kepada guru pembimbing serta meneliti kemajuan dan perkembangan siswa. Kualitas kerjasama guru pembimbing dengan wali kelas dalam pelaksanaan layanan bimbingan dan konseling belum sepenuhnya optimal. Hal ini dapat dilihat bahwa wali kelas tidak berperan serta dalam mengatur dan menempat siswa, kegiatan kunjungan rumah, dan penyusunan program. Guru pembimbing tidak melibatkan wali kelas dalam kegiatan tersebut karena wali kelas menganggap guru pembimbing dapat menjalankan kegiatan tersebut sendiri, tidak perlu bantuan dari wali kelas.Wali kelas juga belum memahami dengan baik peran wali kelas dalam pelaksanaan layanan bimbingan dan konseling di sekolah.
