Salah satu dampak kerusakan yang paling parah terjadi pada rumah tinggal. Mengingat banyaknya rumah yang mengalami kerusakan dengan tingkat kerusakan yang berbeda-beda, maka diperlukan suatu acuan dalam mengestimasi biaya perbaikan yang cepat, mudah dalam penggunaannya, dan menghasilkan estimasi yang dapat dipertanggungjawabkan. Salah satu acuan yang dimaksud adalah pemodelan biaya. Pokok permasalahan pada penelitian ini adalah bagaimanakah model biaya perbaikan pada rumah tinggal pasca gempa di Kabupaten Bener Meriah. Ruang lingkup penelitian ini dibatasi pada rumah tinggal dengan kategori rusak ringan dan rusak sedang di Kecamatan Wih Pesam dan Permata Kabupaten Bener Meriah. Data yang digunakan pada penelitian ini adalah data sekunder yang berupa data rumah rusak yang meliputi data lokasi dan klasifikasi tingkat kerusakan, serta hasil identifikasi kerusakan dan daftar kebutuhan dana rehabilitasi. Model estimasi biaya perbaikan dilakukan dengan metode analisa regresi linier berganda. Selanjutnya menentukan model biaya perbaikan menggunakan volume kerusakan dari lima komponen pekerjaan yang mengalami kerusakan terbanyak pada elemen struktur primer dan sekunder yaitu kolom (X1), balok latai (X2), ringbalk (X3), dinding (X4), dan lantai (X5). Hasil model yang dapat direkomendasikan untuk mengestimasi biaya perbaikan rumah tinggal kategori rusak ringan adalah Y = 1.044.000 + 12.010.000X1 + 8.656.000X2 + 11.270.000X3 + 109.224,943X4 + 151.918,278X5 dan untuk kategori rusak sedang adalah Y = 449.751,868 + 12.430.000X1 + 10.790.000X2 + 11.720.000X3 + 112.970,111X4 + 144.867,493X5. Ekosistem karang yang dimaksud pada penelitian ini terdiri dari dua jenis populasi, yaitu populasi terumbu karang dan populasi ikan karang. Antar kedua populasi ini terdapat interaksi mangsa pemangsa, di mana ikan karang menjadikan terumbu karang sebagai makanannya. Dibutuhkan dua model utama untuk mencapai tujuan penelitian di atas, yaitu model peramalan suhu dan model pertumbuhan dua populasi. Model peramalan suhu diestimasi dengan metode peramalan Box-Jenkins dan model pertumbuhan dua populasi dibangun menggunakan model predator-prey Lotka-Volterra yang telah dimodifikasi. Upaya pemodelan suhu dilakukan dengan menggunakan software R sedangkan penyelesaian model Lotka-Volterra dilakukan secara numerik menggunakan metode Runge-Kutta orde 4 yang diprogram pada software Excel dan divisualisasikan dengan menggunakan software Maple. Model suhu terbaik yang diperoleh dengan menggunakan metode Box-Jenkins adalah model SARIMA (1, 0, 4)(1, 1, 1)12. Perkiraan kondisi ekosistem karang akibat pengaruh suhu yang ditinjau pada penelitian ini hanyalah kondisi ekosistem karang pada bulan Maret hingga Mei 2014 dengan menggunakan suhu hasil ramalan. Setelah dilakukan perhitungan model secara numerik, diperoleh nilai persentase penurunan tutupan terumbu karang pada akhir Mei 2014 adalah sebesar 78.95% dan persentase penurunan jumlah populasi ikan karang sebesar 25.86%. Jika persentase penurunan tersebut dibandingkan dengan persentase penurunan populasi yang terjadi secara wajar pada suhu standar, maka dapat disimpulkan bahwa peningkatan suhu telah mengakibatkan penurunan persentase tutupan terumbu karang sebesar 1.13% dan persentase penurunan jumlah populasi ikan karang sebesar 10.78%. Trajektori hasil visualisasi model menunjukkan bahwa pada peningkatan suhu sebesar 0.8oC di atas suhu standar, sistem mulai tidak stabil yang bermakna bahwa ekosistem karang berada pada kondisi yang tidak sehat. Demikian pula halnya jika terjadi peningkatan suhu yang lebih besar dari 0.8oC. Penelitian ini menggunakan pendekatan data panel, yaitu gabungan dari data times series dan data cross section. Model efek tetap dan model efek acak merupakan dua bagian model dari data panel. Dalam mengestimasi parameter model efek tetap dilakukan dengan menggunakan OLS melalui penambahan variabel dummy yang disebut dengan least square dummy variable, sedangkan pada model efek acak dengan menggunakan pendekatan generalized least square, dengan galat diasumsikan acak. Dalam penelitian ini, model diterapkan terhadap data angka kemiskinan di provinsi Aceh selama 5 tahun berturut-turut dari tahun 2007 sampai dengan 2011. Model efek tetap dan model efek acak masing-masing menghasilkan 23 model untuk tiap-tiap kabupaten/kota. Kedua model tersebut menghasilkan 3 variabel independen yang berpengaruh positif yaitu angka buta huruf, pertumbuhan ekonomi, dan tingkat pengangguran terbuka serta 2 variabel independen lainnya yang berpengaruh negatif terhadap angka kemiskinan di provinsi Aceh yaitu tingkat partisipasi angkatan kerja dan angka harapan hidup. Pemilihan model terbaik yang dilakukan dengan uji hausman, diperoleh model efek tetap lebih layak digunakan terhadap data kemiskinan di provinsi Aceh daripada model efek acak.Kata kunci : data panel, model efek tetap, model efek acak, least square dummy variable, generalized least square.ABSTRACTThis study analyze about the poverty in Aceh Province through five explanatory variables such as illiteracy rates, economic growth, unemployment rate, labor force participation rates, and life expectancy. The research used the data panel approach, which is a combination of time series data and cross section data. Fixed effects model and random effects model are two components of the data panel model. Estimating the effect of parameter model is done regularly by using OLS through adding dummy variables named least square dummy variable, whereas the random effects model used generalized least square approach which is assumed as random error. In this research, the model applied toward the number of poverty in Aceh for respectively 5 years from 2007 to 2011. The fixed effects model and random effects model produced 23 models for each district or city. Those two models produced 3 independent variables which have positive influence that are the number of illiterate, economic growth, and the number of unemployment. Otherwise, two other negative independent variables toward the poverty rate in Aceh province are labor force participation and life expectation rate. The best model was chosen by using the Hausman test which can be summarized that the fixed effects model is more feasible to use toward the poverty data in the province rather than a random effects model.Keywords : panel data, fixed effects model, random effects model, least square dummy variable, generalize least square.
