Salah satu perhatian khusus pemerintah pada anak-anak usia sekolah adalah dengan inisiatif menggulirkan program Zona Selamat Sekolah (ZoSS) yang bertujuan untuk membangun budaya keselamatan berlalu lintas. ZoSS merupakan zona untuk ruas jalan tertentu pada lingkungan sekolah dengan kecepatan yang berbasis waktu. Jalan Laksamana Malahayati Kabupaten Bireuen Provinsi Aceh merupakan jalan akses pengguna jalan dari pusat kota dan sekitarnya ke pusat perkantoran dan komplek sekolah, pada jalan tersebut belum terdapat fasilitas penunjang keselamatan bagi pengguna jalan. Berdasarkan latar belakang dan permasalahan tersebut maka dilakukan penelitian untuk mengetahui ZoSS dibutuhkan di area sekitar sekolah dasar tersebut. Penelitian ini dilakukan dengan cara mencatat data yang diperlukan secara langsung di lapangan. Data tersebut terdiri dari volume lalu lintas, kecepatan rata-rata harian, karakteristik perilaku penyebrang dan pengantar, dan kuisioner persepsi orang tua tentang keselamatan berlalu lintas. Hasil penelitian didapat jumlah volume kendaraan tertinggi adalah jenis kendaraan ringan sebanyak 135,50 smp/jam sedangkan kendaraan terendah adalah jenis kendaraan berat sebanyak 7,20 smp/jam. Kecepatan rata-rata kendaraan pada jalan tersebut adalah 53,80 km/jam. Tingkat pelayanan pada jalan tersebut adalah A pada pagi dan siang hari yang berarti jalan tersebut lancar tanpa hambatan, volume rendah dan kecepatan tinggi. Pada dasarnya tingkat pelayanan jalan tersebut sudah baik, kecepatan kendaraan yang tinggi menjadi permasalahan bagi pengguna jalan khususnya anak-anak pada saat menyebrang. Berdasarkan analisis dari perilaku penyebrang diperoleh Zhit = 0,275 < Ztabel = 1,645 sedangkan untuk perilaku pengantar diperoleh Zhit = -3,57 < Ztabel = 1,645 yang artinya kondisi jalan tersebut dikategorikan tidak selamat. Wawancara dengan menggunakan kuesioner menunjukkan bahwa kesulitan anak-anak pada saat menyebrang disebabkan oleh masih banyak pengantar dan penjemput siswa yang tidak disiplin dalam berlalu lintas, hal tersebut menjadi alasan sulitnya anak-anak menyebrang. Dari alsintan yang sudah ada, untuk memaksimalkan data pengeprasannya perlu dilakukan analisis pengaruh kecepatan putar dan sudut kemiringan mata pisau yang bertujuan untuk mengetahui hasil keprasan tunggul tebu yang terbaik dari beberapa kombinasi perlakuan antara kecepatan putaran pisau dan kemiringan mata pisau alat pengepras menggunakan tenaga traktor roda dua.Penelitian dilaksanakan di perkebunan tebu PTPN II (Persero) unit usaha Tanjung Jati, Medan. Menerapkan metode kombinasi perlakuan antara kecepatan putaran pisau (R) dengan sudut kemiringan pisau (L) untuk mengetahui hasil keprasan tebu yang dibagi menjadi 4 parameter, yaitu: potongan utuh, potongan pecah, tunggul tidak terpotong, dan tunggul terbongkar. Data yang didapatkan di lapangan diolah menggunakan metode RAK faktorial untuk mengetahui pengaruh nyata atau tidak nyata yang dihasilkan antara kombinasi perlakuan terhadap parameter hasil keprasan dan kapasitas lapang pengeprasan.Hasil pengujian pengeprasan di lapangan, didapatkan potongan utuh yang paling tinggi berada pada kecepatan putaran pisau 1300 rpm dengan sudut kemiringan 150 sebesar 73,64%. Berdasarkan hasil uji F pada analisis sidik ragam, terdapat pengaruh tunggal untuk parameter potongan utuh yaitu berada pada sudut 150. Hasil uji BNT (0,05) menjelaskan bahwa semakin kecil sudut kemiringan pisau akan menghasilkan potongan utuh semakin besar, dan sebaliknya. Untuk kecepatan putaran pisau ternyata tidak memiliki pengaruh yang nyata terhadap hasil potongan utuh, namun dapat direkomendasikan pemakaian kecepatan putaran pisau 1300 rpm karena menghasilkan potongan utuh terbanyak daripada kecepatan 1000 rpm dan 1500 rpm. Berdasarkan hasil uji F untuk kombinasi perlakuan kecepatan putaran pisau dengan sudut kemiringan tidak memiliki pengaruh nyata terhadap parameter potongan pecah, tunggul tidak terpotong, tunggul terbongkar, dan kapasitas lapang pengeprasan. Hasil parameter tersebut lebih dipengaruhi oleh kondisi tanaman tebu dan kondisi lahan yang tidak rata. Untuk profil guludan hanya dilihat berdasarkan sudut kemiringan pisau saja. Karena dengan berubahnya sudut kemiringan pisau akan merubah pula posisi dudukan pisau. Pada sudut 150 menghasilkan potongan guludan lebih rata dengan kedalaman rata-rata 2,33 cm dan lebar bidang kepras 36,67 cm, sedangkan sudut 300 menghasilkan potongan guludan agak cekung dengan kedalaman rata-rata 2,60 cm dan lebar bidang keprasan 31,67 cm. Variabel-variabel yang digunakan antara lain jarak tempuh ke lokasi cagar budaya, alat transportasi yang digunakan, pengalaman berkunjung, pendapatan, biaya perjalanan, biaya waktu, dan persepsi masyarakat. Semua data yang digunakan untuk kedua metode tersebut adalah data primer. Sampel diambil dengan menggunakan metode simple random sampling terhadap pengunjung yang secara kebetulan dijumpai sedang mengunjungi cagar budaya di Banda Aceh, antara lain Mesjid Raya Baiturrahman, Kherkoff dan Museum Tsunami dengan jumlah sampel sebesar 150 responden. Hasil estimasi menunjukkan pendapatan berpengaruh secara signifikan dan positif terhadap minat masyarakat berkunjung ke cagar budaya, sedangkan variabel jarak tidak signifikan. Selanjutnya, metode Travel Cost Method diestimasi dengan pendekatan Generalized Autoregressive Conditional Heteroscedasticity (GARCH). Hasil yang diperoleh menunjukkan bahwa biaya transportasi berpengaruh negatif dan signifikan, sementara variabel persepsi memberikan dampak positif terhadap kunjungan ke cagar budaya. Variabel yang kurang sesuai secara teori namun signifikan secara statistik antara lain biaya waktu yang berpengaruh positif dan signifikan serta variabel pendapatan yang berpengaruh negatif dan signifikan secara statistik terhadap kunjungan ke cagar budaya. Hasil penelitian ini masih belum sempurna karena masih ada variabel yang relatif tidak sesuai teori. The data collected was obtained from field surveys and literatures in the district that has rubber production in the Eastern Region of the Aceh Province. The results of location analysis showed that East Aceh, Aceh Tamiang and South East Aceh are the three priority ranking area which feasible to set up a rubber processing industry in Aceh. Financial calculation was done for the rubber processing industry (crumb rubber) with capacity of 10,000 tons per year and assuming 20-year economic life. Results showed that: Investment Cost; IDR 36.189.274.000, Operating Costs; IDR 116.22 billion, Production and Revenue; 71.040 Tons; IDR 1.842.720.768.000, Gross Benefit; IDR 163.432.239.000 Net Benefit; Rp. 114.402.567.000, NPV; IDR 32.375.726.000, NBCR; 1,38, 21,58 percent of IRR, and Payback Period is 7 year and 6 months.
