The purpose of this study to determine the program, program implementation, evaluation and barriers faced by principals to improve the quality of education at the Junior High School 2 Mesjid Raya of Aceh Besar district. The technique of collecting data through observation, interviews, and documentation. Research subjects principals, vice-principals, school committee, chairman MGMPs, teachers and supervisors. Data were analyzed by reducing, display, draw conclusions and verification of data. The results showed: (1) Programs are arranged not entirely based on the consensus reached school personnel. Quality improvement programs documented in the annual program and semester program to be used as a reference in implementing the program. (2) The implementation of the quality improvement program begins with the division of tasks with daily activities forming the executive committee of the school. Programs implemented not entirely based on a predetermined schedule. If the principal is absent, then the authority to implement the program submitted to the vice-principal or a senior teacher. (3) The evaluation was conducted by a committee or team that has been formed by the principal that includes principals, vice principals, supervisors and senior teachers. Tujuan penelitian ini untuk mengetahui program, pelaksanaan program, Evaluasi dan hambatan-hambatan yang dihadapi kepala sekolah untuk meningkatkan mutu pendidikan pada SMP Negeri 2 Unggul Mesjid Raya Kabupaten Aceh Besar. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Subjek penelitian kepala sekolah, wakil kepala sekolah, komite sekolah, ketua MGMP, guru dan pengawas. Data dianalisis dengan cara mereduksi, display, mengambil kesimpulan dan verifikasi data. Hasil penelitian menunjukkan: (1) Program disusun tidak semuanya berdasarkan hasil musyawarah personel sekolah. Program peningkatan mutu didokumentasikan dalam program tahunan dan program semester untuk dijadikan sebagai acuan dalam melaksanakan program. (2) Pelaksanaan program peningkatan mutu diawali dengan pembagian tugas dengan membentuk panitia pelaksana kegiatan harian sekolah. Program dilaksanakan tidak seluruhnya berdasarkan jadwal yang telah ditetapkan. Apabila kepala sekolah berhalangan, maka wewenang pelaksanaan program tersebut diserahkan kepada wakil kepala sekolah atau guru senior. (3) Evaluasi dilaksanakan oleh panitia atau tim yang telah dibentuk oleh kepala sekolah yang meliputi kepala sekolah, wakil kepala sekolah, pengawas dan guru senior. Sebelum evaluasi dilaksanakan, panitia pelaksana evaluasi menyusun dan menyiapkan instrumen terlebih dahulu. Penelitian lapangan dilakukan untuk memperoleh data primer dengan mewawancarai responden dan informan.Hasil penelitian menunjukkan bahwa hambatan-hambatan dalam pelaksanaan perjanjian pengangkutan antara PT Tambang Indrapuri Jaya dengan pihak pengangkut yaitu terjadinya keterlambatan pembayaran biaya pengangkutan oleh PT Tambang Indrapuri Jaya dan tidak efektifnya pelaksanaan pengangkutan yang dilakukan oleh pihak pengangkut. Upaya penyelesaian yang ditempuh dalam mengatasi hambatan-hambatan pelaksanaan perjanjian pengangkutan dilakukan melalui mekanisme musyawarah untuk mufakat dengan melibatkan pihak terkait yaitu pihak pengangkut dan pihak manajemen perusahaan PT Tambang Indrapuri Jaya. Hasil musyawarah tercapai kesepakatan yaitu para pihak senantiasa akan melaksanakan semua ketentuan-ketentuan sebagaimana yang telah disepakati dalam perjanjian pengangkutan.Disarankan kepada PT Tambang Indrapuri Jaya agar membuat perjanjian pengangkutan dengan pihak pengangkut memuat ketentuan-ketentuan secara menyeluruh dengan mengatur berbagai hal menyangkut dengan pelaksanaan kegiatan pengangkutan. Abrasi dan akresi ini dapat menimbulkan kerugian yang besar seperti rusaknya kawasan pemukiman dan sarana transportasi. Salah satu upaya penanggulangan yang dilakukan untuk mengatasinya ialah dengan membangun bangunan pantai seperti groin. Pembangunan groin juga dapat menimbulkan perubahan garis pantai sehingga perlu diprediksi besarnya perubahan yang terjadi dengan membuat model matematika yang diturunkan dari persamaan kontinuitas. Persamaan perubahan garis pantai akibat pengaruh adanya groin berbentuk persamaan diferensial parsial parabolik dan diselesaikan secara analitik menggunakan transformasi Laplace. Persamaan ini memiliki satu nilai awal dan tiga syarat batas untuk memperoleh solusi di sebelah hulu dan hilir groin. Hasil yang diperoleh menunjukkan bahwa sebelah hilir groin mengalami abrasi dan sebelah hulu groin mengalami akresi. Perubahan garis pantai dipengaruhi oleh beberapa faktor seperti besarnya abrasi dan akresi yang terjadi, arah sudut datang gelombang, amplitudo transpor sedimen sepanjang pantai, kedalaman air pada saat gelombang pecah, dan sudut datang gelombang pecah. Berdasarkan grafik yang didapat, terdapat kesesuaian antara pola grafik yang terbentuk pada solusi analitik dan solusi numerik yang diselesaikan dengan metode beda hingga. This study used descriptive method by qualitative approach. The techniques of data collection used in this study were observation, interview, and documentation. The subjects of the study were the principal, vice principals, teachers, school committee, head of Teacher Working Group, and supervisor. The data were analyzed by reducing, displaying, summing up the conclusion, and verifying data. The results of the study showed that: 1) the program was compiled by discussing to teachers, supervisor, school committee, and representatives of students’ trustees. The programs to improve teacher performance were by involving teachers in student admission program, improving the services in supporting learning activities, using the ICT for school management improvement, monitoring the implementation of school activity programs, compiling the school activity report, and planning the follow up program for the evaluation results of school activities; 2) the program implementation was initially begun with task distribution according to capability and skill by implementing Lesson Plan approach among teachers. The implementation of the program was not fully accordance with schedule listed on school plan document. It can be seen on the frequency of supervision, meeting, meeting schedule, and unpreparedness optimally in implementing curriculum 2013, using ICT for teachers to optimize the learning and implementation of learning evaluation and 3) The evaluation done has not conformed to the schedule and was done naturally without instrument of valid and reliable evaluation. The activity evaluation is used to be done annually on the last month of academic year. Pelaksanaan program belum sepenuhnya berdasarkan jadwal yang tercantum pada dokumentasi perencanaan sekolah.
