Sebagai negara hukum, dalam pelaksanaan tugas dan fungsi pemerintahan perlu adanya peningkatan dalam pengawasan. Pengawasan bertujuan untuk menjaga keseimbangan antara perlindungan hak warga negara dan tugas pemerintah, serta untuk mewujudkan pemerintahan yang baik. Ombudsman merupakan lembaga Negara yang bertugas melakukan pengawasan bersifat mandiri, tidak memiliki hubungan dengan Lembaga Negara lain dan tidak ada campur tangan dari kekuasaan lain. Dalam upaya mewujudkan pemerintahan yang baik atau good governance sebagai salah satu tugas Ombudsman, perlu sinkronisasi atau kesesuaian antara asas-asas yang menjadi dasar dalam pelaksanaan tugas dengan asas-asas umum pemerintahan yang baik. Penulisan skripsi ini bertujuan untuk mengetahui bagaimana peran, tugas dan fungsi Ombudsman Aceh dalam mengawasi pelayanan publik serta dampak positif kehadiran Ombudsman di Kota Banda Aceh. Data yang diperlukan dalam penulisan skripsi ini di peroleh melalui penelitian kepustakaan yang bersumber dari buku teks, peraturan perundang-undangan serta bahan bacaan lainnya, dan penelitian lapangan dilakukan dengan cara mewawancarai informan. Hasil penelitian ini menyimpulkan bahwa peran Ombudsman di Aceh sudah cukup baik dalam mewujudkan aspirasi masyarakat untuk mewujudkan pemerintahan yang baik. Namun sosialisasi dalam mengoptimalkan tugas dan fungsi Ombudsman masih perlu di tingkatkan sebagai upaya memperkenalkan Ombudsman kepada masyarakat. Kehadiran Ombudsman di Aceh sudah memberikan dampak positif bagi instansi penyelenggara pelayanan publik maupun masyarakat. karena dengan adanya Ombudsman pihak pelayanan publik akan terus memberikan pelayanan yang baik kepada masyarakat.Kata Kunci: ombudsman, birokrasi, good governance. Volume perdarahan yang terjadi pada stroke hemoragik dinilai sangat penting dalam terapi dan prognosis pasien. Jumlah leukosit dapat dijadikan alat bantu diagnostik dan prognostik berbagai penyakit termasuk stroke, khususnya pada pusat pelayanan kesehatan yang tidak memiliki fasilitas CT-scan. Tujuan penelitian ini adalah untuk mengetahui hubungan antara volume perdarahan dengan jumlah leukosit pada stroke hemoragik. Jenis penelitian ini adalah penelitian analitik dengan pendekatan secara cross sectional. Subjek penelitian diambil dengan metode consecutive sampling dengan jumlah responden 35 orang penderita stroke hemoragik tipe perdarahan intraserebral yang dirawat inap di Ruang Saraf RSUD dr. Zainoel Abidin periode Oktober 2011-Februari 2012. Data dianalisis secara bivariat dengan metode produk- momen Pearson. Berdasarkan analisis data, terdapat hubungan antara jumlah leukosit dengan volume perdarahan pada stroke hemoragik dengan korelasi r=0,365 (p=0,031).
