In order to assess the discrepancies, qualitative and quantitative content analyses are applied as research methodology. In particular, discrepancies of the conceptual basis of the two contracts are evaluated by content analysis through graphical presentation. The results of this study affirm that the critique raised against contemporary contracts is indeed justified. Permasalahan yang terjadi yaitu Pemekaran organisasi perangkat daerah yang tidak mengalami proses pengkajian secara mendalam sehingga memunculkan persepsi yang buruk di tengah masyarakat, ketidakmampuan memilih antara kepentingan pribadi atau kelompok dan kepentingan organisasi, dan pemekaran organisasi perangkat daerah yang berlawanan dengan konsep efesiensi birokrasi. Penulisan skripsi ini bertujuan untuk menjelaskan faktor-faktor yang melatarbelakangi penataan dan penguatan organisasi perangkat daerah di Provinsi Aceh, proses penataan dan penguatan organisasi perangkat daerah di Provinsi Aceh serta pengaruh penataan dan penguatan organisasai perangkat daerah terhadap akuntabilitas kinerja Satuan Kerja Pemerintah Aceh (SKPA) tahun 2013. Data yang diperlukan dalam penulisan skripsi ini diperoleh melalui penelitian kepustakaan dan lapangan. Penelitian kepustakaan dilakukan dengan cara membaca buku teks, peraturan peraturan perundang-undangan, dan bahan-bahan bacaan lainnya yang berkaitan dengan penelitian ini, sedangkan penelitian lapangan dilakukan dengan cara mewawancarai informan penelitian dan observasi. Hasil penelitian menunjukkan bahwa penataan dan penguatan organisasi perangkat daerah yang dilakukan oleh Pemerintah Aceh dilatarbelakagi oleh beberapa faktor yaitu kebutuhan penyelenggaraan urusan pemerintahan, tanggungjawab pelaksanaan pembiayaan dana otonomi khusus dan keistimewaan Aceh, dan beban kerja masing-masing SKPA yang relatif besar. Penataan organisasi perangkat daerah di Provinsi Aceh ini dilakukan dalam bentuk pemekaran beberapa SKPA dan merupakan inisiatif/usulan Pemerintah Aceh yang kemudian dirancang kedalam bentuk qanun dan dibahas serta disahkan bersama Dewan Perwakilan Rakyat Aceh (DPRA). Namun dalam proses penataan yang dilakukan, Pemerintah Aceh tidak menyiapkan Naskah Akademik sebagai bahan kajian analisis masalah. Penataan dan penguatan organisasi perangkat daerah yang dilakukan ini juga telah mampu meningkatkan kinerja SKPA dalam mencapai tujuan-tujuannya. Perkembangan sosial toddler sangat dipengaruhi oleh lingkungan sosialnya, baik orangtua, sanak keluarga, orang dewasa lainnya, atau teman sebayanya. Oleh karena itu, dalam meningkatkan kemampuan dan perkembangannya, anak memerlukan rangsangan atau stimulasi khususnya dari orangtua dan keluarga. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor yang mempengaruhi pengasuhan orangtua dalam pemberian stimulasi perkembangan sosial pada anak usia toddler di PAUD Kecamatan Kuta Alam Banda Aceh Tahun 2014. Desain penelitian ini adalah deskriptif korelatif dengan pendekatan cross sectional study dan pengambilan sampel menggunakan teknik total sampling yang berjumlah 69 responden. Uji analisa yang digunakan adalah chi-square dengan nilai ?=0,05. Hasil analisa data didapatkan bahwa ada hubungan antara usia ibu dengan pemberian stimulasi perkembangan sosial (p=0,020), ada hubungan antara keterlibatan ayah dengan pemberian stimulasi perkembangan sosial (p=0,002), ada hubungan antara pendidikan ibu dengan pemberian stimulasi perkembangan sosial (p=0,022), ada hubungan antara pengalaman dalam mengasuh anak dengan pemberian stimulasi perkembangan sosial (p=0,017), ada hubungan antara stres orangtua dengan pemberian stimulasi perkembangan sosial (p=0,005), dan ada hubungan antara hubungan orangtua dengan pemberian stimulasi perkembangan sosial (p=0,009). Diharapkan orangtua dapat berperan aktif dalam mencari informasi terkait perkembangan sosial yang sesuai dengan tahapan perkembangan anak, serta bekerjasama dengan guru PAUD dalam mengembangkan buku komunikasi perkembangan anak. Perubahan pada fungsi fisiologis seperti menurunnya tingkat kesehatan, sedangkan perubahan pada fungsi psikologis, salah satunya masalah pensiun. Pensiun akan memutuskan seseorang dari aktivitas rutin yang telah dilakukan selama bertahun-tahun, memutuskan rantai sosial yang sudah terbina dengan rekan kerja dan menghilangkan identitas seseorang yang sudah melekat begitu lama. Sehingga dibutuhkan penyesuaian diri untuk melakukan keseimbangan menghadapi kemunduran fungsi fisik, mental serta tekanan atau konflik yang dihadapi pensiun. Tujuan penelitian ini untuk mengetahui gambaran penyesuaian diri lansia terhadap masa pensiun di Kopelma Darussalam Kecamatan Syiah Kuala Banda Aceh 2014. Desain penelitian menggunakan deskriptif eksploratif. Populasi dalam penelitian ini berjumlah 56 orang. Teknik pengambilan sampel menggunakan total sampling yaitu semua populasi dijadikan sampel yang berjumlah 56 orang. Alat pengumpulan data berupa kuesioner yang terdiri dari 28 item pertanyaan berbentuk skala dischotomous choice dengan skala ukur ordinal, dan dilakukan dengan cara wawancara terpimpin. Data dianalisa dengan sistem komputer dengan menentukan distribusi frekuensi kategori baik dan kurang baik. Hasil analisa data didapat bahwa penyesuaian diri lansia terhadap masa pensiun berada pada kategori kurang baik (58,9%) yang meliputi dua variabel yaitu penyesuaian pribadi lansia terhadap masa pensiun pada kategori kurang baik (53,6%) dan penyesuaian sosial pada kategori baik (75,0%). Dari hasil pengumpulan data dapat disimpulkan bahwa penyesuaian diri lansia terhadap masa pensiun di Kopelma Darussalam Kecamatan Syiah Kuala Banda Aceh tahun 2014 berada pada kategori kurang baik. The multiple regression analysis model is used to test the hypothesis.The results of this study indicate that (1)intellectual capital as measuredby VAIC has no impact on the financial performance (ROA and ROE). Corporategovernance as measured by the proportion independent commissioners, the size ofboard of directors and the number of meeting audit committee. (2) The proportionindependent commissioners has impact on the financial performance (ROA) buthas no impact on the financial performance (ROE). Analisis yangdigunakan adalah regresi linear berganda untuk menguji hipotesis.Hasil penelitian menunjukkan bahwa (1) intellectual capital yangdiproksikan dengan VAIC tidak memiliki pengaruh terhadap kinerja keuangan(ROA dan ROE).
