Dalam kurun waktu tahun 2008-2013 ada 17 Izin Usaha Pertambangan (IUP) yang diberikan bupati. Tiga pemberian IUP tidak disertai izin prinsip gubernur, sebagian besar pemegang IUP tidak melaksanakan tahapan penambangan.Penelitian ini bertujuan untuk memahami dinamika pemberian IUP oleh bupati Aceh Selatan, mencari bentuk kepentingan ekonomi dan politik dalam pemberian IUP, dan mengetahui dampak pemberian IUP terhadap masyarakat lingkar IUP.Data yang diperlukan dalam penelitian ini diperoleh melalui studi kepustakaan dan lapangan. Studi kepustakaan dilakukan dengan membaca buku teks, peraturan perundang-undangan, dan bahan bacaan lainnya yang berkaitan dengan penelitian ini. Penelitian lapangan dilakukan dengan observasi serta mewawancarai informan penelitian.Hasil penelitian memperlihatkan pemberian IUP di Aceh Selatan kurun waktu 2008-2013 tidak sesuai dengan mekanisme, tanpa izin prinsip gubernur, minus telaah teknis dan tidak disertai evaluasi bertahap. Pemberian IUP berkorelasi positif dengan kepentingan ekonomi politik pemerintah Aceh melalui MoU golden share yang belum memiliki dasar hukum, serta kepentingan ekonomi perusahaan yang melakukan perdagangan IUP dengan kamuflase perubahan pemilik modal dan pemegang saham. Dampak positif pemberian IUP terhadap masyarakat lingkar IUP adalah meningkatnya penghasilan masyarakat lokasi pertambangan. Dampak negatif pemberian IUP terhadap masyarakat lingkar IUP adalah lahirnya kecemburuan sosial karena kesenjangan penghasilan antara masyarakat di lokasi pertambangan dengan masyarakat luar lokasi pertambangan yang sama-sama terjangkau resiko pertambangan.                 <text>Abstract - This study aims at investigating the extent of cumulative causation effect on economic growth disparity across the regions: Basajan-Pijay, Northeast, South-West, and Central-Inland in the Aceh Province, Indonesia. It also includes some others factors in determining economic growth disparity such as Gross Domestic Product (GDP) per capita, the concentration of economic activity areas, Human Development Index (HDI), the labour productivity of the region, the allocation of public investment as well as the accessibility among regions in the Aceh Province. To capture the goals of this study, it uses panel data during the period 2000 to 2010 consisting of 23 districts/cities of Aceh Province. The results show that the potential conditions for convergence because the dominant factor affecting the disparity without entering variable cumulative effect, the concentration of economic activity among regions have positive and negatively affected HDI. By entering variable cumulative effects, it turns HDI to have a negative effect, while the cumulative effect of the growth of inter-regional and the GDP per capita were positive. Thus, it can be said that the economic disparity among regions has the potential for convergence if and only if there is a policy intervention by the government in improving the quality of education, health, and consumer purchasing power to reduce the disparity. It is recommended that the Government of Aceh and District/City Government should encourage the growth of GDP per year, equal to or above the average growth of the national economy in order to increase labour productivity so that economic prosperity has also increased (spread effect is greater than backwash effect) because workings of the cumulative effect of growth within the region and among regions. Keywords      :   Disparity, Backwash effect, Spread Effect, Economic Growth, AcehPaper Type :     Research Paper</text>

                <text>Plak gigi adalah deposit lunak yang melekat pada permukaan gigi. Plak merupakan penyebab utama terjadinya penyakit periodontal sehingga untuk mencegahnya diperlukan adanya tindakan kontrol plak. Menyikat gigi dengan menggunakan pasta gigi yang mengandung siwak merupakan salah satu tindakan untuk mengontrol plak secara kimia, karena pasta gigi yang mengandung siwak mampu menghambat pembentukan plak pada gigi. Penelitian ini bertujuan untuk mengetahui pengaruh penyikatan gigi menggunakan pasta gigi yang mengandung siwak terhadap penurunan skor plak. Pengambilan subjek pada penelitian ini menggunakan teknik purposive sampling. Metode yang digunakan dalam penelitian ini kuasi eksperimental dengan desain pretest-posttest only control group. Pemeriksaan plak diukur dengan menggunakan indeks plak Turesky-Gilmore-Glickman Modification of the Quigley-Hein. Pengukuran skor plak awal dan plak akhir  dianalisis dengan menggunakan Uji t berpasangan. Hasil uji t berpasangan menunjukkan nilai p&gt;0,05 yang menunjukkan tidak ada perbedaan yang signifikan. Penyikatan gigi dengan menggunakan pasta gigi yang mengandung siwak atau tidak mengandung siwak tidak memberikan pengaruh terhadap penurunan skor plak.                 <text>ABSTRAKOrangtua merupakan salah satu faktor penting yang dapat mempengaruhi perkembangan stimulasi motorik kasar yang optimal. Kurangnya pemberian stimulasi yang optimal dapat mengakibatkan keterlambatan perkembangan motorik kasar pada toddler. Tujuan penelitian ini untuk mengetahui faktor-faktor yang mempengaruhi peran pengasuhan dalam pemberian stimulasi motorik kasar pada toddler di PAUD kecamatan Baiturrahman Banda Aceh tahun 2014. Desain penelitian menggunakan deskriptif korelatif melalui pendekatan cross sectional study. Teknik pengambilan sampel menggunakan total sampling dengan jumlah sampel sebanyak 45 orang. Alat pengumpulan data berupa kuesioner yang terdiri dari 28 item pernyataan dalam skala likert dan dilakukan dengan cara angket. Metode analisis data dengan menggunakan uji statistik chi-square, hasil penelitian adalah ada hubungan antara usia orangtua (P-value 0,008), keterlibatan ayah (P-value 0,007), pendidikan orangtua (P-value 0,004), pengalaman (P-value 0,000), stres orangtua (P-value 0,010), hubungan orangtua (P-value 0,005) dengan pemberian stimulasi motorik kasar.                 <text>This study aims to examine the influence of current ratio and debt to equity ratio, both simultaneously and partially to stock liquidity using trading volume activity. Trading volume activity is a proxy of stock liquidity. The samples of this research are the manufacturing firms listed in BEI (Indonesia Stock Exchange) in 2009 to 2012. The Samples are collected using purposive sampling method and resulted 131 companies become the  final samples. The sample collection techniques using secondary sample from annual report were obtained from the website www.idx.co.id. Hypothesis testing was conducted using multiple regression model. The results of this research show that (1) current ratio and debt to equity ratio simultaneously effect to stock liquidity using trading volume activity, (2) current ratio significantly influence on stock liquidity using trading volume avtivity, and (3) debt to equity ratio significantly influence on stock liquidity using trading volume activity.Keywords: Current Ratio, Debt to Equity Ratio, Stock Liquidity, and Trading Volume Activity.</text>

                <text>Abstract - Aceh, the northern-most province of Indonesia came through long suffering of armed conflicts for self-determination under the Dutch (1873-1942) and Japanese colonisation (1942-1945). It continued until Aceh joined Indonesia‟s unitary system in 1945, in which it was formally initiated by Tgk. Daud Beureueh between 1953-1963, and further to be declared by Tgk. Hasan Tiro on 4th December 1976 under the banner of the Free Aceh Movement (GAM). This struggle was ended by peace agreement, the Helsinki Memorandum of Understanding (MoU) on 15th August 2005 with the Aceh self-government notion consensus. In this regard, Aceh has more spaces and opportunities to re-determine its political, economic, social and cultural status under the Indonesian system. According to the international law, the notion of self-government is considered as internal self-determination under the International Human Rights Law regime. This would refer to two covenants: the United Nations International Covenant on Civil and Political Rights and on Economic, Social and Cultural Rights 1966. However, in practice, despite this ongoing implementation has achieved some progress in short term local political development, yet there are still many challenges for long-term economic, social and cultural advancement objectives, in particular regarding human rights related issues. This paper endeavours to analyse the issue through the overview of historical background of Aceh self-determination from an international law perspective. Hopefully, this paper contributes to a conceptual understanding of the MoU Helsinki in terms of Aceh self-determination movement as well as some challenges ahead.</text>

                <text>Tujuan penelitian ini adalah untuk menguji faktor-faktor yang mempengaruhi perubahan alokasi belanja dalam anggaran daerah secara simultan maupun secara parsial. Penelitian ini dilakukan pada seluruh Pemerintah Daerah se provinsi Indonesia. Jenis penelitian yang digunakan dalam penelitian ini adalah hypothesis testing. Metode penelitian yang digunakan dalam penelitian ini adalah metode purposive sampling. Populasi dalam penelitian ini adalah seluruh kabupaten/kota yang ada di seluruh Indonesia. Terdapat 70 sampel  observasi pada penelitian ini. Adapun teknik pengumpulan data menggunakan data sekunder berupa dokumen anggaran yang memiliki kriteria tertentu dilakukan dengan cara dokumentasi. Pengujian hipotesis dilakukan dengan metode regresi linear berganda. Hasil penelitian ini menunjukkan bahwa pendapatan asli daerah (PAD), sisa anggaran (SiLPA), dan dana perimbangan seecara parsial dan simultan berpengaruh terhadap perubahan alokasi belanja daerah.Kata Kunci : APBD, pendapatan asli daerah (PAD), sisa anggaran (SiLPA) dan dana perimbangan.</text>
