Oleh karena itu pemberlakuan Pasal 268 ayat (3) Nomor 34/PUU-XI/2013 tentang Pengujian Undang-Undang Nomor 8 Tahun 1981 Pasal 268 ayat (3) tentang KUHAP tidak mempunyai kekuatan hukum mengikat. Pada dasarnya telah mengesampingkan proses peradilan yang menghendaki diterapkannya asas sederhana, cepat, dan biaya ringan. Tujuan penulisan skripsi ini adalah untuk menjelaskan faktor penyebab para pihak yang melaksanakan perkawinan anak dibawah umur tanpa dispensasi dari Pengadilan, akibat hukum terhadap perkawinan anak dibawah umur tanpa dispensasi dari Pengadilan dan untuk menjelaskan upaya-upaya mengatasi dan mencegah terjadinya perkawinan anak dibawah umur.Untuk memperoleh data sekunder ini dilakukan penelitian kepustakaan dengan menelaah buku-buku bacaan dan peraturan perundang-undangan yang berhubungan dengan masalah yang diteliti sedangkan untuk data primer diperoleh dengan melakukan wawancara dengan sejumlah responden dan informan.Berdasarkan hasil penelitian diketahui bahwa faktor penyebab para pihak yang melaksanakan perkawinan anak dibawah umur tanpa dispensasi dari Pengadilan yaitu karena tidak adanya pengetahuan tentang hukum perkawinan, karena penolakan terhadap permohonan dispensasi, desakan ekonomi, keadaan terpaksa. Akibat hukum terhadap perkawinan anak dibawah umur tanpa dispensasi dari pengadilan terhadap istri yaitu tidak dapat menuntut haknya ke Pengadilan dan tidak dapat menuntut pembagian harta bersama, sedangkan terhadap anak yaitu anak tersebut tidak bisa menjadi ahli waris. Shortage of water in rice fields can be evaluated by the efficiency of existing irrigation.Based on the Indonesian‟s irrigation design criteria 65%, the project efficiency for Irrigation Planning is 65%. This value when compared to some countries in Asia was still much greater. This might be caused by undeterminating the water losses in the rice field. The study aims to determine the efficiency of irrigation in rice fields (Field Application Efficiency) is actually through direct measurements in the field, started at the land preparation up to the growth of rice plants. Measurements were taken at one tertiary JKr21Kr in Krueng Jreue Irrigation Region. To evaluate the efficiency of irrigation in ricefields used two methods of measurement. Inflow-outflow method for measuring the delivery of irrigation water in rice fields (Vf) which use the modified pipes that serves as the entrance and exit of water in the tertiary, the difference between incoming water and outgoing water is the amount of water used in rice fields. Water balance in the field is measured using Drum technique method with a diameter of 50 cm and height 125 cm. The drums are planted in the ground and a quarter of the height of the drum located above thesurface. By this equipment, the evapotranspiration parameters, percolation and effective rainfall can be obtained. These results showthat the efficiency of irrigation in rice fields (Ea) of 65.29%. It means that actually the project efficiency is 42.44% far below than Indonesian‟s criteria. The purpose of this study is to know the effort of society to solve DHF disease in Syiah Kuala District of Banda Aceh. The design of this study is descriptive by approach of cross sectional. Sample of population were selected by cluster sampling. Election of respondents was conducted by proportional stratified random sampling. Collecting of data was conducted by questionare and data analysis was conducted by descriptive statistic and chi square. Based on the result of study showed that the effort solving of DHF in Syiah Kuala district equal to 92% is good and 8% is less good, however the rate of knowledge on DHF equal to 29% is good and 71% is less good, behavior on DHF equal to 74% is good and 26% is less good. The availability of facility on DHF equal to 48% is good and 52% is less good.
