Hasil dari penelitian ini menunjukkan bahwa jarak tempuh jalur evakuasi tsunami sebelum pemotongan median jalan lebih lama, sedangkan jarak tempuh jalur evakuasi tsunami setelah pemotongan median jalan lebih cepat. Salah satu metode prediksi iklim adalah menggunakan model Autoregressive Integrated Moving Average (ARIMA). Dalam penelitian ini dikembangkan metode ARIMA untuk prediksi curah hujan tahun 2012 berdasarkan data-data curah hujan terkumpul dari tahun 1995 hingga 2011 di stasiun Klimatologi Indrapuri, Aceh Besar. Dengan metode ARIMA, data-data diolah dalam tiga tahap yaitu identifikasi data, estimasi dan pengujian. Setelah itu model dapat diterapkan untuk prakiraan. Untuk menguji dan memvalidasi model prediksi yang diperoleh digunakan data-data curah hujan tahun 2012. Hasil penelitian menunjukkan bahwa metode ARIMA menghasilkan prakiraan yang cukup mendekati keadaan aktual di delapan bulan pada tahun 2012, yaitu Januari hingga Mei, Juli, Oktober dan Desember. Pada bulan Juni, Agustus dan September hasil prakiraan lebih tinggi dari keadaan aktual yang terukur, sementara pada November 2012 curah hujan aktual lebih tinggi dari hasil prakiraan. Rendahnya curah hujan terukur di bulan Agustus dan September dibandingkan dengan hasil prakiraan disebabkan oleh Dipole Mode Index (DMI) yang positif di lautan Hindia sebelah timur yang menyebabkan berkurangnya uap air di atas wilayah Aceh. Sementara dilihat dari data rata-rata curah hujan bulan Juni adalah puncak musim kemarau, sementara itu pada bulan November 2012 curah hujan aktual lebih tinggi dari prakiraan menyebabkan akumulasi uap air yang tinggi di atas wilayah Aceh sehingga curah hujan menjadi diatas nilai prediksi. Faktor-faktor yang terjadi pada bulan Juni, Agustus, September dan November 2012 umumnya adalah kejadian terlokalisasi sehingga secara umum prediksi curah hujan dengan metode ARIMA memberi hasil yang memuaskan.Kata kunci : ARIMA, Curah hujan, Dinamika AtmosferABSTRACTThe ability to predict the weather/climate is one of the necessary expertise in the development of agriculture, transportation, marine and infrastructure development in Indonesia. One of methods in climate prediction is the application of Autoregressive Integrated Moving Average (ARIMA) model. In this study, ARIMA method was developed for the prediction of rainfall in 2012 based on precipitation data collected from 1995 to 2011 at Indrapuri climatology Station, Aceh Besar. In ARIMA, the data is processed in three stages, namely data identification, estimation and testing. After that the model can be applied to forecasting. The validation of the predictive model was conducted using rainfall data in 2012. The results showed that the forecasts by ARIMA is quite close to the actual situation in the eight months in 2012, i.e. January to May, July, October and December. In June, August and September the forecast is higher than the actual precipitation, while in November 2012 the actual rainfall is higher than the forecast. The low rainfall in August and September compared to the forecasts is due to the Dipole Mode Index (DMI) which is positive in the Indian Ocean east which leads to reduced water vapor in the Aceh region. According to data, June is the peak of the dry season. While in November 2012, the actual rainfall is higher than forecast because accumulation of water vapor in Aceh was above the predicted value. Factors that occurred in June, August, September and November 2012 generally is a localized event. Irrigation efficiency assumption based portion of the amount of water taken will be lost either on canals or in the rice fields. Values of irrigation efficiency specified in the plan is too high so that the implementation of the water provided is not enough given to areas downstream. The research was conducted at the Main Canals Right Pandrah until tertiary canals PKN3 T1 at Regional Irrigation District Pandrah Bireun is by measuring inflow and outflowthe canals by using current meter, to measure by using class A pan evaporation while the seepage measurement by the method of ponding. From the research results will be obtained efficiency will be obtained efficiency value of 87.50% of primary canals, secondary canals of 80.01% and 76.13% for the tertiary canals to obtain the value of the efficiency of irrigation system in the Canals Main Right Pandrah of 50.30%. Value efficiency ebove shows that there has been a shortage of 11.70% of the value of the efficiency plan by 65%. Water loss was causwd by the canals that has been broken, illegal tapping along the canals, domestic household use, complementary building of irrigation and evaporation. Efisiensi irigasi didasarkan asumsi sebagian dari jumlah air yang diambil akan hilang baik di saluran maupun di petak sawah. Nilai efisiensi irigasi yang digunakan di Indonesia selama ini ternyata jauh lebih besar dari beberapa negara di Asia. Inilah permasalahan yang menyebabkan kemungkinan kegagalan dari proyek yang ada di daerah kita dimana nilai efisiensi irigasi yang ditetapkan dalam perencanaan terlalu tinggi sehingga pada pelaksanaan air yang diberikan tidak cukup diberikan pada daerah hilir. Penelitian ini dilakukan di Saluran Induk Pandrah Kanan sampai dengan saluran tersier Pkn. 3 T1 pada Daerah Irigasi Pandrah yaitu dengan mengukur debit masuk dan debit keluar pada saluran dengan menggunakan alat pengukur kecepatan arus (current meter), untuk mengukur evaporasi dengan menggunakan panci evaporasi kelas A sedangkan pengukuran rembesan dilakukan dengan metode teknik Ponding. Dari hasil penelitian akan diperoleh nilai efisiensi saluran primer sebesar 87,50%, saluran sekunder sebesar 80,01% dan saluran tersier sebesar 76,13% sehingga diperoleh nilai efisiensi jaringan irigasi pada Saluran Induk Pandrah Kanan sampai dengan saluran tersier Pkn. 3 T1 sebesar 50,30%. Nilai efisiensi di atas menunjukkan bahwa telah terjadi kekurangan sebesar 11,70% dari nilai efisiensi rencana sebesar 65%. Kehilangan air tersebut disebabkan karena saluran yang telah mengalami kerusakan, adanya sadap-sadap liar disepanjang saluran, penggunaan domestik rumah tangga, bangunan pelengkap irigasi dan evaporasi. This study presents an economic analysis of tiger and humpback grouper at different production scales in Indonesia. The results highlight the nonviability of small scale tiger grouper, with a 5 years projected negative cumulative cash flow of – Rp. 18.102.650 and a negative net present value (NPV) of – Rp. 22.059.576. An increasing production scale of tiger grouper highlight a marginal viability for medium scale (with a 5 year projected cumulative cash flow of Rp. 198.320.673 and a positive NPV of Rp. 105.578.440; with a benefit cost ratio of 1,25; an internal rate of return (IRR) of 88%; and a payback period of 0,99 year), and an economically viable of large scale cage culture (with a 5 year projected cumulative cash of Rp. 707.746.923; a NPV of Rp.406.801.749; a benefit cost ratio of 1,33;an internal rate of return of 157%;and a payback period of 0,57 year). The economic analysis of humpback grouper atdifferent production scales highlight positive cumulative cash, a positive NPV,a benefit cost ratio higher than 2, an internal rate of return over 300% and apayback period of less than one year. A sensitivity analysis revealed thatincreased survival rate up to 80% would increase cumulative cash and NPV ofsmall scale tiger grouper cage culture. Additionally, improved profitabilityperformance was associated with decreased major production costs, increasedproduction and price of the product.
