                <text>The stability of the telecommunications system infrastructure, particularly in the area experienced disastrous, should be restored as soon as possible to recover communication services. One solution for the recovery is by implementing a mobile Base Transceiver Station (BTS), which can be installed easily. In this work, an analysis of Arrow type Combat mobile BTS is conducted in the area of Terbanggi Agung, Central Lampung. The performance measurement and data analysis are performed on the three sectors of the cell coverage. The Received Total Wideband Power (RTWP), Call Completion Success Rate-Packet Switched (CCSR-PS) and Call Completion Success RateCircuit Switched (CCSR-CS) are taken at regular intervals (per hour for 24 hours), based on the standard Key Performance Indicator (KPI) of the International Telecommunication Union (ITU). The results showed that the average value of RTWP on each sector is 105 dB, while the value of CCSR-PS and CCSR-CS are above 95%. Moreover, the measured value of RTWP are less than the standard, which is assumed due to interference from neighbour BTS uplink frequency, despite the possibility of interference was small. In overall, the RTWP values, the CCSR-PS and CCSR-CS meet the standards of the ITU-T Recommendation E.850.Keywords: mobile BTS, received total wideband power (RTWP), call completion success rate- packet switched (CCSRPS), call completion success rate-circuit switched (CCSR-CS)</text>

                <text>Energy crisis due to extensive uses of fossil fuel and environmental issues caused by unsustainable uses of energy driving the world and Indonesian government to accelerate the usage of renewable energy such as hydro, wind and solar. One of the government approaches is to implement a program called Independent Energy Village (IEV). Hybrid Optimization Model for Electric Renewables (HOMER) serves to design a micropower systems and to facilitate the comparison between some of power generation technologies. Researcher models the power system based on the physical behavior and overall cost, which are the total cost of installation and operation of the system during operation of the system. HOMER allows researcher to compare various forms of system designs technically and economically. This research was conducted in the village of Lombongo, District Suwawa, in Bone-Bolango Gorontalo. Some of the modeling results showed that the combination of micro-hydro and solar power have the most favorable economic value if operated over 25 years with a Net Present Cost (NPC) is US$ -369,087.00 and a Level Cost of Energy (LCOE) of -0.106 US$/kWh below the level energy costs of PLN at 0.116 US$/kWh in whch made this hybrid plant is very competitive. The hybrid plant has micro-hydro generating capacity of 58,9 kW with annual production of 657,384 kW, while solar power plant with a production capacity of 15,7 kW per year 20.091 kW.</text>

Si) Partisipasi Politik Masyarakat pada Pemilukada Kota Banda Aceh khususnya di Kec. Ulee Kareng dan Kuta Alam pada Tahun 2012 sangat baik.  Kesuksesan Pemilukada dibuktikan dengan keterlibatan warga memilih para calon Walikota/Wakil Walikota Banda Aceh. Sehingga Pemilukada Kota Banda Aceh berjalan satu putaran. Ini dikarenakan adanya calon Walikota/Wakil Walikota yang mendapat suara sah di atas 30%. Ini menjadi bukti adanya kesadaran politik, sosialisasi politik yang lebih baik dibandingkan sebelumnya.Penelitian ini bertujuan untuk melihat keterlibatan masyarakat terhadap kesuksesan pemilukada Walikota/Wakil Walikota Banda Aceh Tahun 2012, melihat faktor-faktor yang berpengaruh dalam partisipasi politik masyarakat kota Banda Aceh. Untuk memperoleh data dalam penulisan skripsi ini dilakukan penelitian kepustakaan dan lapangan. Penelitian kepustakaan dilakukan untuk mendapat data sekunder dengan cara mengkaji buku-buku dan bahan lain yang berkaitan dengan penelitian ini. Kemudian penelitian lapangan untuk mendapatkan data primer yang dilakukan dengan cara mewawancarai responden dan informan.Hasil dari penelitian ini menunjukkan bahwa kesuksesan Pemilukada dibuktikan dengan keterlibatan warga memilih para calon Walikota/Wakil Walikota Banda Aceh. adanya kesadaran politik, sosialisasi politik dan adapun faktor yang berpengaruh diantanya ialah masyarakat memilih atas dasar sukarela, hadirnya calon incumbent, dan adanya calon yang mengusung semangat kepemudaan kota Banda Aceh. Disarankan kepada masyarakat kota Banda Aceh untuk terus bisa memberikan dampak dan saran-saran kepada pemerintah kota, serta perlunya bertambah lembaga-lembaga masyarakat seperti kelompok atau komunitas agar terus melakukan agenda-agenda yang lebih kreatif dan memberi pengawasan lebih, agar berjalannya sistem demokrasi yang lebih baik dibandingkan dengan sebelumnya.                 <text>ABSTRAKProvinsi Aceh dikenal sebagai daerah yang hampir keseluruhan masyarakatnya menganut agama islam. Dengan sejarah dan komposisi budaya dan agama Islam yang kuat, Aceh memiliki beberapa gelar dan salah satunya adalah Serambi Mekkah. Dalam masyarakat Aceh agama menjadi suatu komponen yang mengatur sistem, pranata dan budaya  yang memiliki makna dan fungsi untuk mengatur kehidupan masyarakat. Sistem sosial masyarakat tersebut terbentuk dalam adat dan tradisi yang menjadi budaya. Dalam penelitian ini penulis mencoba meneliti pada sebuah kebudayaaan masyarakat Aceh dalam bentuk upacara keagamaan yaitu Khanduri maulod  dengan  kajian mengenai makna dan  fungsi sosialnya. Penelitian  ini  dilakukan  dengan  menggunakan  pendekatan  metode  kualitatif dengan  informan  berjumlah  15  orang.  Teknik  pengumpulan  data  dilakukan dengan observasi dan wawancara mendalam dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Upacara khanduri maulod biasanya dilaksanakan di Meunasah atau Mesjid, ada juga dibeberapa daerah di Aceh, seperti di Aceh Besar momen ini dijadikan sebagai ajang membina silaturrahmi dengan warga, kerabat dan gampong tetangga. Hal ini dapat kita perhatikan ketika suatu gampong melangsungkan acara, maka gampong tersebut mengundang sejumlah warga dari beberapa gampong tetangga, sebagai bentuk respon dari undangan tersebut gampong yang diundang biasanya mengirim sejumlah orang sebagai utusan yang dapat mewakili gampong tersebut untuk hadir memenuhi undangan. Kenduri Maulid oleh masyarakat Aceh dianggap sebagai suatu tradisi. Hal itu didasarkan pada pemahaman bahwa Nabi Muhammad SAW yang telah membawa umat manusia dari alam kebodohan ke alam berilmu pengetahuan. Penyelenggaraan kenduri maulid dapat dilangsung-kan kapan saja asal tidak melewati batas bulan Rabiul Awal, Rabiul Akhir, dan Jumadil Awal, tepatnya mulai tanggal 12 Rabiul Awal sampai tanggal 30 Jumadil Awal. Selain itu waktu kenduri maulid ada yang menyelenggarakan pada siang hari dan ada pula yang menyelenggarakannya pada malam hari. Tradisi Khanduri Maulod itu perlu dilestarikan dengan memperingatinya  setiap  tahun  berkesinambungan.  Maulid  mempunyai  makna yang dalam, baik secara spritual maupun sosial bagi kehidupan bersama.Kata Kunci : Makna, Fungsi Sosial, Khanduri Maulod</text>

                <text>Scholarship is a donation in term of financial assistance that is given to an individual, student or pupils. Even though, the target distribution of the scholarships is sometime not relevant. It is because the scholarship distribution has not yet used a tool or method to determine suitable scholarship recipients. For that reason, it needs to design a system to determine the scholarship recipients using Fuzzy Multi Attribute Decision Making (FMADM) and Simple Additive Weighting (SAW) method. FMADM method is used to looking for an alternative of some Alternatives with some criteria that determined before. Moreover, SAW method is used to rank the existing alternatives. The result of this research can be used as a tool to make decision with recommendation of the scholarship recipients.</text>
