The results of this study show that performance of the urban drainage still not yet to overcome that puddle flood. Factors of construction that influence the puddle flood are bottle necks at inlet of culvert, concave channel, and there are fresh water pipes in channel. As social factor, community participation to maintain urban drainage is low. It is showed that still occur hoarding of rubbish and sedimentation that cause channel capacity to be smaller and the finally cause puddle flood. The results of t test show that insight of community about urban drainage (W) and trust of community about performance of urban drainage (K) significantly influence community participation to maintain urban drainage (P). Relation of W, K, and P is showed in this formula P = 15,7 + 0,2W + 0,3K, with determination coefficient, R2=0,67. The formula concludes that community participation can be increased by increasing community insight and community trust of urban drainage performance.Keywords : urban drainage, performance, community participationAbstrak: Kelurahan Keuramat, Kecamatan Kuta Alam merupakan wilayah Kota Banda Aceh yang masih sering mengalami banjir genangan akibat hujan meskipun drainasenya sudah dilakukan perbaikan. Hasil penelitian menunjukkan bahwa faktor fisik yang mempengaruhi terjadinya banjir genangan tersebut adalah penyempitan gorong-gorong, cekungan dasar saluran, dan saluran menjadi jalur pipa air minum. Faktor sosial yang mempengaruhi terjadinya banjir genangan tersebut adalah partisipasi masyarakat dalam pemeliharaan drainase masih rendah sehingga masih terjadi penumpukan sampah, dan endapan sedimen yang mengakibatkan kapasitas saluran mengecil dan akhirnya menimbulkan banjir genangan. Hasil uji t menunjukkan bahwa wawasan masyarakat tentang drainase (W) dan kepercayaan masyarakat terhadap kinerja drainase (K) memiliki pengaruh yang signifikan terhadap partisipasi masyarakat dalam pemeliharaan drainase (P). Hubungan wawasan dan kepercayaan terhadap partisipasi masyarakat tersebut diperlihatkan oleh rumus P = 15,7 + 0,2W + 0,3K, dengan koefisien diterminasi R2 = 0,67. Hubungan ini menyimpulkan bahwa partisipasi masyarakat dapat ditingkatkan dengan meningkatkan wawasan masyarakat dan kepercayaan masyarakat terhadap kinerja drainase.Kata kunci : Drainase kota, kinerja, partisipasi masyarakat. Untuk mengetahui tingkat kinerja Jalan Teuku Muhammad Hasan Banda Aceh diperlukan data volume lalu lintas dan data eksisting geometriknya, yang digunakan pada analisis data. Berdasarkan hasil perhitungan dan pengamatan tahun 2014, Jalan Teuku Muhammad Hasan Banda Aceh mempunyai kelas hambatan samping sedang (M) yaitu daerah niaga dengan toko-toko di sisi jalan dan untuk kinerja Jalan Teuku Muhammad Hasan Banda Aceh pada titik pengamatan I (simpang surabaya arah ke simpang jalan angsa) mempunyai Derajat Kejenuhan sebesar 0,370; titik penamatan II (dari simpang surabaya sampai simpang jalan angsa) mempunyai Derajat Kejenuhan sebesar 0,439; titik pengamatan III (dari simpang jalan angsa sampai simpang jalan AMD) mempunyai Derajat Kejenuhan sebesar 0,267; titik pengamatan IV (Uturn terminal BUS Batoh) mempunyai Derajat Kejenuhan sebesar 0,288. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam pelaksanaan penelitian ini adalah wawancara, observasi, dan studi dokumentasi. Adapun yang menjadi subjek dalam penelitian ini adalah kepala sekolah dan guru mata pelajaran bahasa Inggris di SMP Negeri 1 Peusangan Kabupaten Bireuen. Hasil penelitian pada kompetensi pedagogik menunjukkan bahwa guru memiliki kemampuan untuk menguasai karakteristik peserta didik, menguasai teori belajar, mengembangkan kurikulum, menyelenggarakan pembelajaran yang mendidik, memanfaatkan teknologi informasi dan komunikasi, memfasilitasi pengembangan potensi peserta didik, berkomunikasi secara efektif, menyelenggarakan evaluasi, memanfaatkan hasil evaluasi, dan melakukan tindakan refleksi untuk peningkatan kualitas pembelajaran. Hasil evalusi pada kompetensi kepribadian menunjukkan bahwa guru memiliki kemampuan untuk bertindak sasuai dengan norma yang berlaku, menjadi teladan, menampilkan diri sebagai pribadi yang mantap, menunjukkan etos kerja, dan menjunjung tinggi kode etik profesi guru. Hasil penelitian pada kompetensi sosial menunjukkan bahwa guru memiliki kemampuan untuk bersikap inklusif dan tidak diskriminatif, berkomunikasi secara efektif, beradaptasi dengan lingungan kerja, dan berkomunikasi dengan komunitas yang profesi sendiri dan profesi lain. Hasil evaluasi pada kompetensi profesional menunjukkan bahwa guru mampu menguasai materi, menguasai standar kompetensi dan kompetensi dasar mata pelajaran, mengembangkan materi pelajaran, mengembangkan keprofesionalan, dan memanfaatkan teknologi informasi dan komunikasi untuk berkomunikasi dan mengembangkan diri.
