                <text>Abstract: Study on rainfall design was conducted by using a time base – annual daily maximum rainfall. A preliminary test was applied to the data set for independency and homogeneity and also for outliers. The probability weighted moments (PWM) was used as a method in frequency analysis and the result was used to define a temporal hourly rainfall distribution. The identification for data distribution showed that the data set tended to follow the Lognormal (LN) and Generalized Extreme Values (GEV) distributions. By using a Peak Block method, a 24 hours of rainfall duration scale consisted of two-sequence rainfall events that the first rainfall peak was reached on the 4th hours and the second rainfall peak was on the 18th hours. The structure of this temporal rainfall distribution, more over, can be used as an input data for the work of flood modelling.Keywords : temporal distribution, probability weighted moments, peak blockAbstrak: Studi perancangan curah hujan dilakukan dengan menggunakan data ’time base’ curah hujan harian maksimum tahunan. Pengujian awal data dilakukan untuk uji independensi, homogeneitas dan data luar (outliers). Metode ’probability weighted moments’ (PWM) diterapkan dalam analisa frekuensi dan hasilnya digunakan untuk menentukan distribusi waktu curah hujan jam-jaman. Identifikasi distribusi menunjukkan bahwa data set cenderung cocok untuk mengikuti distribusi Lognormal (LN) dan distribusi ’Generalized Extreme Values’ (GEV). Dengan menggunakan metode ’Peak Block’ , selama 24 jam terjadi dua hujan yang berurutan dengan puncak hujan pertama dicapai pada jam ke 4 dan puncak hujan kedua terjadi pada jam ke 18. This study was using secondary data from the Aceh province, during 1984 to 2011. This study used multiple linear regression model, adapting from Gujarati (2009). After using econometric tools such as SPSS, It can be concluded that government development expenditure (APBN, APBD) has a negative significant effect on GRDP in Aceh province. The credit expansion has a positive significant effect on GRDP of Aceh province. The result of this study confirm that view of government development expenditure (APBN, APBD) in Aceh province has not been productive, but counter the widely held view the government expenditure is increasing GRDP. The credit expansion can boost the economy of Aceh on that model, probably because with the amount of money spent on the community it will increase government revenue, link taxes on economic activities. The government of Aceh province is expected to make good planning in the use of the budget so that government expenditure of Aceh province can be more efficient and effective to avoid unproductive budget.Keywords : Government Expenditure, Credit Expansion, GRDP of Aceh Province</text>

                <text>Abstract: This study aims to locate the bearing layer below the ground surface at the location of Kuala Shiite district, sub-district and district Ulee Kareng Kuta Alam. The data used is the Cone Penetration Test (CPT) were obtained from the laboratory of Soil Mechanics. The number of points is 38 points sondir. The location coordinates of the point of data collection in the field research carried out by using GPS (Global Positioning System) and the tool is the only satellite navigation system that is functioning properly. Data processing was performed using the surfers. Surfer is one of the software that is used for the manufacture of contour maps and three-dimensional modeling based on the grid, this software is a XYZ plotting tabular data into pieces of irregular rectangular dots (grid) is irregular. Grid is a series of vertical and horizontal lines in a rectangular surfer and used as the basis for forming a three- dimensional contour and surface. The vertical and horizontal lines have points of intersection. At this intersection point Z value is stored in the form of point heights or depths. Gridding is the process of formation of a regular series of Z values from a data is XYZ. The results of this study can be used for buildings or other infrastructure planning in the transition area and the mainland city of Banda Aceh. To determine the subgrade layer (bearing stratum), for building simple to use subsoil with qc = 0-10 kg/cm2. For buildings with load being able to use a layer of soil with qc = 10-50 kg/cm2. For buildings with a large load, it can use a layer of soil with 50-120 kg/cm2 and qc = qc =&amp;gt; 120 kg/cm2. This study provides further information about the subsoil to the planner for bearing pile foundation stratum in order to match the load.Keywords : Bearing Layer, Cone Penetration Test, grid, surface, bearing stratum, contour.Abstrak: Penelitian ini bertujuan untuk mencari letak bearing layer di bawah permukaan tanah pada lokasi Kecamatan Syiah Kuala, Kecamatan Ulee Kareng, dan Kecamatan Kuta Alam. Data yang digunakan adalah data Cone Penetration Test (CPT) yang diperoleh dari laboratorium Mekanika Tanah. Adapun jumlah titik sondir adalah 38 titik. Pengambilan data letak koordinat titik penelitian di lapangan dilakukan dengan menggunakan GPS (Global Positioning System) dan alat ini satu-satunya sistem navigasi satelit yang berfungsi dengan baik. Pengolahan data dilakukan dengan menggunakan program surfer. Surfer merupakan salah satu perangkat lunak yang digunakan untuk pembuatan peta kontur dan pemodelan tiga dimensi yang berdasarkan pada grid. Perangkat lunak ini merupakan plotting data tabular XYZ tak beraturan menjadi lembar titik-titik segi empat (grid) yang beraturan. Grid adalah serangkaian garis vertikal dan horizontal yang dalam surfer berbentuk segi empat dan digunakan sebagai dasar pembentuk kontur dan surface tiga dimensi. Garis vertikal dan horizontal ini memiliki titik-titik perpotongan. Pada titik perpotongan ini disimpan nilai Z yang berupa titik ketinggian atau kedalaman. Gridding merupakan proses pembentukan rangkaian nilai Z yang teratur dari sebuah data XYZ. Hasil dari penelitian ini dapat digunakan untuk perencanaan gedung atau infrastruktur lainnya di daerah daratan dan transisi kota Banda Aceh. Untuk menentukan lapisan tanah dasar (bearing stratum), untuk bangunan sederhana menggunakan lapisan tanah dengan qc = 0-10 kg/cm2. Untuk bangunan dengan beban sedang dapat menggunakan lapisan tanah dengan qc = 10-50 kg/cm2. Untuk bangunan dengan beban besar maka dapat menggunakan lapisan tanah dengan qc = 50-120 kg/cm2 dan qc ≥ 120 kg/cm2. Penelitian ini memberikan informasi lebih lanjut tentang lapisan tanah kepada perencana untuk bearing stratum agar dapat ditumpukan fondasi sesuai dengan beban.Kata kunci : Bearing Layer, Cone Penetration Test, grid, surface,lapisan tanah dasar, kontur</text>

                <text>Abstract: The effective rainfall is calculated usually using the irrigation design standard KP 01.  In this study the effective rainfall calculation is based on the water balance concept. The goal’s study to determine the fields level effect toward the effective rainfall and to determine the amount of effective rainfall for rice in the study area. The case study is in the Blang Bintang village, Aceh Besar district. The data is used the fields level, planting season, rainfall, air temperature, relative humidity, wind speed and solar radiation. The average of the field level is 18 cms. Similarity test use “t” test statistical analysis. The proving hypothesis suggests that the fields level is affected the effective rainfall, into account the fields level at 80% probability of occurrence from 10,4 to 104,8 mm/month. The effective rainfall value is greater than the effective rainfall value is calculated is based on the KP 01 conceptsKeywords : effective rainfall, fields levelAbstrak: Perhitungan curah hujan efektif umumnya dilakukan berdasarkan standar perencanaan irigasi KP 01. Di dalam penelitian ini perhitungan curah hujan efektif dilakukan berdasarkan konsep keimbangan air. Pada konsep ini faktor utamanya adalah tinggi pematang sawah. Penelitian ini bertujuan untuk mengetahui pengaruh tinggi pematang sawah terhadap curah hujan efektif dan untuk mengetahui besarnya curah hujan efektif untuk padi di daerah penelitian. Lokasi penelitian terletak di daerah Blang Bintang, Kabupaten Aceh Besar. Data yang digunakan adalah tinggi pematang sawah, musim tanam, curah hujan, temperatur udara, kelembaban relatif, kecepatan angin, dan penyinaran matahari. Tinggi pematang sawah rata-rata di lokasi adalah 18 cm. Uji kesamaan menggunakan teknik analisis statistik uji t. Hasil pembuktian hipotesis menunjukkan bahwa tinggi pematang sawah berpengaruh terhadap besarnya curah hujan efektif. Nilai curah hujan efektif dengan memperhitungkan tinggi pematang sawah pada probabilitas kejadian 80% berkisar antara 10,4 – 104,8 mm/bulan. Besarnya nilai curah hujan efektif lebih besar jika dibandingkan dengan nilai curah hujan efektif yang dihitung berdasarkan konsep yang diberikan di dalam KP 01.Kata kunci : Hujan efektif, pematang sawah</text>

                <text>Penelitian ini bertujuan untuk menganalisis hubungan kausalitas (timbal balik) antara variabel belanja modal pemerintah dan produk doestik bruto Indonesia tahun 1979-2012. Model analisis yang digunakan adalah model Granger Causality meliputi dengan uji Wald Test, dan Forecast Error Variance Decomposition (FEVD). Berdasarkan hasil dalam penelitian ini melalui model tersebut, menunjukkan bahwa pengeluaran belanja modal pemerintah berpengaruh positif dan signifikan terhadap PDB, sedangkan PDB juga memiliki pengaruh positif dan signifikan terhadap pengeluaran belanja modal pemerintah. Terakhir, berdasarkan hasil penelitian ini pemerintah Indonesia sebaiknya tetap menjaga pertumbuhan ekonomi dengan menaikkan anggaran pengeluaran belanja modal pemerintah.Kata Kunci : Belanja Modal Pemerintah, PDB, Granger Causality.</text>

                <text>Abstract: The high interest of students in choosing motorcycle as mode to campus has a direct im- pact on the travel to Syiah Kuala University Campus in Darussalam, Banda Aceh. This raises a point of congestino    that occurs in Lamnyong Bridge. Various alternatives to unravel congestion has surfaced. One way is to conduct a reform in the field of public transport with the Mass Public Transport System in the discourse of Bus Rapid Transit (BRT). This study aims to determine the utility model and probabilit) modal choice between BRT and motorcycles. Preference data using Stated Preferences Techniques. Data questionnaires were distributed to students in the campus ar- ea. Questionnaire survey results data is inputted using Microsoft Excel 2010 and analyzed using SPSS Version 16 to get a model of modal choice. The utility model obtained was with UBRT – USM= utility differenceof modal choice between BRT and motorcycles;X1 = travel cost variable;X2= trav- el time variable; X3= delay of travel variable. The probabilty model was obtained And PSM = 1 - PBRT    with PBRT = probability to choose BRT moda and PSM = probability to choose motorcy- cles moda.Keywords : stated preference, utility model and modal choice probabilityAbstrak: Tingginya minat mahasiswa memilih sepeda motor (SM) sebagai moda ke kampus berdampak langsung pada rute perjalanan menuju Kampus Universitas Syiah Kuala Darussalam. Hal ini menimbulkan titik kemacetan yang paling krusial di Jembatan Lamnyong. Berbagai alternatif mengurai kemacetan ini telah mengemuka, salah satunya dengan reformasi angkutan umum dengan Sistem Angkutan Umum Massal (SAUM) dalam wacana Bus Rapid Transit (BRT). Penelitian ini ber- tujuan untuk merumuskan model utilitas dan probabilitas pemilihan moda antara BRT dan SM da- lam perjalanan menuju ke kampus. Data preferensi pelaku perjalanan memakai Teknik Stated Prefer- ence yang disebar kepada mahasiswa kampus. Data kusioner diinput ke Microsoft Excel 2010 dan dianalisis menggunakan SPSS Versi 16, diperoleh model utilitas pemilihan moda dan probabilitas pemilihan moda. . Model utilitas yang dihasilkan penelitiaan ini adalah    dengan UBRT–USM= selisih utilitas pemilihan moda BRT dan sepeda motor; X1 = variabel biaya perjalanan; X2=variabel waktu perjalanan; X3=variabel keterlambatan perjalanan.
