Dalam pelaksanaan peraturan tersebut masih banyak terjadi permasalahan dan konflik pada pelelangan seperti tindakan anarkis, cara melakukan sanggahan yang tidak tepat dan lain-lain. Hal ini diindikasikan disebabkan oleh kurangnya pemahaman penyedia jasa terhadap peraturan tersebut. Untuk menghindari hal-hal tersebut diatas maka perlu dilakukan kajian atau analisis tentang pemahaman penyedia jasa terhadap proses pelelangan menurut Perpres tersebut. Dalam melakukan analisis ini, metode yang digunakan adalah metode statistik yaitu analisis reabilitas, analisis deskriptif dan analisis varians. Analisis dilakukan pada kajian pemahaman dan manfaat Peraturan Presiden No 54 Tahun 2010 pada variabel Harga Perkiraan Sendiri (HPS), Metode Pemilihan Penyedia Jasa Konstruksi, Metode Penyampaian Dokumen Penawaran, Metode Evaluasi, Kualifikasi, Sanggahan dan sanggahan banding. This study aimed to obtain the activity-based models of trip generation and identify the factors that influence the trip by residential complex in the District of Darul Imarah which can be done by anticipated problem that will happen in the future. Hasil dari kuesioner ditabulasikan menjadi variabel bebas dan variabel terikat, kemudian dianalisis menggunakan program SPSS-18. Persamaan regresi digunakan untuk memodelkan kebutuhan pergerakan berdasarkan aktivitas pada komplek perumahan Kecamatan Darul Imarah. These changes vary from a change related to the drawings or specifications changes that may affect the scope of work of the project. Often the issues on variation orders at a construction projects may affect the implementation of the project performance and the performance of the contractor in carrying out the project. This study aimed to identify the factors arising from variation order on the implementation phase of a construction projects. Primary data collection is used to obtain data and to identify the characteristics factors respondent to variation orders by distributing questionnaires to 95 respondents consisting of owners, contractors, and consultants who manage a construction project in the province of Aceh from the period 2009-2010 in the department of Public Works (Bina Marga and Cipta Karya). Data processing is conducted by using a statistical method which consists of reliability analysis, frequency analysis, analysis of the Relative Importance Index and Spearman rank correlation analysis and computational tools utilizing the SPSS software version 16.0 and Microsoft Excel 2007. Based on the research results it obtained top 5 factors that occurred to the addition of the variation order. Perubahan ini bervariasi dari adanya suatu perubahan yang berkaitan dengan gambar atau spesifikasi hingga perubahan yang dapat mempengaruhi lingkup pekerjaan dari suatu proyek.  Sering terjadinya masalah variation order pada pelaksanaan proyek konstruksi dapat mempengaruhi kinerja proyek dan kinerja kontraktor dalam melaksanakan proyek.  Penelitian ini bertujuan untuk mengidentifikasikan faktor-faktor yang timbul akibat terjadinya variation order  pada tahap pelaksanaan proyek konstruksi. Pengumpulan data primer untuk mendapatkan data karakteristik responden dan identifikasi faktor akibat terjadinya variation order menggunakan penyebaran kuisioner kepada 95 responden yang terdiri dari owner, kontraktor, dan konsultan yang pernah mengelola proyek konstruksi di Provinsi Aceh pada kurun waktu tahun 2009-2010 pada dinas Bina Marga dan Cipta Karya.  Pengolahan data dilakukan dengan menggunakan metode statistik yang terdiri dari analisis reliabilitas, analisis frekuensi, analisis Relative Importance Index dan analisis korelasi rank spearman serta memanfaatkan alat bantu komputasi yaitu software SPSS Versi 16.0 dan Microsoft Excel 2007. CBR value of this soil is very weak  that is 1,29%. In the original condition, this soil isn’t appropriate because not specified for subgrade of construction road. This Soft Clay soil is stabilizied with portland cement  in  content 3% until to 15% of dry weight of soil with interval each 3%. The strength value of soil that mentioned is California Bearing Ratio (CBR), whereas main phisical properties is anlyzed about changed plastisity index of soil stabilization. The result of this research indicate that soft clay soil at 6% cement stabilization can be used as material of construction road  for subgrade and subbase as spesified by AASHTO and Bina Marga determination. In fact that at mixed cement 12 %, the soil-cement stabilization can be appropriate for base coure of construction road.Keywords : stabilization, soft clay, CBR Abstrak: Penelitian ini menelaah sejauh mana tanah lempung lunak dapat dimanfaatkan untuk material jalan raya. Tanah yang dijadikan bahan penelitian adalah jenis tanah lunah yang menurut sistem klasifikasi USCS tergolong tanah lempung  CL  dengan plastisitas sedang dan menurut sistem AASHTO termasuk A-7-6. Nilai CBR tanah asli ini sangat lemah yaitu terukur 1,29% yang artinya tidak memenuhi persyaratan untuk sugrade jalan. Tanah tersebut kemudian distabilisasi dengan semen portland pada kadar 3% sampai 15% terhadap berat kering tanah dengan interval semen setiap 3%. Nilai kekuatan yang diukur adalah CBR, sedangkan sifat fisis utama yang ditelaah adalah perubahan sifat plstisitas tanah hasil stabilisasi.
