Project management function element is operationalized by nine constructs. Data was collected using questionnaire survey approach. This study employed stratified random sampling procedure in selecting the construction organizations for inclusion in the sample. Four hundred and forty eight Aceh construction organizations participated in this study. Descriptive analysis, factor and reliability analysis, Pearson correlation analysis and multiple regression methods of data analysis were utilized for hypotheses testing. Hasil penelitian menunjukkan bahwa PDRB berpengaruh positif dan signifikan terhadap tingkat migrasi masuk Kota Banda Aceh dimana 25,4 persen migrasi masuk dipengaruhi oleh PDRB. Irrigation efficiency assumption based portion of the amount of water taken will be lost either on canals or in the rice fields. Values of irrigation efficiency specified in the plan is too high so that the implementation of the water provided is not enough given to areas downstream. The research was conducted at the Main Canals Right Pandrah until tertiary canals PKN3 T1 at Regional Irrigation District Pandrah Bireun is by measuring inflow and outflowthe canals by using current meter, to measure by using class A pan evaporation while the seepage measurement by the method of ponding. From the research results will be obtained efficiency will be obtained efficiency value of 87.50% of primary canals, secondary canals of 80.01% and 76.13% for the tertiary canals to obtain the value of the efficiency of irrigation system in the Canals Main Right Pandrah of 50.30%. Value efficiency ebove shows that there has been a shortage of 11.70% of the value of the efficiency plan by 65%. Water loss was causwd by the canals that has been broken, illegal tapping along the canals, domestic household use, complementary building of irrigation and evaporation. Efisiensi irigasi didasarkan asumsi sebagian dari jumlah air yang diambil akan hilang baik di saluran maupun di petak sawah. Nilai efisiensi irigasi yang digunakan di Indonesia selama ini ternyata jauh lebih besar dari beberapa negara di Asia. Inilah permasalahan yang menyebabkan kemungkinan kegagalan dari proyek yang ada di daerah kita dimana nilai efisiensi irigasi yang ditetapkan dalam perencanaan terlalu tinggi sehingga pada pelaksanaan air yang diberikan tidak cukup diberikan pada daerah hilir. Penelitian ini dilakukan di Saluran Induk Pandrah Kanan sampai dengan saluran tersier Pkn. 3 T1 pada Daerah Irigasi Pandrah yaitu dengan mengukur debit masuk dan debit keluar pada saluran dengan menggunakan alat pengukur kecepatan arus (current meter), untuk mengukur evaporasi dengan menggunakan panci evaporasi kelas A sedangkan pengukuran rembesan dilakukan dengan metode teknik Ponding. Dari hasil penelitian akan diperoleh nilai efisiensi saluran primer sebesar 87,50%, saluran sekunder sebesar 80,01% dan saluran tersier sebesar 76,13% sehingga diperoleh nilai efisiensi jaringan irigasi pada Saluran Induk Pandrah Kanan sampai dengan saluran tersier Pkn. 3 T1 sebesar 50,30%. Nilai efisiensi di atas menunjukkan bahwa telah terjadi kekurangan sebesar 11,70% dari nilai efisiensi rencana sebesar 65%. Kehilangan air tersebut disebabkan karena saluran yang telah mengalami kerusakan, adanya sadap-sadap liar disepanjang saluran, penggunaan domestik rumah tangga, bangunan pelengkap irigasi dan evaporasi. Hasil penelitian menunjukkan bahwa: 1) Pada bidang proses belajar mengajar mencakup tiga kegiatan, yakni: (a) pendahuluan; memeriksa kehadiran, menanyakan materi sebelumnya dan apersepsi, (b) kegiatan inti; menjelaskan tujuan, menulis pokok materi, membahas pokok materi, menggunakan alat peraga, dan menyimpulkan pembelajaran, dan (c) penutup; mengajukan pertanyaan, mengulas kembali materi yang belum dikuasai siswa, memberi tugas, dan menginformasikan pokok materi yang akan dibahas pada pertemuan berikutnya. 2) Pada bidang personel sekolah, dilakukan dengan pembinaan dan pengembangan para personel sekolah, yaitu dengan cara selalu dilibatkan dalam menentukan kebijakan sekolah, mengaktifkan MGMP sekolah, mengirim guru untuk mengikuti pelatihan, dan memberi izin untuk melanjutkan studi. Analysis of soil layer and bearing capacity based on bor log while carried out of boring with bor machine capacity 70 m in depth. Analysis of bearing capacity of soil is calculated with using SPT data, correlation CPT with SPT data, and laboratorium data using Meyerhof method. The analysis result of soil layer on four points boring location shown that the general layers are rock layer. The rock layer exist at variant level, that shallowest elevation 30 cm from ground surface and other one found out at 6 m from surface. The kind of rock layer are Andesite, Granite and Metamorf. The calculation result of bearing capacity is shown that value is not so many difference amoung methode of SPT , CPT and Laboratorium data. The difference value of bearing capacity between one and others  is in range  2% up to 8%. Based on the bor log and computation of bearing capacity layer, so using shallow foundation type footing is better selection type because of the good bearing layer found out at shallow depth from surface.Keywords : bor log profile, soil layer analysis, bearing capacityAbstrak: Tulisan ini melaporkan dan membahas hasil analisa lapisan tanah dari pengeboran pada lokasi rencana bendung (dam) untuk Proyek Pembangkit Listrik Tenaga Air (PLTA) Peusangan IV berlokasi di Kabupaten Bener Meriah Provinsi Aceh. Analisa lapisan tanah dan batuan didasarkan pada bor log saat pengeboran dilaksanakan dengan mesin bor dalam yang mempunyai kemampuan bor sampai 70 meter. Analisa daya dukung lapisan tanah didasarkan pada perhitungan dengan menggunakan data SPT, data korelasi CPT dengan SPT, dan data laboratorium dengan metode Meyerhof. Hasil analisa lapisan menunjukkan bahwa pada lokasi empat titik bor, terdapat dominan lapisan batu. Lapisan batu tersebut dijumpai pada kedalaman yang bervariasi tiap titik bor, dengan elevasi yang paling dangkal 30 cm dari permukaan dan yang lainnya mulai elevasi 6m. Jenis lapisan batuan umumnya adalah batu Andesite, Granite dan Metamorf. Hasil perhitungan dan analisa daya dukung izin lapisan tanah untuk faktor keamanan SF = 3 menunjukkan besaran yang tidak jauh berbeda antara hitungan dengan data SPT, CPT, dan dengan data Lab metode Meyerhof. Perbedaan besaran daya dukung antar metode tersebut berada pada kisaran  2% sampai 8%.
