                <text>Abstract: School-based management is school management system that gives the school the authority and power to regulate school in accordance with school’s potential, demand and the need. This research aimed to find out principal’s leadership in improving the quality of education, implementation, and obstacles faced in implementing school-based management. To achieve these objectives, this research employed qualitative approach. Data was collected through interview, observation, and documentation study. The procedures of data analysis were data reduction, data display, and verification. The research subjects were principal, vice-principal, and teachers. The results showed that; (1) principal leadership in improving the quality of education was implemented by adjusting the policy rules and school’s objectives, combining the work system with school’s resources in order to obtain high achievement with a focus on improving the learners’ quality. (2) The implementation of school-based management to achieve education programs was implemented by formulating the socialization stages, vision, mission, school’s objectives, school’s challenges, and SWOT (Strength, Weakness, Opportunities, and Threats) analysis. (3) The obstacles were not arisen in implementing school-based management if it was viewed from staff/employees condition. The teacher condition was not good in discipline and responsibility and the school was not good in government transportation.Keywords: School Based Management, and Quality of Education.Abstrak: Peneli­tian ini bertujuan untuk mengetahui kepemimpinan kepala sekolah dalam meningkatkan mutu pendidikan, implementasi manajemen berbasis sekolah dalam pencapaian program pendidikan, dan kendala yang dihadapi kepala sekolah dalam menerapkan manajemen berbasis sekolah. Untuk mencapai tujuan tersebut, penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Kepemimpinan kepala sekolah dalam meningkatkan mutu pendidikan dilakukan dengan menyesuaikan aturan kebijakan dan tujuan pokok sekolah, memadukan sistem kerja dengan sumber daya sekolah agar memperoleh prestasi yang tinggi dengan fokus pada pengembangan mutu peserta didik; (2) Implementasi manajemen berbasis sekolah dalam pencapaian program pendidikan dilakukan dengan tahapan sosialisasi, merumuskan visi, misi dan tujuan sekolah, mengidentifikasi tantangan sekolah, dan melakukan Analisis SWOT; dan (3) Kendala yang dihadapi kepala sekolah dalam implementasi manajemen berbasis sekolah tidak memiliki kendala bila dilihat dari kondisi staf/karyawan sekolah, kondisi guru di sekolah masih terkendala dengan kedisiplinan dan tanggungjawab, sedangkan kondisi lingkungan sekolah terkendala dengan ketidaknyamanan kendaraan dan sarana transportasi pemerintah.Kata kunci : Manajemen Berbasis Sekolah, dan Mutu Pendidikan.</text>

                <text>The study about design of Inversion Modeling 1-D Gravity Data using a method of Singular Value Decomposition (SVD) based on Matlab has been done. This study is aimed to design the modeling program of 1-D gravity data using SVD method based on Matlab and than apply the program for subsurface investigation based on contras density of the target body. The SVD method was used to solve the inversion code by applying truncation method of the data into some eigen values in order to resolve a better model. Gravity data used for inversion modeling is data generated from the forward modelling code. Inversion modeling program has been tested for several models such as with variation depth and its contrast density vertical fault. The result mostly show  a small data error is equal to 0,9908 mGal.</text>

                <text>Abstract: Headmaster is one of the components that affect teachers' performance. Educational success in school is largely determined by the success of the headmaster in managing academic staff at the school. This study generally aims to examine the leadership of headmaster in improving the performance of teachers at SMAN 4 Wira Bangsa and SMAN 3 Meulaboh, West Aceh. The approach used in this study is a qualitative approach with technique of collecting data through observation, interview, and documentation. Subjects were headmasters, teachers, school committee, and students of SMAN 4 Wira Bangsa and SMAN 3 Meulaboh. Conclusions of this study are the headmaster leadership of SMAN 4 Wira Bangsa Meulaboh is autocratic style, while the headmaster of SMAN 3 Meulaboh is democratic style. Headmaster leadership of SMAN 4 Wira Bangsa Meulaboh and SMAN 3 Meulaboh is able to improve the performance of teachers in each school. This is proved from the curriculum, infrastructure and student achievement which achieve well and in line with the standards of teacher performance. The response of teachers to the leadership approach that made the headmaster at SMAN 4 Wira Bangsa Meulaboh and SMAN 3 is good enough.Keywords: Leadership, Headmaster, Teacher’s PerformanceAbstrak: Kepala sekolah merupakan salah satu komponen pendidikan yang berpengaruh dalam meningkatkan kinerja guru. keberhasilan pendidikan sekolah sangat ditentukan oleh keberhasilan kepala sekolah dalam mengelola tenaga kependidikan yang tersedia di sekolah. Penelitian ini secara umum bertujuan untuk mengetahui kepemimpinan kepala sekolah dalam meningkatkan kinerja guru pada SMA Negeri 4 Wira Bangsa dan SMA Negeri 3 Meulaboh, Aceh Barat.Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif, teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi.Subjek penelitian adalah Kepala Sekolah, Guru, Komite Sekolah, dan Siswa di SMA Negeri 4 Wira Bangsa dan SMA Negeri 3 Meulaboh.kesimpulan dari penelitian ini adalah kepemimpinan kepala sekolah SMA Negeri 4  Wira Bangsa Meulaboh bergaya otokratis, sedangkan kepala sekolah SMA Negeri 3 Meulaboh bergaya demokratis. Kepemimpinan kepala sekolah SMA Negeri 4 Wira Bangsa Meulaboh dan SMA Negeri 3 Meulaboh mampu meningkatkan kinerja guru di masing-masing sekolah.Hal ini terbukti dari kurikulum, kesiswaan, sarana prasarana dan prestasi belajar siswa yang berjalan dengan baik dan sesuai standar kinerja guru.Tanggapan atau respon guru terhadap pendekatan kepemimpinan yang dilakukan kepala sekolah di SMA Negeri 4 Wira Bangsa Meulaboh dan SMA Negeri 3 Meulaboh cukup baik.Kata Kunci: Kepemimpinan, Kepala Sekolah, Kinerja Guru</text>

                <text>Abstract: Learning management has a big role in providing contribution for the moral coaching of the students in school. This study aimed to find out: planning, organization, implementation, evaluation, and supporting factors of Islamic religious learning in Bambong Islamic State Junior High School of Pidie Regency. This study used descriptive method and qualitative approach. Data were collected by using observation, interview, and documentation study technique. Subject of the study were principal, Islamic religious education teachers, students, and school supervisors. The results of the study showed that: 1) Planning prepared by Islamic religious Education teachers were in the form of annual program, semester program, syllabus, and lesson plan which were well prepared and documented. Planning related to student coaching such as the addition of learning materials in Arabic learning (local content subject), citation of Yasin at the beginning of every month on Friday, Dhuhur prayer in congregation, Ramadan activities, and religious competition at the end of every semester were not going well. 2) Organization of Islamic religious learning was in good direction so that there were no overlapped and wasted time in learning process in the class. Good learning organization enabled the achievement of efficiency in the school. 3) The implementation of learning was in compliance with the applicable curriculum but the learning implementation was not optimal because teacher did not implement the learning based on the lesson plan. 4) Evaluations carried out by the teacher in the class were pretest and posttest in the form of oral, written (multiple choice and essay), and practice test.Keywords: Management, Islamic Religious, Bambong Islamic State Junior High SchoolAbstrak: Manajemen pembelajaran memiliki peran besar dalam memberikan kontribusi terhadap pembinaan moral siswa di sekolah. Penelitian ini bertujuan untuk mengetahui: perencanaan, pengorganisasian, pelaksanaan, evaluasi, dan faktor pendukung pembelajaran agama Islam pada MTsN Bambong Kabupaten Pidie. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik: observasi, wawancara, dan studi dokumentasi. Subjek penelitian terdiri dari: kepala sekolah, guru pendidikan Agama Islam, siswa, dan pengawas sekolah. Hasil penelitian menunjukkan bahwa: 1) Perencanaan pembelajaran yang dibuat oleh guru agama Islam berupa program tahunan, program semester, silabus, dan rencana pembelajaran (RPP) telah tersusun dengan baik dan terdokumentasi. Perencanaan yang berkaitan dengan pembinaan siswa meliputi penambahan materi pelajaran Bahasa Arab (Mulok), baca Yasin setiap awal bulan pada hari Jumat, shalat Zuhur berjama’ah, kegiatan Ramadhan, serta perlombaan keagamaan setiap akhir semester belum berjalan dengan baik; 2) Pengorganisasian pembelajaran agama Islam pada MTsN Bambong sudah berjalan ke arah yang lebih baik, sehingga tidak terjadi tumpang tindih dan pemboroson waktu dalam proses pembelajaran di dalam kelas. Melalui pengorganisasian pembelajaran yang baik, memungkinkan tercapainya efisiensi dalam lembaga MTsN Bambong; 3) Pelaksanaan pembelajaran telah dilaksanakan sesuai dengan kurikulum yang berlaku, pelaksanaan pembelajaran belum berjalan optimal, dikarenakan guru belum menerapkan pembelajaran yang sesuai dengan bukti fisik tertulis sebagaimana tercantum dalam rencana pembelajaran (RPP); dan 4) Evaluasi yang dilaksanakan oleh guru agama Islam dalam kegiatan tatap muka meliputi pretest dan post test, jenis tes yang dilaksanakan tes secara lisan, tulisan (pilihan ganda dan uraian), dan tes perbuatan atau praktik.Kata kunci: Manajemen, Agama Islam, dan MTsN Bambong</text>

                <text>Abstract: The purpose of this research was to know the program plan, implementation, and evaluation of teacher performance at State Elementary School Lamklat of Darussalam sub district of Aceh Besar regency. This study used descriptive method by qualitative approach. The techniques of data collection used in this study were observation, interview, and documentation. The subjects of the study were the principal, vice principals, teachers, school committee, head of Teacher Working Group, and supervisor. The data were analyzed by reducing, displaying, summing up the conclusion, and verifying data. The results of the study showed that: 1) the program was compiled by discussing to teachers, supervisor, school committee, and representatives of students’ trustees. The programs to improve teacher performance were by involving teachers in student admission program, improving the services in supporting learning activities, using the ICT for school management improvement, monitoring the implementation of school activity programs, compiling the school activity report, and planning the follow up program for the evaluation results of school activities; 2) the program implementation was initially begun with task distribution according to capability and skill by implementing Lesson Plan approach among teachers. The implementation of the program was not fully accordance with schedule listed on school plan document. It can be seen on the frequency of supervision, meeting, meeting schedule, and unpreparedness optimally in implementing curriculum 2013, using ICT for teachers to optimize the learning and implementation of learning evaluation and 3) The evaluation done has not conformed to the schedule and was done naturally without instrument of valid and reliable evaluation. The activity evaluation is used to be done annually on the last month of academic year. The evaluation result was not implemented in the form of documentation of report on the implementation of principal management.Keywords: Managerial Competence, Principal and Teacher PerformanceAbstrak: Tujuan penelitian ini untuk mengetahui perencanaan program, pelaksanaan dan evaluasi untuk kinerja guru pada SD Negeri Lamklat Kecamatan Darussalam Kabupaten Aceh Besar. Hasil penelitian menunjukkan: 1) Program-program untuk meningkatkan kinerja guru adalah menyusun perangkat perencanaan pembelajaran, merancang dan memanfaatkan media pemebalajran, pemanfaatan ICT dalam pembelajaran, pengembangan tenaga pendidik dan kependidikan sesuai dengan kebutuhan, meningkatkan pelayanan dalam mendukung kegiatan pembelajaran, merencanakan dan melakukan tindak lanjut hasil evaluasi pelaksanaan kegiatan pembelajaran. 2) Pelaksanaan program diawali dengan pembagian tugas sesuai kemampuan dan keahlian dengan menerapkan pendekatan lesson study antara sesama guru. Pelaksanaan program belum sepenuhnya berdasarkan jadwal yang tercantum pada dokumentasi perencanaan sekolah. Hal ini dapat dilihat pada frekuensi pelaksanaan supervisi, banyaknya pertemuan atau kegiatan rapat, jadwal kegiatan rapat, belum maksimal dalam pengembangan kurikulum 2013, pemanfaatan teknologi dan informasi bagi guru untuk memaksimalkan pembelajaran dan pelaksanaan evaluasi pembelajaran. 3) Evaluasi yang dilaksanakan oleh kepala sekolah untuk meningkatkan kinerja guru belum sesuai dengan jadwal dan dilaksanakan secara alamiah serta belum adanya instrumen pelaksanaan evaluasi yang jelas dan terukur. Kegiatan evaluasi biasanya dilakukan setahun sekali pada akhir tahun pelajaran.                 <text>Abstract: Abstract: is a science that is needed in organizing education, both for general education and Islamic education. The purpose of this study was to find out the description of education management in Nurul Huda Islamic Boarding School of Peudada District that related on the program management, the learning, the students, the facilities, the relationship with the community, and the teachers. This study used qualitative method. Techniques of data collection used were observation, interview, and documentation study. The information and the data were analyzed correctly and properly in order to be able to be interpreted, so that they had meaning in each indication. The subjects of the study were the principal and three teachers of Nurul Huda Islamic Boarding School of Peudada District. The results of the study showed that Nurul Huda Islamic Boarding School has carrying out religious activities like other Islamic boarding schools. However, its implementation was not optimal and needed improvement in some things. The students had to be handled better and the facilities had to be more organized. As the follow-up, there were some recommendations that needed to be conveyed to the principal especially those that related on the teachers’ quality as the main factor in improving the quality of students.Keywords: Management and EducationAbstrak: Manajemen adalah ilmu yang diperlukan dalam pengelolaan pendidikan, baik pendidikan umum atau dalam pendidikan Islam. Tujuan dari penelitian ini adalah untuk mengetahui gambaran dari bidang manajemen pendidikan di Dayah Nurul Huda Kecamatan Peudada yang berhubungan dengan manajemen program, pembelajaran, santri, fasilitas, hubungan masyarakat, dan guru pengajian. Penulis menggunakan metode kualitatif di dalam penelitian ini. Teknik yang penulis gunakan dalam mengumpul data adalah observasi, wawancara, dan studi dukumentasi. Informasi dan data dianalisa secara tepat dan sesuai, untuk di interpretasi sehingga bisa berarti dari setiap gejala yang terjadi. Subjek penelitian adalah pimpinan dayah, dan tiga guru pengajian dari Pasanteren Nurul Huda Kecamatan Peudada. Hasil penelitian menunjukkan bahwa Pasantren Nulul Huda Peuadada telah menjalankan kegiatan- kegiatan keagamaan sebagaimana Dayah lainnya, tetapi pelaksanaannya belum optimal dan masih memerlukan peningkatan dan perbaikan dalam beberapa hal. Dalam aspek santri, perlu penaganan yang lebih baik, dan pengaturan fasilitas yang lebih teratur. Sebagai tindakan lebih lanjut, ada beberapa rekomendasi yang perlu disampaikan kepada pimpinan Dayah untuk di tindak- lanjuti terutama sekali yang berhubungan dengan tenaga guru pengajian sebagai faktor utama untuk peningkatan kualitas santri dari Pasantren Nurul Huda Kecamatan Peudada.                                                                                          Kata Kunci: Managemen dan Pendidikan</text>

                <text>Abstract: The purpose of this research is to find out and describe the management of budgeting performed by the House of Representatives of Aceh (DPRA) and working Unit of Aceh Government (SKPA). This reseach used qualitative approach with descriptive method. This research was conducted at the administrative office of the House of  Representative of Aceh (DPRA). The subjects of this research were the DPRA’s speaker, the four deputies of DPRA, the commussion of budget, and the secretary of DPRA. The results revealed that (1) budgeting management planning is conducted by the budget team of Aceh Government at the end of the year through coordination meetings by preparing budget document; (2) the budget process is performed through coordination meeting by discussing the plans of badget usage and budget Absorption of Aceh Provincial Budget (APBA) in the previous yeas, and making an accurate estimate; (3) the performance of DPRA in terms of  budgeting has been in line with the procedure stated within the minutes through the mechanism of special committee; (4) the supervision and evaluation performed by DPRA involve all stakeholders and also expert staff the Aceh Government.Keywords:  Management and BudgetingAbstrak : Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan manajemen anggaran yang dilaksanakan oleh Anggota Dewan Perwakilan Rakyat Aceh (DPRA) dengan Satuan Kerja Pemerintah Aceh (SKPA). Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Penelitian dilakukan pada kantor Sekretariat Dewan Perwakilan Rakyat Aceh dengan subjek penelitian: Ketua DPRA, Wakil Ketua DPRA, Komisi C yang membidangi Anggaran, dan Sekretaris Dewan (SETWAN) provinsi Aceh. Teknik pengumpulan data dilakukan melalui kegiatan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: (1) Perencanaan program penganggaran dilakukan pada akhir tahun melalui rapat koordinasi dan Tim Anggaran Pemerintah Aceh dengan mempersiapkan dokumen-dokumen anggaran, (2) Proses anggaran dilaksanakan melalui rapat koordinasi dengan membahas rancangan penggunaan anggaran dan daya serap APBA tahun sebelumnya serta melakukan penaksiran atau estimasi secara lebih akurat, (3) Kinerja Dewan Perwakilan Rakyat Aceh dalam hal penganggaran sudah sesuai dengan mekanisme yang tercantum dalam berita acara melalui mekanisme Panitia Khusus (PANSUS), (4) Pengawasan dan evaluasi yang dilaksanakan oleh Dewan Perwakilan Rakyat Aceh melibatkan berbagai pihak atau stakeholder dan juga staf ahli dari Pemerintah Aceh.Kata kunci : Manajemen dan Penganggaran.</text>

                <text>Abstract: The ability of a principal in leading a school is highly influential in increasing the motivation of teachers. The implementation of character education is a strategy to improve the quality of education. The purpose of this study was to determine the efforts made by the principal in the implementation of character education in state Senior High School 1 of Julok. This study used a qualitative approach with descriptive method. The data were collected through interviews, observation and documentation. Subjects of this study were principal, vice principal, board of teachers and the committee at Senior High School 1 of Julok. The result showed that the principal has also prepared a program to implement character education. The implementation of character education improvement program requires each subject to make learning material according to the latest curriculum ang adjust textbooks of study field. The abstacles faced by the principal in implementing the character education were as follows: teachers still used the old teaching methods, tools and media, and the teacher did not dare to express desires and weaknesses in learning. On way performed by the principal of Senior High School 1 of Julok to overcome these obstacles is to call a meeting with the board of teachers, hat is monthly meeting, annual or emergency meeting if it is needed.Keywords: Principal strategic, and character educationAbstrak : Kemampuan kepala sekolah dalam memimpin sangat berpengaruh dalam meningkatkan motivasi kerja guru. Implementasi pendidikan karakter merupakan suatu strategi untuk meningkatkan mutu pendidikan. Tujuan penelitian ini adalah untuk mengetahui upaya-upaya yang dilakukan oleh kepala sekolah dalam implemetasi pendidikan karakter pada Sekolah Menegah Atas (SMA) Negeri 1 Julok. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriktif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan studi dokumentasi. Subjek penelitian adalah Kepala sekolah, wakil kepala sekolah, dewan guru dan Komite di Sekolah Menengah Atas (SMA) Negeri 1 Julok. Hasil penelitian menunjukkan kepala sekolah telah menyususun program dalam mengimplementasi pendidikan karakter. Implementasi program peningkatan pendidikan karakter dengan cara mewajibkan setiap guru bidang studi untuk membuat perangkat pembelajaran sesuai dengan kurikulum yang terbaru, menyesuaikan perkembangan buku pengangan guru bidang studi. Kendala yang dihadapi oleh kepala sekolah dalam mengimplementasi pendidikan karakter, masih ada guru yang menggunakan gaya lama dalam mengajar, baik dalam penggunaan metode, alat dan media. Juga guru tidak berani mengemukakan keinginan serta kekurangannya dalam pembelajaran. Salah satu cara yang dilaksanakan oleh Kepala Sekolah Menengah Atas Negeri 1 Julok dalam mengatasi masalah tersebut adalah dengan cara mengadakan rapat dengan dewan guru, baik itu rapat bulanan, tahunan atau pun rapat mendadak jika diperlukan.Kata Kunci : Strategi Kepala Sekolah, dan Pendidikan Karakter</text>

                <text>Abstract: Teacher empowerment is an effective strategy to produce professional teachers in islands area. This study aimed to obtain about the effectiveness of teacher empowerment in excellent schools of Sabang City. This study used qualitative approach and descriptive method. Data were collected through observation, interview, and documentation study. Subjects of the study were principals, school committees, head of education agency, and local government. The data was analysed through data reduction, display, decision taking, and verification. The results of the study showed that: (1) teacher empowerment in excellent schools in Sabang City was prepared based on need assessment, ability to solve teacher’s problems in the field, and stakeholders’ support, (2) the implementation of teacher empowerment in excellent schools of Sabang City has met the criteria of the implementation of an activity and it has implemented various strategies, (3) the local government and all related parties in the development of excellent schools in Sabang City had a high commitment to improve the education quality in Sabang City, and (4) teacher empowerment system implemented was the system that has been existed in the schools such as providing training, activating teacher professional development networks (MGMP), conducting effective learning supervision, giving opportunity for teachers to obtain a higher education and supporting teachers to participate in scientific meetings.Keywords: Teacher Empowerment and Excellent SchoolsAbstrak: Pemberdayaan guru merupakan salah satu strategi yang efektif untuk menciptakan guru profesional pada sekolah unggul, khususnya di wilayah kepulauan. Penelitian ini bertujuan untuk mengetahui efektivitas pemberdayaan guru pada sekolah unggul di Kota Sabang. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dengan observasi, wawancara dan studi dokumentasi. Subjek penelitian adalah pengawas, kepala sekolah, komite sekolah, kepala Dinas Pendidikan dan pemerintah daerah. Data dianalisis dengan cara mereduksi, display, mengambil kesimpulan dan verifikasi data. Hasil penelitian menunjukkan bahwa: (1) Program pemberdayaan guru disusun berdasarkan hasil analisis kebutuhan (need asesment) sekolah dengan melibatkan seluruh unsur terkait dan pakar pendidikan. Program yang direncanakan meliputi merekrut guru dengan cara memutasikan guru yang berprestasi ke sekolah unggul, peningkatan kompetensi guru dan memberdayakan guru yang sudah berada di sekolah unggul. (2) Pelaksanaan program pemberdayaan guru dilakukan secara efektif, transparan, dan akuntabilitas. Setiap guru diberikan deskripsi tugas untuk dijadikan sebagai pedoman dalam melaksanakan tugasnya serta diberikan motivasi secara terus menerus untuk meningkatkan kompetensinya. (3) Pemerintah Kota Sabang memiliki komitmen untuk pengembangan sekolah unggul dengan memberikan dukungan berupa moral, kebijakan, finansial serta memenuhi fasilitas, baik sarana maupun prasarana. (4) Sistem pemberdayaan guru yang diterapkan adalah memberdayakan guru yang sudah ada pada sekolah unggul dengan cara memerikan pelatihan, mengaktifkan MGMP, mengefektifkan supervisi pengajaran, memberi kesempatan bagi guru yang ingin melanjutkan pendidikan dan mendorong guru untuk mengikuti pertemuan-pertemuan ilmiah.Kata Kunci: Pemberdayaan Guru dan Sekolah Unggul</text>

                <text>Abstract: The strategic role of the school principal can be done by improving the quality of Human Resources (SDM) in accordance with the needs of schools and education specifically, by making adjustments to education and schools are able to thrive and maju. The purpose of this study was to determine the principal strategy in improving teacher performance, with include: (1) Discipline;     (2) Competence; and (3) Responsibility of teachers. Through a qualitative approach with descriptive methods, techniques of data collection is done through interviews, observation, and documentation. Subjects were principals, teachers and supervisors at SMP Negeri 2 Sigli Kabupatem Pidie. Research results found: (1) The principal strategy in addressing the problem of teachers who lack the discipline that is by calling the teacher personally to take advice, so it does not negatively impact other teachers, and invited together to improve the discipline that can be exemplified by the students ; (2) The principal strategy in addressing the problem of teachers who lack competence is by calling the teachers concerned to be fostered, guidance and training to use innovative media so that learners have a high motivation in participating in the classroom; and (3) The principal strategy in addressing the teacher's responsibility is by way of training for teachers who have not been regular in menjabar lesson plans and syllabi, even principals have recourse to the supervisor or the relevant office to socialize teachers in improving the administration of the teacher. It is expected that supervisors in order to direct and supervise principals in improving teacher performance on discipline, competence, and responsibility of teachers to effectively and efficiency so that performance can be improved.Keywords: Strategy Principal and Teacher Performance.Abstrak: Peran strategis kepala sekolah dapat dilakukan melalui peningkatan kualitas Sumber Daya Manusia (SDM) sesuai dengan kebutuhan sekolah dan dunia pendidikan secara spesifik, dengan melakukan penyesuaian agar pendidikan dan sekolah mampu untuk berkembang dan maju.Tujuan penelitian ini adalah untuk mengetahui strategi kepala sekolah dalam meningkatkan kinerja guru, dengan meliputi: disiplin; kompetensi; dan tanggung jawab guru. Melalui pendekatan kualitatif dengan metode deskriptif, teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah kepala sekolah, guru dan pengawas pada SMP Negeri 2 Sigli Kabupaten Pidie. Hasil penelitiannya ditemukan: (1) Strategi kepala sekolah dalam mengatasi masalah guru yang kurang disiplin yaitu dengan cara memanggil guru yang bersangkutan secara personal untuk dinasehati, sehingga tidak berdampak negatif terhadap guru lain, dan diajak bersama-sama untuk meningkatkan disiplin supaya dapat dicontohi oleh siswa; (2) Strategi kepala sekolah dalam mengatasi masalah guru yang kurang kompetensi yaitu dengan memanggil guru yang bersangkutan untuk dibina, pengarahan dan pelatihan agar mempergunakan media yang inovatif sehingga peserta didik memiliki motivasi tinggi dalam mengikuti pembelajaran di kelas; dan (3) Strategi kepala sekolah dalam mengatasi masalah tanggung jawab guru yaitu dengan cara mengadakan pelatihan bagi guru yang belum teratur dalam menjabar RPP dan silabus, bahkan kepala sekolah meminta bantuan kepada pengawas atau dinas terkait untuk mensosialisasikan guru dalam peningkatan administrasi guru. Diharapkan kepada pengawas agar dapat mengarahkan dan mengawasi kepala sekolah dalam meningkatkan kinerja guru tentang disiplin, kompetensi, dan tanggung jawab guru secara efektif dan efesiensi sehingga kinerjanya dapat ditingkatkan.Kata kunci: Strategi Kepala Sekolah dan Kinerja Guru.</text>
