                <text>Kompetensi guru merupakan faktor utama untuk peningkatan kualitas pembelajaran. Seorang guru yang profesional harus memiliki beberapa kompetensi yaitu: kompetensi pedagogik, kompetensi kepribadian, kompetensi sosial dan kompetensi profesional. Adapun tujuan penelitian ini untuk mengetahui pengembangan kompetensi guru produktif, Strategi pengembangan kompetensi guru produktif dan hambatan serta faktor yang mempengaruhi pengembangan kompetensi guru produktif. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Subjek penelitian ini adalah kepala sekolah, guru produktif dan siswa. Hasil penelitian menunjukkan bahwa: (1) Pengembangan kompetensi guru produktif dalam meningkatkan sikap kewirausahaan siswa melalui MGMP, (2) Pelaksanaan pengembangan kompetensi guru produktif ada dua tahap pertama alat-alat pratikum, tahap kedua staf pengajar, (3) Hambatan yang dihadapi kepala sekolah untuk meningkatkan kompetensi guru produktif dalam meningkatkan sikap kewirausahaan siswa pada SMK Negeri 3 Banda Aceh diantaranya ada,yang belum menekuni profesinya untuk menjadi guru profesional, serta kreativitas siswa.Kata Kunci: Kompetensi Guru dan Sikap Kewirausahaan.</text>

                <text>Abstract. Examination of heavy metals content in sediment ofWawobatu  Bay Waters, Kendari wasconducted in June2011. Sediment sampleswere collectedusing gravitycoreat 5research stations. Heavymetals content weremeasuredusingAtomic Absorption Spectrophotometer (AAS). The purpose of this research wasto examine the heavy metals content in sediment and to predict the quality of sediment based on index analysis approach (geoaccumulation index and pollution load index). The results showed that Pb was rangedfrom 3.704 pp to 21.892 ppm, Cd was 0.784-1,385 ppm, Cu was 3,451-12,193 ppm, and 24.838 ppm, to 69.973 ppm and 37.289 ppm to 72.329 ppm for Zn and Ni, respectively. It is concluded that the content of the theseheavy metals were lower compared to threshold value stated by The Stated Ministry Office for Life Environment 2004 and Ontario sediment Guideline 2008. In general the heavy metals content in Station 4 was higherthanthe other stations. This iscaused by the differences insediment texture in each station, whilestation 4 is situated  in estuary and it has a black clayssediment texture. In addition, the content of Ni  washigher than the others examined heavy metals.Based on I-geo values that thesediment in this waters is categorized asunpolluted  by Pb, Cu, Zn, and Ni (I-geo&amp;lt;0), and moderate polluted category by Cd (1&amp;lt;I-geo&amp;lt;2). In addition,based on PLI values, sediments of Wawobatu bay was unpolluted by Pb, Cu, Zn,  Ni and Cd.Keywords: Heavy metals; sediments; Wawobatu Bay; Kendari Abstrak. Pengamatan kandungan logam berat dalam sedimen diPerairanTeluk Wawobatu, Kendari telah dilakukan pada bulan Juni 2011. Contoh sedimen diambil dengan menggunakan gravity core pada 5 stasiun penelitian. Kandungan logam berat diukur dengan menggunakan Spektrofotometer Serapan Atom (SSA). Tujuan  penelitian ini adalah untuk mengetahui kandungan logam berat dalam sedimen serta memprediksi kualitas sedimen berdasarkan pendekatan analisis indeks (Indeks geoakumulasi dan  Indeks Beban Pencemaran).Hasilnya menunjukkan, kandungan Pb berkisar  3,704-21,892 ppm, Cd  0,784-1,385 ppm, Cu  3,451-12,193 ppm, Zn  24,838-69,973 ppm, dan Ni  37,289-72,329 ppm. Kandungan ke lima logam tersebut masih lebih rendah dari nilai ambang batas yang ditetapkan oleh Kantor Menteri Negara Lingkungan Hidup 2010 dan baku mutu sedimen Ontario (Ontario Sediment Guideline) 2008. Kandungan logam berat dalam sedimen di Stasiun 4 lebih tinggi dibandingkan dengan Stasiun lainnya. Hal ini disebabkan oleh perbedaan tekstur sedimen di masing-masing stasiun. Stasiun 4 berada di muara sungai dan mempunyai sedimen dengan tekstur  berupa lumpur berwarna hitam.Kandungan logam Ni lebih tinggi dibandingkan dengan yang lain, hal ini menunjukkan adanya masukan sedimen dari Teluk Kendari dan Teluk Lasolo yang terbawa oleh arus, disamping yang berasal dari darat yang masuk melalui aliran sungai. Berdasarkan nilai indeks geoakumulasi (I-geo)sedimen di perairan ini termasuk kategori tidak tercemar oleh Pb, Cu, Zn, dan Ni (I_geo&amp;lt;0), dan tercemar sedang oleh Cd (1&amp;lt;I_geo&amp;lt;2).Namun berdasarkan nilai indeks beban pencemaran (PLI), sedimen di perairan ini belum tercemar oleh logam berat Pb, Cd, Cu, Zn, dan Ni.</text>

                <text>Research on polycyclic aromatic hydrocarbons (pah)s compound at Jakarta Bay seawater were carried out on July 2011. The objectives of this research were to measure the concentration of total polycyclic aromatic hydrocarbons (PAH) compound, concentration of individual PAH compound, and to identify sources of PAH compound in seawater. PAH compound concentration was measured by Gas Chromatography (Gas Chromatography-Flame Ionization Detector) and sources of polycyclic aromatic hydrocarbons compound were identified by diagnostic ratio analysis. The results show that the concentration of PAH compound in the middle of Jakarta Bay was higher compared to the west and the east. In the west and middle of Jakarta Bay, it is found that 11 PAH types, and 10 types in the east. Individual PAH compound dominated by high moleculer weight of PAH Benzo(a)Anthracene, Chrysene, Benzo(b)Fluoranthene, Benzo(a)Pyrene, dan Indeno(123-cd) Pyrene. The results of PAH compound ratio individual analysis showed that polycyclic aromatic hydrocarbons compound at Jakarta Bay seawater came from oil spill and incomplete combustion mixture of organic material such as wood, grass, fuel oil, and fuel industry combustion activity.</text>

Morotai Waters, located in North of Maluku, has panoramic coastal waters and marine natural beautiful view, and rich of fishery resources, so it is potentially to be developed as a location for recreation area, mariculture, and fisheries industries. For those reasons, the development need a lot of base data, one of the data base is heavy metals. Heavy metals comes from various human activities, both on land and at sea and geological process. Heavy metals in low levels needed by aquatic organisms for the growth and development of its life, but high levels are toxic. Measurement of levels of heavy metals Pb, Cd, Cu, Zn, Ni, and Cr in the sediment in the waters of Morotai was conducted in June 2005. Sediment samples is taken using gravity cores at 13 research stations. The levels of heavy metals were measured using Atomic Absorption Spectrophotometer (AAS). The purpose of this study was to evaluate the contamination and pollution of heavy metals pollution level in Morotai Island waters using CF, I_geo, and PLI. The results of this study show that, based on the value of contamination factors (CF), geoaccumulation indices (I_geo) and pollution load indices (PLI), sediment in this water is include to uncontamination and unpolluted category and is still safe for marine life (CF&amp;lt;0, I_geo&amp;lt;0 and PLI &amp;lt;1).Keywords:  Morotai; sediment; heavy metal; pollutions Abstrak. Perairan Morotai terletak di Maluku Utara, perairan ini memiliki panorama pantai dan alam laut yang indah, serta kaya akan sumberdaya perikanan, sehingga berpotensi untuk dikembangkan sebagai lokasi  wisata bahari, budidaya, dan industri perikanan. Untuk pengembangan tersebut diperlukan data dasar, salah satu data dasar tersebut adalah data  logam berat. Logam berat berasal dari berbagai aktivitas manusia yang ada di darat maupun di laut, dan proses geologis di alam. Logam berat dalam kadar yang rendah diperlukan oleh organisme perairan untuk pertumbuhan dan perkembangan hidupnya, namun dalam kadar yang tinggi bersifat racun. Pengukuran kadar logam berat Pb, Cd, Cu, Zn, Ni, dan Cr dalam sedimen di perairan Morotai telah dilakukan pada bulan Juni 2005. Contoh sedimen diambil dengan menggunakan gravity core pada 13 stasiun penelitian. Kadar logam berat diukur dengan menggunakan Spektrofotometer Serapan Atom (SSA). Tujuan  penelitian ini adalah untuk menilai tingkat kontaminasi dan tingkat  pencemaran logam berat dalam sedimen di perairan Pulau Morotai dengan menggunakan nilai faktor kontaminasi (CF), indeks geoakumulasi (I_geo) dan indeks beban pencemaran (PLI). Hasilnya menunjukkan berdasarkan nilai CF, I_geo, dan PLI, sedimen di perairan ini termasuk kategori tidak terkontaminasi dan tidak tercemar oleh logam berat Pb, Cd, Cu, Zn, Ni, dan Cr, serta masih aman untuk kehidupan biota laut (CF&amp;lt;0, I_geo&amp;lt;0 dan PLI&amp;lt;1).Kata Kunci: Morotai; sedimen; logam berat; pencemaran  </text>

                <text>Abstract: The aim of the study was to find out the formulation for implementation and evaluation of strategy which were done by the headmaster in order to increase teachers’ performances at SDN 2 Pagar Air Aceh Besar. The study was a descriptive qualitative study.  The data were collected through observation, interview, and documents. The subjects of the study were the headmaster and the teachers.The results of the study showed that (1) the headmaster has formulated several ways to increase teachers’ performances : conducting academic supervision activities,assigning teachers to seminars and workshops,  assigning teachers to join to KKG and MGMP activities  at gugus (group of schools in a district). (2) The academic supervision was conducted through direct supervision in the classroom and provided help when needed. Next, the headmaster motivated and obligated teachers to  join to KKG and MGMP activities. (3)The evaluation of strategies was done by conducting a meeting with teachers and stakeholders  at the end of semester.Keywords:  Strategy, principal, competences, teachers Abstrak: Tujuan penelitian ini untuk mengetahui upaya perumusan, pelaksanaan serta evaluasi strategi yang dilakukan oleh kepala sekolah dalam meningkatkan kinerja guru pada SD Negeri 2 Pagar Air Kecamatan Ingin Jaya Kabupaten Aceh Besar. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Subjek penelitian adalah kepala sekolah dan guru. Hasil penelitian menunjukkan bahwa: (1) perumusan  strategi dalam meningkatkan kemampuan guru melalui: perencanaan program supervisi akademik, perencanaan program pengiriman guru pada pelatihan dan worshop  dan perencanaan strategi agar guru-guru dapat aktif pada kegiatan KKG  dan MGMP di tingkat gugus.      (2) Pelaksanaan strategi supervisi akademik oleh kepala sekolah dengan cara masuk ke dalam kelas dan memberi bantuan kepada guru yang menhadapi kendala. Mengirimkan guru dalam berbagai pelatihan dan workshop  dengan cara guru digilir. Mengaktifkan guru pada kegiatan KKG dan MGMP  di tingkat gugus dengan cara memotivasi dan mewajibkan guru untuk mengikutinya.                 <text>Abstract: The application of the student to the institution management is one of the necessity to improve the quality of education. Lack of school facilities and infrastructure become a major obstacle in the effective management of student affairs. This study aims to determine the planning, implementation, monitoring, and evaluation of student management program. The method used in this research is descriptive qualitative approach. Techniques of data collection : observation, interview and documentation. Subjects were principals, teachers and students MTsN Cot Gue. The results showed that : student management plan prepared by the principal with the deputy head of the student and deputy head of the curriculum includes courses Admission, the capacity of new students, and new student selection process, analyze subjects, draw up an annual program, the semester program, syllabus and Learning Program Plan. All the planning is composed arranged and documented. Implementation tailored to the student management plan that is prepared, either in relation to new admissions and student activities. Supervision of student management based on the management system, which is seeking any activities that have been planned, implemented and good supervision. Principals and teachers to supervise the implementation of student management. Both principals and teachers implement the roles and responsibilities based on the duties and functions for the management of student success. Activities and aspects of the management of student assessment based on the plans drawn up. The evaluation is done to see success and improve the activities that have been implemented.Keywords: Student Management, Islamic State Junior High SchoolAbstrak: Penerapan manajemen kesiswaan pada lembaga pendidikan merupakan salah satu keharusan untuk meningkatkan mutu pendidikan. Kurangnya sarana dan prasarana sekolah menjadi kendala yang utama dalam mengefektifkan manajemen kesiswaan. Penelitian ini bertujuan untuk mengetahui perencanaan, pelaksanaan, pengawasan, dan evaluasi program manajemen kesiswaan. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data: observasi, wawancara dan studi dokumentasi. Subyek penelitian adalah kepala sekolah, guru dan siswa MTsN Cot Gue. Hasil penelitian menunjukkan bahwa: perencanaan manajemen kesiswaan disusun oleh kepala sekolah bersama wakil kepala bidang kesiswaan meliputi program Penerimaan Siswa Baru, daya tampung siswa baru, dan proses seleksi siswa baru. Semua perencanaan tersusun disusun dan terdokumentasi. Pelaksanaan manajemen kesiswaan disesuaikan dengan perencanaan yang disusun, baik menyangkut dengan penerimaan siswa baru maupun kegiatan-kegiatan kesiswaan. Pengawasan manajemen kesiswaan berpedoman pada sistem manajemen, yaitu mengupayakan setiap kegiatan yang telah direncanakan, dilaksanakan dan pengawasan dengan baik. Kepala sekolah dan guru melakukan pengawasan terhadap penerapan manajemen kesiswaan. Baik kepala sekolah maupun guru melaksanakan peran dan tanggungjawabnya berdasarkan tugas pokok dan fungsinya untuk keberhasilan manajemen kesiswaan. Kegiatan dan aspek penilaian manajemen kesiswaan berpedoman pada rencana yang disusun.                 <text>Abstract: Communication principal is the process of delivering information (message) to the teacher and can carry the information to the students. Principal as resources in schools are needed by teachers, in order that delivered can be implemented for the development of teachers themselves and also for students. The purpose of this study was to determine the communication principals, include: Professional teacher; Discipline teacher; and responsibilities of teachers. A qualitative approach with descriptive methods, techniques of data collection is done through interview, observation guidelines, and documentation. Research subjects are teachers, heads, and school committee in SMA 1 Geumpang. The research found: Communication principals in improving teachers' professional that convey a message to the teacher either orally (calling and direct warning) or in writing (letter of warning); Communication principals in improving teacher discipline that is a great example by attending to school on time and return the end; and Communication principals in improving the teacher's responsibility is interpersonal communication and communication in solving problems in learning how to coordinate and seek solutions to the committee and the school superintendent, and the Department of Education related. Expected to committees and principals in order to provide encouragement and guidance in the performance of professional teachers, discipline and responsibility of teachers to effectively and efficiently so as to improve the performance of teachers in the school.Keywords: Communications Principal and Teacher Performance.Abstrak: Komunikasi kepala sekolah adalah proses penyampaian informasi (pesan) kepada guru dan dapat melaksanakan informasi tersebut kepada anak didik. Kepala Sekolah sebagai sumber informasi di sekolah sangat dibutuhkan oleh guru-guru, agar yang disampaikan dapat terlaksana bagi pengembangan guru itu sendiri dan juga bagi siswa. Tujuan penelitian ini adalah untuk mengetahui komunikasi kepala sekolah, meliputi: Profesional guru; Disiplin guru; dan Tanggung jawab guru. Pendekatan kualitatif dengan metode deskriptif, teknik pengumpulan data dilakukan melalui pedoman wawancara, pedoman observasi, dan studi dokumentasi. Subjek penelitian ialah guru-guru, kepala, dan komite sekolah di SMA Negeri 1 Geumpang. Hasil penelitian ditemukan: Komunikasi kepala sekolah dalam meningkatkan profesional guru yaitu menyampaikan pesan kepada guru baik secara cara lisan (memanggil dan teguran langsung) maupun secara tulisan (surat peringatan); Komunikasi kepala sekolah dalam meningkatkan disiplin guru yaitu memberikan contoh teladan dengan hadir ke sekolah tepat waktu dan pulang paling akhir; dan Komunikasi kepala sekolah dalam meningkatkan tanggung jawab guru yaitu komunikasi antar pribadi dan komunikasi dalam memecahkan masalah di dalam pembelajaran dengan cara mengkoordinasi dan mencari solusi dengan komite dan pengawas sekolah, serta Dinas Pendidikan terkait. Diharapkan kepada komite dan kepala sekolah agar dapat memberikan dorongan dan pembinaan dalam kinerja guru tentang profesional, kedisiplinan dan tanggungjawab guru secara efektif dan efesien sehingga dapat meningkatkan kinerja guru di sekolah.Kata kunci: Komunikasi Kepala Sekolah dan Kinerja Guru.</text>

                <text>Abstract: The empowerment of school committee is one of important factorsto succeed education programs including short-term programs, mid-term programs, and long-term program. This research aimedto find out a description of how the empowerment of school committee implemented, school committee empowerment strategies, and obstacles faced by principal in empowering school committee. The approach used was qualitative approach with descriptive method. Data was collected through observation, interview, and documentation study. The research subjects were principal, vice-principal, teachers and school committee. The result showed that:(1) The development program of school committee includedregular meetings, School Budget Planning, semester report, routine activity, feast, market day, birthday school celebration, educational visit, competition, and delivering progress and setback the schools achieved. However, the result was not effective enough. (2) The empowerment strategy of school committee was implemented through regular meetings, parent’s meeting, routine activities, feast, market day, school birthday celebration, educational visit, school information, and culture transparency in school management. (3) The obstacles faced in empowering school committeewere the committee itself did not create the program. The low of economic factor, unconcerned education, and lack of time were also the obstacles faced in empowering the school committee so that the implementation of school committee empowerment was less effective.Keywords: Empowerment, school committeeAbstrak: Pemberdayaan Komite Sekolah merupakan salah satu faktor penting terwujudnya keberhasilan program pendidikan yang meliputi proram jangka pendek, menengah dan jangka panjang. Tujuan penelitian ini dilakukan adalah untuk memperoleh gambaran yang jelas tentang bagaimana program pemberdayaan komite sekolah, strategi pemberdayaan komite sekolah dan hambatan yang dihadapi kepala sekolah dalam pemberdayaan komite sekolah. Pendekatan yang dilakukan dalam penelitian ini yaitu pendekatan kualitatif dengan metode deskriptif. Tehnik pengumpulan data dilakukan dengan observasi,wawancara dan studi dokumentas. Sabjek dalam penelitian ini adalah Kepala sekolah, wakil kepala sekolah, guru dan komite sekolah. Hasil penelitian menunjukan bahwa: (1) Program pemberdayaan komite sekolah meliputi rapat rutin yang dilaksanakan sekolah, ikut mensahkan RKAS, pengambilan rapor setiap semester oleh orang tua, kegiatan rutin, seperti tasyakkur, market day, perayaan milad SDIT Nurul Fikri Aceh, kunjungan edukatif dan acara lomba menjelang penerimaan murid baru, menyampaikan kemajuan dan kemunduran yang dicapai sekolah namun dalam pelaksanaannya belum menunjukan hasil yang maksimal.(2) Strategi pemberdayaan komite sekolah melalui rapat rutin yang dilaksanakan sekolah, mewajibkan pengambilan rapor setiap semester oleh orang tua, kegiatan rutin seperti tasyakkur, market day, perayaan milad SDIT Nurul Fikri Aceh, kunjungan edukatif dan acara lomba menjelang penerimaan murid baru, menyampaikan prestasi yang dan kemunduran yang dicapai sekolah, menyediakan infotmasi tentang sekolah kepada masyarakat, menumbuhkan budaya trasparansi dalam pengelolaan sekolah. (3) Hambatan dalam pemberdayaan komite sekolah, tidak adanya program yang dibuat oleh komite sendiri, faktor ekonomi masyarakat sekitar sekolah rata-rata ekonominya menengah kebawah, faktor anggota komite yang kurang peduli dengan pendidikan, kurangnya waktu yang dimiliki komite sekolah, sehingga program pemberdayaan komite sekolah kurang efektif.Kata Kunci: Pemberdayaan, Komite Sekolah</text>

                <text>Abstract: The aim of this study to improve the preparedness of students of SMAN 5 Banda Aceh to the earthquake. The methods of research and development (research and development ) was used the model of Dick and Carey. The samples in this study is purposive sampling that class X - 3 as many as 25 students. Data was collected using a questionnaire that aims to look at cognitive, affective and psychomotor students , assessment questionnaire module Earthquake Preparedness (KGB), observation sheets learning process and outcome evaluation of student learning. Data analysis technique used is quantitative descriptive analysis. This study resulted in the KGB module. The results of the assessment in the form of modules scored 80. 7.                 <text>Abstract: This study aims to determine implementation, role ofthe principal,and factors thataffect the implementationof quality improved of school based managementin school empowerment. To achieve these objectives, this study uses a qualitative approach. Data was collected through interviews, observation, and documentation. The procedure of data analysis is data reduction, data display, and verification. While the subject of research is the principal, vice principal, and teacher. The results showed that: (1) Implementationof school based managementquality improvement done through: (a) stages ofsocialization, (b) formulation ofvision, missionandschool goals, (c) involvea number ofeducational resourcesfor theachievement school progam, (d) doSWOTanalysisof educationalprogramsthat have beenimplemented, (e) preparation of plansandprogramsto improve qualityof work, and(f) implementationprogram andevaluation; (2) The principal’s rolein implementationof school based managementis enabledproperly, only educationalaspects ofpersonnelmanagementandfinancialmanagementandfinancingrolehas notrunoptimally; and(3) Dominantfactoraffectingthe implementation ofschoolautonomy on school based management quality improvement includebudget managementandmanagementhas not beenimplementedin a transparentandaccountable.Keywords: School Based ManagementQuality Improvement, andSchool Empowerment.Abstrak: Peneli­tian ini bertujuan untuk mengetahui pelaksanaan, peran kepala sekolah, dan faktor yang mempengaruhi pelaksanaan manajemen peningkatan MBS dalam pemberdayaan sekolah. Untuk mencapai tujuan tersebut, penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan manajemen peningkatan MBS dilakukan melalui: (a) tahapan sosialisasi, (b) perumusan visi, misi dan tujuan sekolah, (c) melibatkan sejumlah sumber daya pendidikan untuk ketercapaian prorgam sekolah, (d) melakukan analisis SWOT terhadap program pendidikan yang sudah dilaksanakan, (e) penyusunan rencana dan program kerja peningkatan mutu, dan (f) pelaksanaan program dan evaluasi; (2) Peran kepala sekolah dalam implementasi manajemen berbasis sekolah sudah difungsikan dengan baik dan benar, hanya saja dalam aspek manajemen tenaga kependidikan dan manajemen keuangan dan pembiayaan perannya belum dijalankan secara optimal; dan (3) Faktor yang dominan yang mempengaruhi pelaksanaan manajemen peningkatan mutu berbasis sekolah antara lain kemandirian sekolah dan manajemen pengelolaan anggaran belum dilaksanakan secara transparan dan akuntabel.Kata Kunci: Manajemen Peningkatan Mutu Berbasis Sekolah, dan Pemberdayaan Sekolah</text>
