                <text>Abstrak. Olahraga atletik khususnya nomor lompat menuntut unsur kekuatan, kecepatan dan power guna mendapatkan hasil lompatan yang maksimal Plyometrik merupakan salah satu bentuk pelatihan yang baik untuk mengembangkan unsur kekuatan, kecepatan dan power dalam nomor lompat jauh. Salah satu bentuk pelatihan plyometrik yang cocok dan dianjurkan oleh para ahli untuk diberikan kepada siswa Sekolah Menengah Pertama adalah pelatihan lompat, jingkat dan langkah bangku. Adapun tujuan dari penelitian ini adalah untuk mengetahui pengaruh latihan lompat, langkah dan jingkat bangku terhadap hasil lompat jauh pada siswa SMP Negeri 1 Peusangan Kabupaten Bireuen. Populasi dan sampel penelitian ini adalah siswa kelas I dan II SMP Negeri 1 Peusangan kabupaten Bireuen tahun 2012. Pengambilan sampel ditentukan sebanyak 25% dari populasi yaitu 60 orang yang dibagi dalam empat kelompok, setiap kelompok terdiri dari 15 orang, kelompok perlakukan terbagi dalam 3 kelompok dan 1 kelompok untuk kelompok kontrol. Penelitian ini menggunakan metode eksperimen. Metode eksperimen ini penulis gunakan atas dasar sifat penelitian yang memberikan perlakuan terhadap subjek. Instrumen yang digunakan dalam penelitian ini adalah tes dan pengukuran lompat Jauh. Teknik pengolahan data yang digunakan adalah analisis varian satu arah (one way analysis of variance- ANOVA) Hasil penelitian menunjukkan bahwa pelatihan plyometrik yang terdiri dari lompat, jingkat dan langkah bangku memberikan pengaruh yang signifikan terhadap peningkatan hasil lompat jauh pada siswa SMP Negeri 1 Peusangan.Kata Kunci: Pengaruh latihan, lompat, jingkat dan langkah</text>

                <text>Abstract: Strategy is an art to manage resources in order to achieve the goals effectively and efficiently. This study aimed to find out the capability of principal in establishing cooperation, including cooperation program between vocational high school (SMK) and business and industrial organization (DU/DI), mechanism of cooperation between SMK and DU/DI to improve the competence of graduates, and factors that influenced the cooperation between SMK and DU/DI. This study used qualitative approach with descriptive method. Techniques of data collection used were interview, observation, and documentation study. Subjects of this study were DU/DI, principal, vice principal for public relations, and school counselors in State SMK 3 of Banda Aceh. It was found from the results of the study that the cooperation programs between SMK and DU/DI were shown from the school’s vision and mission, the formulation of curriculum, the implementation of cooperation and the assessment report of cooperation. The mechanism of cooperation was shown from the agreement of both parties in the form of MOU in the implementation of industrial practice and other cooperation, which were guest speaker, the implementation of competency test, and other seminars. Factors that influenced the cooperation between SMK and DU/DI in improving the competence of graduates were shown from the involvement and the commitment of school personnel in formulating school’s regulation and profile. It is hoped that the principal and vice principal for public relations can foster the cooperation continuously. The cooperation that bases on the MOU should be socialized, so that both parties can exercise their rights and fulfill their obligations effectively. It is also hoped that State SMK 3 of Banda Aceh and the stakeholder can be more communicative in establishing cooperation in improving the competence of graduates of State SMKN 3 of Banda Aceh.Keywords: Strategic Relations and Cooperation Competency SMKAbstrak: strategi merupakan seni untuk mengelola sumber daya agar mampu mencapai sasaran yang dituju dengan efektif dan efesien. Tujuan penelitian ini adalah untuk mengetahui kemampuan kepala sekolah dalam menjalin hubungan kerjasama, meliputi: Program kerjasama SMK; Mekanisme kerjasama SMK dengan DU/DI untuk meningkatkan kompetensi lulusan; dan Faktor yang mempengaruhi hubungan kerjasama SMK dengan DU/DI. Melalui pendekatan kualitatif dengan metode deskriptif, teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah DU/DI, kepala sekolah, waka humas, dan guru pembimbing pada SMK Negeri 3 Banda Aceh. Hasil penelitian ditemukan: Program SMK yaitu merumuskan visi dan misi sekolah, penyusunan kurikulum bersama, dan menjalin kerjasama dengan DU/DI; Mekanisme kerjasama SMK dengan DU/DI tergambar dari adanya kesepakatan kedua belah pihak  dalam bentuk MOU dalam pelaksanaan prakerin , kerjasama lain adalah guestpeaker, pelaksanaan uji kompetensi, audiensi dan seminar lainnya; dan faktor yang mempengaruhi hubungan kerjasama SMKN3 dengan DU/DI dalam meningkatkan kompetensi lulusan adalah terlihat dari adanya keterlibatan dan komitmen bersama tenaga personil sekolah dalam penyusunan regulasi dan profil sekolah. Diharapkan kepada kepala sekolah dan waka humas agar program kerjasama dengan DU/DI terus dibina secara berkesinambungan, kerjasama yang dilaksanakan dengan dasar MOU harus disosialisasikan agar kedua belah pihak dapat melaksanakan hak dan kewajibannya secara tepat guna, kepada SMKN 3 dan stakeholder agar lebih komunikatif dalam menjalin hubungan kerjasama dalam meningkatkan kompetensi lulusan pada SMKN3 Banda Aceh.Kata Kunci: Strategi Hubungan Kerjasama dan Kompetensi Lulusan SMK</text>

                <text>Abstract - This study aims at investigating the extent of cumulative causation effect on economic growth disparity across the regions: Basajan-Pijay, Northeast, South-West, and Central-Inland in the Aceh Province, Indonesia. It also includes some others factors in determining economic growth disparity such as Gross Domestic Product (GDP) per capita, the concentration of economic activity areas, Human Development Index (HDI), the labour productivity of the region, the allocation of public investment as well as the accessibility among regions in the Aceh Province. To capture the goals of this study, it uses panel data during the period 2000 to 2010 consisting of 23 districts/cities of Aceh Province. The results show that the potential conditions for convergence because the dominant factor affecting the disparity without entering variable cumulative effect, the concentration of economic activity among regions have positive and negatively affected HDI. By entering variable cumulative effects, it turns HDI to have a negative effect, while the cumulative effect of the growth of inter-regional and the GDP per capita were positive. Thus, it can be said that the economic disparity among regions has the potential for convergence if and only if there is a policy intervention by the government in improving the quality of education, health, and consumer purchasing power to reduce the disparity. It is recommended that the Government of Aceh and District/City Government should encourage the growth of GDP per year, equal to or above the average growth of the national economy in order to increase labour productivity so that economic prosperity has also increased (spread effect is greater than backwash effect) because workings of the cumulative effect of growth within the region and among regions. Keywords      :   Disparity, Backwash effect, Spread Effect, Economic Growth, AcehPaper Type :     Research Paper</text>

                <text>Abstract: Recruitment, selection, and replacement of the principal conducted in accordance with competence can improve the quality of education management. This research aimed at figuring out the description of process of recruitment, selection, and replacement and also the obstacles in recruitment, selection and replacement of State Junior High School principal at Education Agency of Banda Aceh. This research employed descriptive qualitative method. Data was collected by using observation, interview, and documentation technique. Subject of the research was principal and teacher at State Junior High School. The result of the research showed that: first, the recruitment process, the Education Agency prepared a recruitment program comprising of implementation and technical guidance of recruitment implementation for the candidates of principal, then there was an official announcement from the Education Agency. Second, the selection process on the principal candidates comprised of administrative selection carried out through the assessment of the completeness of documents and academic selection carried out through the assessment of the leadership potential and initial mastery of toward competence of principal. Third, the replacement process of principal candidates was conducted because there was principal vacancy caused by the transfer, retirement, and dismissal. Fourth, the obstacles in recruitment, selection, and replacement of the principalwere lack of interest of the teachers to run for principal and lack of the budget for principal recruitment.                 <text>Abstract: The management of education funding is the process of setting up and managing costs effectively and efficiently in education financing business. The cost of education is a very important component in education. The process of education cannot work without the support costs. The purpose of this study to Describe and analyze matters relating to: the budget planrevenue expenditure, the use of education funding, and oversight of education funding. The method used in this study was a descriptive qualitative approach. Data collection techniques used were interviews, observation, and documentation. Subjects: principals, vice principals, school treasurers, and school committees. The results showed that: the budgeting process undertaken by the principal, with the involvement of the assistant principal, department chair, treasurer, senior teachers, and school committees. The use of education funding in terms of the financial side, that all types of expenditures for education activities in schools should be shared by both the principal and the school internal parties involved in the process of preparing budgets. Oversight of education funding in Aceh Besar district SMK carried out by the principal and vice principal. Control system is by way of observing each income andexpenditure of funds. Monitoring or examination by indirect observations such as every expenditure of funds must be approved by the principal or bursar. Audits are also performed by examining the financial reports on all activities performed, awarded by the vice-principal or bursar.Key words: Management and Financing of Education</text>

                <text>Abstract: The quality of education will be well implemented if the principal has professionalism so that the principal, with broader and flexible authority, can manage the decision independently. This research aimed to find out program planning, program implementation, and obstacles faced by principal in improving education quality at Wira Bangsa State Senior High School 4 of Meulaboh. This research employed descriptive method with qualitative approach. Data was collected through interview, observation and documentation study. The research subjects were principal, teachers, supervisors, and students. The results showed that: 1) the efforts of principal made in preparing school program, which was accordance with school’s vision and mission, was well implemented; 2) The implementation program was aimed to establish the effective school models with the professionalism and empowerment of all school staffs for quality of education improvement program. The principal try to improve teacher’s performance in order to achieve the effective learning process; and 3) The obstacle in improving quality of education was planning for teachers’ coaching was not achieved the expected target because of unavailable time, facilities, and staffs that primarily concerned in teachers’ educational principles. Besides, the teachers are not active in Teacher Discussion activities, seminars, coaching and others activities in attempt to improve teachers’ professionalism competence.Keywords:  Professionalism, principal, and education qualityAbstrak: Peningkatan mutu pendidikan akan terwujud jika sekolah dengan potensi yang dimiliki diberi kewenangan yang lebih luas dan fleksibel untuk mengelola secara mandiri melalui keputusan-keputusan yang partisipasif. Penelitian ini bertujuan untuk mengetahui perencanaan program, pelaksanaan program, dan evaluasi yang dilakukan oleh kepala sekolah dalam meningkatkan mutu pendidikan di SMA Negeri 4 Wira Bangsa Meulaboh. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Subjek penelitian ini adalah kepala sekolah, guru, pengawas, dan siswa. Hasil penelitian menunjukkan bahwa: 1) Upaya yang dilakukan oleh kepala sekolah  dalam menyusun program sekolah sesuai dengan visi dan misi sekolah yang dijabarkan dalam tujuan dan dapat dinyatakan sudah berjalan ke arah yang baik;  2) Pelaksanaan program mengarah pada pembentukan sekolah model efektif, yaitu menempatkan profesionalisme dan pemberdayaan semua personil sekolah  bagi program peningkatan mutu pendidikan.  Upaya  kepala sekolah adalah meningkatkan kinerja guru demi keefektifan proses pembelajaran yang dilakukan oleh guru; dan 3) Kendala dalam peningkatan mutu pendidikan antara lain dalam membuat perencanaan untuk pembinaan guru masih belum tercapai sasaran sebagaimana yang diharapkan. Hal ini juga disebabkan karena waktu, sarana dan personil  yang  tersedia terutama menyangkut dengan penguasaan landasan kependidikan guru-guru.  Kendala lain, dalam peningkatan kinerja guru, kurangnya pelatihan bagi guru-guru, tidak aktifnya sebagian guru dalam kegiatan MGMP, seminar dan kegiatan peningkatan profesi keguruan yang mampu meningkatkan kompetensi profesional guru.Kata Kunci: Profesionalisme, Kepala Sekolah, dan Mutu Pendidikan </text>

                <text>Abstract: The school head master of the school, who has a very important role and position in developing professional educational staffs. The aim of this research is to describe about the school head master strategy in the process of planning design, implementation, and avoiding program in developing the professional educational staffs at Senior High School 5 Darussalam, Banda Aceh. The method used in this study is descriptive qualitative through the data collection through observations, interviews, and documentations. The findings show that the efforts being carried out by the school head master in planning was preceded by understanding the vision and mission as within it is described the future picture and insight that must be developed .The implementation of the professional development of education staff was through workshops, seminars, educational training, guiding through annual program, the implementation of the annual program, increasing the work disciplines, creating the loyalty. All these things were being conducted by the school head master, though in its implementation still experiencing the obstacles as it is because that some educational staffs at Senior High School 5 Darussalam, Banda Aceh are still do not deeply understand about their core works. While avoiding professional developing educational staffs carried out by the school head master is through controlling. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan menggunakan tehnik pengumpulan data observasi, wawancara, dan studi dokumentasi. Dari hasil penelitian ditemukan bahwa pengembangan profesional tenaga kependidikan yang dilakukan oleh kepala sekolah melalui perencanaan program yang disusun berdasarkan visi, misi dan tujuan sekolah sudah sesuai dengan unsur, syarat, dan fungsi perencanaan, dalam hal ini kepala sekolah telah dapat membuat program-program pengembangan. Pelaksanaan program pengembangan profesional tenaga kependidikan yang dilakukan oleh kepala sekolah melalui workshop, seminar, pendidikan, pelatihan, pembinaan melalui program kerja tahunan, pelaksanaan program kerja tahunan, meningkatkan disiplin kerja, dan membina loyalitas. Semua program kerja ini telah dilaksanakan oleh kepala sekolah, walaupun dalam pelaksanaannya masih mengalami kendala-kendala yang dihadapi, hal ini dikarenakan ada sebahagian tenaga kependidikan pada SMA Negeri 5 Darussalam Banda Aceh belum memahami secara mendalam tentang tugas pokok, fungsi dan tanggung jawab mereka masing-masing. Sedangkan pengendalian program pengembangan profesional tenaga kependidikan yang dilakukan oleh kepala sekolah adalah melalui pengawasan, kontroling, evaluasi, dan pembinaan terhadap pelaksanaan program.Kata kunci: Perencanaan, Pelaksanaan dan Pengendalian</text>

                <text>Abstract: Early childhood education today has become the need of society. Although early childhood education, including education level of recognition, but education has contributed a lot to the development of children's education. This study aims to determine the implementation of the management of early childhood education made Al-Fath Sabang. This research uses descriptive method with a qualitative approach to data collection tool while using interviews, observation and documentation study questionnaire. As for the subjects in this study is the element that includes the school principal and teachers in early childhood Sabang Al-Fath, elements of the parents. The results showed that: (1) Planning early childhood education programs in school of Al-Fath, was generally well conceived, it has the look of the planningprogram of educational activities in accordance with the provisions of a plan of activities. (2) Organization of Al-Fath in early childhood, was publicly reflects the relevance of the ability and skills to the needs of education personnel. (3) The implementation of early childhood education in Al-Fath directed in the learning process goes well, effective and fun. (4) Supervision conducted by the two surveillance systems, namely: the direct supervision andcontrol of functional superiors. Supervisor oversight conducted by the Principal, while the functional supervision conducted by the School Trustees.Keywords : Management Education and early childhood</text>

                <text>Abstract: Employee development is one of factors that influences organization productivity and can improve the quality of university. This research objective was to figure out employee development program, employee development process, and obstacles faced in employee development. This research used qualitative approach and descriptive approach. Data collection technique used was observation, interview, and documentation study. Subject of the researchwere rector, vice rector for general and finance affairs, head of general and finance administration bureau, head of personnel division, staff of personnel division, Dean, vice dean II, head of faculty administrative office, and administration staff. The result showed that: 1) employee development program was good and service procurement training, laboratory training,computer training, financial training, archive management training, and leadership training. Malikussaleh University of Lhokseumawe also gave study permit to take undergraduate and post graduate program for the employees who wanted to improve their competence. There was also a training program that is a follow-up of the ministry of national education. 2) The employeedevelopment process was through education and training, that is granting permit to the employees to take undergraduate and post graduate program, computer training, was good and service procurement training, financial training, archive management training, and leadership training, laboratory training, and also prajabatan training (a training for civil servant candidates before appointed as permanent employee). The promotion was based on the length of service, rank, and the performance of employee. Job rotation was not performed in order to make the employees become more professional in their own field and the discipline should be improved. 3) The obstacles faced in improving the competence of the employee were internal and external factor. Internal factor was the low of work motivation of the employee, the low of coordination with vertical organizations and the ministry of national education, Internal factor was there was government’s regulation that only employee with superintendent rank can take the leadership training, and there was lack of budget due to no cash injection from the vertical organization (Province, Regency, City).Keywords : Employee Development Management</text>

                <text>Abstract: Financial Management of Higher Education is one of the major components for the continuity of the educational process at universities. The research objective was to Describe and analyze matters relating to planning, and financial accountability in the use of IAIN Ar-Raniry Banda Aceh. Description of the methods used by using a qualitative approach. Techniques of data collection through interviews and documentation studies. Head of research subjects Public Administration, Academic and Student Affairs, Chief Financial Officer and Treasurer. The results showed that: (1) planning based on needs analysis, set priorities and budget activities and programs outlined in the budget program activities IAIN Ar-Raniry Banda Aceh. (2) The use of the budget is for expenditures: salaries / vakasi, faculty salaries are not fixed, daily necessities, material procurement seminars, shopping goods supports the basic tasks and functions, and (3) accountability, accountability to the treasurer delivered direct supervisor, make news Events (BA) on KPPN Reconciliation, reconciliation report to the Regional Office of Religious Affairs. Prov. NAD each month and quarter, then delivered to the Bureau of Financial Affairs. RI in Jakarta, according to the stipulated in Law Number 15 Year 2004 Audit of the Management and Financial Responsibilities of the State.Keywords : Financial ManagementAbstrak: Manajemen keuangan Perguruan Tinggi merupakan salah satu komponen utama untuk kelangsungan proses pendidikan pada perguruan tinggi. Tujuan penelitian adalah untuk mendeskripsi dan menganalisis hal-hal yang berkenaan dengan perencanaan, penggunaan dan pertanggungjawaban keuangan pada IAIN Ar-Raniry Banda Aceh. Metode yang digunakan deskripsi dengan menggunakan pendekatan kualitatif. Tehnik pengumpulan data dilakukan melalui wawancara dan studi dokumentasi. Subjek penelitian Kepala Biro Administrasi Umum, Akademik dan Kemahasiswaan, Kepala Bagian Keuangan dan Bendahara. Hasil penelitian menunjukkan bahwa: (1) Perencanaan disusun berdasarkan analisis kebutuhan, ditetapkan prioritas program kegiatan anggaran dan kemudian dituangkan dalam program kegiatan anggaran IAIN Ar-Raniry Banda Aceh. (2) Penggunaan anggaran yaitu untuk belanja: honor/vakasi, honor dosen tidak tetap, keperluan sehari-hari, pengadaan bahan seminar, belanja barang mendukung tugas pokok dan fungsi, dan (3) pertanggungjawaban, bendaharawan menyampaikan pertanggungjawaban kepada atasan langsung, membuat Berita Acara (BA) Rekonsiliasi pada KPPN, melaporkan hasil rekonsiliasi tersebut ke Kanwil Depag. Provinsi NAD setiap bulan dan triwulan, selanjutnya disampaikan ke biro Keuangan Depag. RI di Jakarta, sesuai dengan yang diatur dalam Undang-undang Nomor 15 Tahun 2004 tentang Pemeriksaan Pengelolaan dan Tanggungjawab Keuangan Negara.Kata kunci : Manajemen Keuangan</text>
