Agronomic inputs would be more optimal if the plants have optimum vigor. The aim of this study is to determine the effect of water on medium condition of seedlings and planting depth on seed viability and vigor of seedling of cacao. The result showed that the germination medium water conditions have no significant on all variables observed. While the depth of planting the seed in cultivation media has a very significant effect on potential germination, seedling vigor and dry weight, but no significant effect on height and weight of epicotyls weight wet. The best variables values found in the seeds are planted as deep as 4 cm from the surface of growing media. Besides seed viability and vigor of seedling planted at a depth indicated that different is not severely affected by the condition of water at planting media. PKS sangat berperan penting dalam melakukan proses pendidikan politik terhadap masyarakat terutama generasi muda guna meningkatkan pemahaman, kemampuan dan partisipasi generasi muda dalam menghadapi dinamika sosial dan politik.Tujuan penelitian ini adalah untuk menjelaskan peran strategis PKS dalam melakukan pendidikan politik bagi pemilih pemula, dan faktor-faktor yang mempengaruhi keberhasilan PKS Kota Banda Aceh serta kendala-kendala yang PKS Kota Banda Aceh dalam melakukan pendidikan politik bagi pemilih pemula di Kota Banda Aceh. Data penulisan skripsi didapatkan melalui penelitian kepustakaan dan penelitian lapangan. Penelitian kepustakaan dilakukan untuk mendapatkan data sekunder dengan cara mengkaji buku-buku, dan bahan-bahan lainnya yang berkaitan dengan penelitian ini. Sedangkan penelitian lapangan dilakukan untuk mendapatkan data primer yang dilakukan dengan cara mewawancarai responden dan informan.Hasil penelitian menunjukkan PKS Kota Banda Aceh memaksimalkan fungsi Badan Generasi Muda dan Profesi (GMPRO) dalam melakukan proses pendidikan politik terhadap generasi muda dan pemilih pemula. GMPRO baik secara mandiri maupun bermitra dengan lembaga lain mengoptimalkan perannya dalam melakukan pendidikan politik bagi pemilih pemula melalui berbagai kegiatan seminar, pelatihan dan diskusi dengan skala tertentu. Faktor yang mempengaruhi keberhasilan PKS dalam melakukan pendidikan politik bagi pemilih pemula diantaranya adalah selain dengan adanya GMPRO juga didukung oleh proaktif pemilih pemula yang terlibat, pendanaan, dukungan publik serta dengan memaksimalkan konsolidasi ditingkat eselon kepemimpinan. Adapun kendala yang dihadapi PKS Kota Banda Aceh diantaranya adalah isu negatif akibat kasus mantan presiden PKS Lutfi Hasan Ishaq, partisipasi pemilih pemula yang sedikit, serta keterbatasan SDM dan fasilitas yang memadai. Disarankan kepada DPD PKS Kota Banda Aceh dan seluruh pelaku pendidikan agar memaksimalkan perannya dalam melakukan pendidikan politik bagi pemilih pemula. An experiment to estimate correlation and path analysis of leaf characters to yield of four micro environments (without organic fertilizer and three rate of organic fertilizer) was conducted at Arjasari Experiment Station, Agriculture Faculty, Padjajaran University from January 2003 to August 2003, in 26 soybean genotypes and Wilis at four levels of organic swallow guano fertilizer. The level of organic fertilizer were: without swallow guano, 225, 450, and 675 kg ha-1 swallow guano. Each environment was arranged in completely randomized block design, replicated two times, check genotype (wilis) was planted between six genotypes for each replication. Result of this experiment showed that: leaf number did not have any correlation wit net assimilation rate (NAR). Leaf angle (LA), stomatal length (SL) and stomata frequency (SF) had a negatively correlation with NAR, whereas DTDW and chlorophyll (Chl) were positively correlated to NAR: NAR, seed fiiling period (SFP) and dry matter accumulation rate (DMAR) were positively correlated to yield, and high path coefficient was found either between DTDW and NAR, or between SFP and yield. Penelitian ini menggunakan pendekatan data panel, yaitu gabungan dari data times series dan data cross section. Model efek tetap dan model efek acak merupakan dua bagian model dari data panel. Dalam mengestimasi parameter model efek tetap dilakukan dengan menggunakan OLS melalui penambahan variabel dummy yang disebut dengan least square dummy variable, sedangkan pada model efek acak dengan menggunakan pendekatan generalized least square, dengan galat diasumsikan acak. Dalam penelitian ini, model diterapkan terhadap data angka kemiskinan di provinsi Aceh selama 5 tahun berturut-turut dari tahun 2007 sampai dengan 2011. Model efek tetap dan model efek acak masing-masing menghasilkan 23 model untuk tiap-tiap kabupaten/kota. Kedua model tersebut menghasilkan 3 variabel independen yang berpengaruh positif yaitu angka buta huruf, pertumbuhan ekonomi, dan tingkat pengangguran terbuka serta 2 variabel independen lainnya yang berpengaruh negatif terhadap angka kemiskinan di provinsi Aceh yaitu tingkat partisipasi angkatan kerja dan angka harapan hidup. Pemilihan model terbaik yang dilakukan dengan uji hausman, diperoleh model efek tetap lebih layak digunakan terhadap data kemiskinan di provinsi Aceh daripada model efek acak.Kata kunci : data panel, model efek tetap, model efek acak, least square dummy variable, generalized least square.ABSTRACTThis study analyze about the poverty in Aceh Province through five explanatory variables such as illiteracy rates, economic growth, unemployment rate, labor force participation rates, and life expectancy. The research used the data panel approach, which is a combination of time series data and cross section data. Fixed effects model and random effects model are two components of the data panel model. Estimating the effect of parameter model is done regularly by using OLS through adding dummy variables named least square dummy variable, whereas the random effects model used generalized least square approach which is assumed as random error. In this research, the model applied toward the number of poverty in Aceh for respectively 5 years from 2007 to 2011. The fixed effects model and random effects model produced 23 models for each district or city. Those two models produced 3 independent variables which have positive influence that are the number of illiterate, economic growth, and the number of unemployment. Otherwise, two other negative independent variables toward the poverty rate in Aceh province are labor force participation and life expectation rate. The best model was chosen by using the Hausman test which can be summarized that the fixed effects model is more feasible to use toward the poverty data in the province rather than a random effects model.Keywords : panel data, fixed effects model, random effects model, least square dummy variable, generalize least square. Selain itu, Fair Trade sebagai salah satu sertifikasi internasional berbasis pasar memberikan jaminan harga yang adil bagi produsen Kopi dan pembeli serta memperbaiki kehidupan sosial dan lingkungan produsen melalui sistem pembayaran yang adil.Penulisan ini bertujuan untuk menjelaskan proses mendapatkan sertifikat Indikasi Geografis ke Direktorat Jenderal HKI dan Proses mendapatkan Sertifikat Fair Trade dari Fair Trade Labelling Organization(FLO-Cert) serta kedudukan dan peran sertifikat Fair Trade.Data dalam penulisan ini diperoleh dengan menggunakan metode penelitian yuridis empiris atau penelitian lapangan. Sumber bahan penelitian dapat dibagi dari sudut kekuatan mengikatnya, antara lain bahan hukum primer, bahan hukum sekunder, dan bahan hukum tersier.Hasil penelitian ini menunjukan bahwa, proses mendapatkan sertifikat Indikasi Geografis kopi Gayo kepada Ditjen HKI terdiri atas 6(enam) tahap, yaitu: Tahap Pendaftaran, Tahap Pemeriksaan Administratif, Tahap Pemeriksaan Subtantif, Tahap Pengumuman, Tahap Penyerahan Sertifikat Indikasi Geografis dan Tahap Pengawasan. One of the efforts to eliminate the mechanical barrier is by scarification treatment (scrubbing) the seed that becomes a thin shell that easily enter the water and air. Besides the presence of growth regulators in seed also be an important factor for accelerating the growth of seedlings. The experimental design used in this research in Completely randomized design (CRD) 3x3 factorial with three replications. There are two factors studied, namely scarification percentage and the concentration of young coconut water. Increased nutmeg seed viability and seedling vigor due scarification treatment , except for potential growth. Scarification 100% gives the acceleration of growth was significantly different from the seed without scarification but not significantly different from the scarification 50%. Concentration of 100% coconut water could also accelerate the growth of normal seeds without significantly as compared with young coconut water immersion, but not significantly different from the concentration or 50% young coconut water. There were no significant interaction between treatments were tested on the viability and vigor of seed germinating of nutmeg. Dalam putusan hakim pengadilan negeri Sabang No. 47/Pid.B/2011/PN.SAB, hakim menjatuhkan putusan berdasarkan Pasal 49 ayat (1) huruf c Undang-undang Republik Indonesia Nomor 10 Tahun 1998 tentang Perubahan Atas Undang-undang Republik Indonesia Nomor 7 Tahun 1992 tentang Perbankan. Apabila diteliti lebih cermat berdasarkan fakta persidangan dan barang bukti yang ada, sesungguhnya penjatuhan pidana terhadap terdakwa dengan berdasarkan ketentuan Pasal 49 ayat (1) huruf c tidaklah tepat, hal ini dikarenakan tidak semua unsur yang terdapat dalam pasal tersebut telah terpenuhi.Tujuan penulisan studi kasus ini untuk menjelaskan bahwa hakim kurang proporsional dalam menganalisis setiap unsur-unsur dalam pasal yang didakwakan oleh Jaksa Penuntut Umum (JPU), dan untuk menjelaskan apakah putusan pidana yang dijatuhkan oleh hakim telah mencapai tujuan hukum yaitu kepastian hukum, keadilan dan kemanfaatan.Penelitian ini bersifat menjelaskan dan merupakan penelitian hukum normatif. Metode pengumpulan data dilakukan melalui studi kepustakaan yang mencakup buku-buku, peraturan perundang-undangan, putusan pengadilan dan lain sebagainya. Studi ini dilakukan dengan cara menelaah putusan pengadilan dan mencari solusi atas permasalahannya. Hasil penelitian putusan Nomor : 47/Pid.B/2011/PN.SAB menyimpulkan bahwa hakim dalam menjatuhkan putusannya tidak terlebih dahulu meneliti dengan seksama setiap unsur dalam pasal yang didakwakankan oleh penuntut umum, menurut ketentuan Pasal 197 ayat (2) KUHAP apabila dalam suatu putusan setiap unsur pasal tidak terpenuhi maka seharusnya putusan tersebut batal demi hukum. Putusan ini juga belum mencapai tujuan hukum yaitu kepastian hukum, keadilan dan kemanfaatan.Disarankan kepada hakim untuk selalu meningkatkan kualitasnya dalam menjatuhkan suatu putusan supaya benar-benar berdasarkan hukum yang berlaku dan berkesesuaian dengan tindak pidana yang dilakukan oleh terdakwa sehingga putusan tersebut dapat dipertanggungjawabkan. Selain itu diharapkan hakim dalam setiap menjatuhkan putusan untuk memperhatikan kembali kembali unsur-unsur kepastian hukum, keadilan dan kemanfaatan sehingga tujuan dalam penegakan hukum dapat tercapai.
