The purpose of this study was to investigate the biology of P. marginatus on the cassava leaves. The result showed that the insect development time on cassava leaves were: 8.0 ± 0.79 days for egg stage, 5.3 ± 0.67 days for first instar nymph, 5.5 ± 0.84 days for the second instar of female nymph, 5.3 ± 0.50 days for the second instar of male nymph, 5.4 ± 0.51 days for the third instar of female nymph, and 3.6 ± 0.52 days for the third instar of male nymph (pre pupa), respectively. The development time of IV instar of male nymp (pupa) was 56,6 ± 0,58 days. The development time of the adult stage for female and male progeny were 14 ± 1,24 days and 43,3 ± 0,58 days. The life cycle of female and male were 31,8 ± 3,83 days and 27,8 ± 1,87 days, and the average number of eggs in each ovisac was 413, respectively. Actinomycetes are a group of bacteria that have potential as a major producer of bioactive compounds. This study aimed to isolate and evaluate the isolates of actinomycetes collected from soil. This research was carried out in three stages, namely the field sampling, isolation of actinomycetes, screening the potential as a producer of bioactive compounds (antimicrobials). A total of 11 isolates of actinomycetes have been isolated in this study. The isolates varied in morphological characteristics. The antibacterial evaluation showed that nine isolates (81.8%) that were able to inhibit either the test organism. Three isolates of ACT-04, ACT-05, ACT-06 and ACT-11 were capable of inhibiting both bacterial targets. Fish waste (head, viscera and tails) which ensilage with saccharomyces sp and lactobacillus sp, had a high quality and protein content of about 53,18 ± 0,83% and a good aroma. An experiment have been conducted by experimental method with in sacco trial and in vivo trial. The treatment tested were 4 kind of protein source : (1) fish waste silages mixed with tapioca ; (2) fish waste silages mixed with rice bran ; (3) soy bean kernels and (4) fish meal. The in sacco trial was carried out on 3 fistulated cows, to study the rate of protein degradability in the rumen. The in vivo trial was carried out by Completely Randomized Design on 16 heads of fat tail rams. The variable measured were: rumen fermentation product (VFA and N-NH3); energy and protein digestibility; daily body weight gain of the rams. The experiment showed, that the source of protein use have no significantly effect upon VFA both on the VFA total and individual VFA (acetate, propionate and butyrate). The highest propionate reach by soya bean kernels (P < 0.01). Based on the all variables measured, it was indicated the silage of fish waste can be used to substituted of soya bean kernels or fish meal in the ration of sheep. Point count and mist-netting methods were used for bird census in SF and OP, while only point count method was used in PF. Feeding guilds were determined for each species recorded. A total of 183 species representing 49 families were recorded at all study sites. Secondary forest scored 106 species, followed by PF with 70 species and OP with 58 species. The highest abundance of bird families observed in SF was Pycnonotidae (26.65%), Hemiprocnidae (19.77%) and Muscicapidae (7.10%); in OP, Pycnonotidae (21.59%), Muscicapidae (19.12%) and Sturnidae (17.95%); in PF, Ardeidae (29.09%), Sturnidae (10.15%) and Hirundinidae (7.86%). Alternative hypothesis established that the abundance of species is different across habitat types, F(2,105) = 99.83, p &lt; 0.05. Eight feeding guilds were identified in paddy field and seven in both secondary forest and oil palm plantation. If forests were converted to OP feeding guild could possibly change with a decreased in insectivore, insectivore-frugivore, insectivore-nectarivore and frugivore species; and increased in carnivore, grainivore and omnivore species. If forests were converted to PF feeding guild could possibly change with a decreased in insectivore, insectivore-frugivore and frugivore species; and increased in carnivore, insectivorenectarivore, insectivore-grainivore, grainivore and omnivore species. Comparison between SF and OP with Mann-Whitney U-test showed significant differences in six feeding guilds, including insectivore, insectivore-frugivore, insectivore-nectarivore, frugivore, grainivore and omnivore. Comparison between SF and PF showed significant differences in five feeding guilds, comprising of carnivore, insectivore-grainivore, frugivore, grainivore and omnivore. Comparison between OP and PF showed all feeding guilds to be significantly different. Complex vegetation in forestoffers more niches, with higher plant and insect diversity to support more bird species. In contrast, PF, a temporary wetland, support predominantly various waterbirds and migratory species. Kecamatan Kota Bahagia sedang giat-giatnya melakukan pembangunan, sebagai daerah yang baru dimekarkan, masih banyak pembenahan yang harus dilakukan baik infrastruktur maupun suprastruktur seperti jalan, fasilitas administrasi, fasilitas pendidikan, fasilitas kesehatan, ekonomi, sosial, budaya dan kegiatan penyelenggaraan pemerintahanpun masih perlu dilakukan pembenahan secara berkelanjutan dan terintegrasi seiring dengan perkembangan birokrasi yang ada di Indonesia. Terkait dengan pelayanan publik di bidang pendidikan, pemerintah kecamatan disadari masih terbatas dan masih adanya ketergantungan pada kecamatan induk di bidang pendidikan. Hal ini disebabkan masih minimnya fasilitas infrastruktur yang ada yang sesuai dengan kebutuhan dalam kecamatan yang baru dimekarkan. Khususnya pelayanan sarana dan prasarana pendidikan yang memadai, masih menjadi keluhan dan kebutuhan sebagian besar masyarakat. Penelitian ini bertujuan untuk mendeskripsikan penyelenggaraan birokrasi pelayanan publik khususnya bidang pendidikan terkait dengan sarana dan prasarananya. Untuk mengetahui tentang penyelenggaraan birokrasi pelayanan publik di bidang pendidikan pada kecamatan Kota Bahagia. Penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan informan terdiri dari Camat/Kepala divisi pelayanan umum Kecamatan Kota Bahagia, Kepala Sekolah, Ketua Komite Sekolah dan Tokoh masyarakat. Intrumen pengumpulan data adalah wawancara mendalam /indepth interview terhadap informan baik secara lisan maupun wawancara terstruktur, observasi pada lokasi penelitian dan analisis dokumentasi. Hasil analisis penelitian menjelaskan bahwa penyelenggaraan birokrasi pelayanan publik bidang pendidikan dalam ketersediaan sarana prasarana pada pemerintahan Kecamatan Kota Bahagia Kabupaten Aceh Selatan dilakukan dengan mengadakan Musrenbang, dan untuk selanjutnya akan diajukan dalam Musrenbang tingkat kabupaten, disamping itu pemerintah kecamatan juga melakukan koordinasi dengan kepala sekolah dan tokoh masyarakat, dalam pelayanan sarana prasarana bidang pendidikan, hasil analisis penelitian juga menjelaskan bahwa, realisasi pelayanan pembangunan di bidang pendidikan oleh pemerintah belum maksimal, karena belum adanya sarana prasarana pendidikan yang memadai seperti belum adanya sekolah tingkat SMA, selanjutnya hasil analisis penelitian juga menjelaskan bahwa faktor politik juga memiliki pengaruh yang relatif dominan dalam realisasi pelayanan pembangunan sarana prasarana pendidikan pada Kecamatan Kota Bahagia Kabupaten Aceh Selatan.Kata Kunci : Birokrasi, Pelayanan Publik, Pemekaran Kecamatan.
