Polri berdasarkan Kitab Undang-Undang Hukum Acara Pidana (KUHAP) berwenang menangani Tindak pidana di bidang perbankan, akan tetapi dalam pelaksanaanya belum maksimal dan cenderung kasusnya baru dapat diselesaikan dalam waktu yang lama.Penelitian ini bertujuan menjelaskan peran penyidik Polri dalam menangani tindak pidana di bidang perbankan, faktor-faktor yang menghambat penyidik dalam menangani tindak pidana di bidang perbankan serta upaya-upaya yang dilakukan oleh penyidik dalam menangani tindak pidana di bidang perbankan. Penelitian ini menggunakan analisis data kualitatif dengan menggunakan data lapangan dan data perpustakaan. Data lapangan diperoleh dengan cara mewawancarai responden, sedangkan data perpustakaan diperoleh dengan mempelajari peraturan perundang-undangan, buku teks, surat kabar, tulisan ilmiah, dan literatur-literatur yang ada hubungannya dengan masalah yang dibahas dalam penelitian ini.Berdasarkan hasil penelitian dijelaskan bahwa Tindak pidana di bidang perbankan merupakan bentuk kejahatan yang sangat kompleks dan rumit sehingga menyulitkan aparat penegak hukum dalam mengusut berbagai kasus kejahatan tindak pidana tersebut. Penanganan tindak pidana di bidang perbankan sama halnya seperti penyidikan tehadap tindak pidana lain. Namun, yang membedakannya adalah tindak pidana di bidang perbankan yang erat kaitannya dengan lingkungan perbankan, penyidik harus mengindahkan Pasal 14 ayat (2) Peraturan Bank Indonesia Nomor 16/1/2014 tentang Perlindungan Konsumen Jasa Sistem Pembayaran yang mengatur mengenai kerahasiaan bank. Faktor yang menghambat penyidik yaitu birokrasi perbankan itu sendiri, anggaran penyidikan Polri yang minim, kurangnya sarana prasarana penyidik, kurangnya tenaga ahli di bidang perbankan, serta Jumlah kemampuan SDM dari penyidik yang terbatas. Upaya-upaya yang dilakukan penyidik yaitu melakukan koordinasi dengan Otoritas Jasa Keuangan untuk meminta bantuan tenaga ahli, berkoordinasi dengan bank terkait yang fasilitasnya digunakan untuk melakukan tindak pidana tersebut serta meminta keterangan membuka rahasia bank.Disarankan agar pemerintah pusat terutama pihak Otoritas Jasa Keuangan dapat membantu memaksimalkan pengungkapan kasus tindak pidana di bidang perbankan, dan kepada Kapolda Aceh agar menambahkan personil penyidik dengan latar belakang pendidikan hukum dan memenuhi kebutuhan sarana prasarana dan anggaran penyidikan. Dissatisfaction arises when the results are not meeting expectations. This study aims to illustration a comparison of the level of satisfaction Askes patients, JKA patients and Jamkesmas patients with of health services in inpatient room in dr.Zainoel Abidin Hospital Banda Aceh. This type of research is an analytical study with cross sectional design. Sampling method in this study is accidendal sampling. The research instrument that used was questionnaire. Data obtained from 90 respondents will be analized with bivariate and univariate analysis. The results showed that patients who said they were satisfied as much as 52.2% and that states are not satisfied as much as 47.8%. Patients Askes users tend to be less satisfied. Respondents tend to feel less satisfied on the dimensions of reliability, responsiveness and empathy. The method is realized through flexibility and wide capability of VHDL coding. This method exposes the arithmetic operations such as addition, subtraction and others. The design technique aim to reduce occupies area for multi stages circuits by selecting suitable range of all value involved in every step of calculations. Conventional and efficient VHDL coding methods are presented and the synthesis result is compared. The VHDL code which limits range of integer values is occupies less area than the one which is not.
