Through this study, the noxious and competitive weed of rice were identified and counted, which should be helpful in developing a more sustainable weed control and management. This study was conducted at 24 different rice field covering four types of planting practices in Seberang Perai and MUDA area, namely wet seeding, water seeding, manual transplanting and mechanical transplanting method, using 0.5 x 0.5 m size quadrat with 20 samples for each field during rice at tillering to heading stage. A total of 27 weed species belonging to 14 families composing of 10 broadleaved, 8 grasses, 7 sedges and 2 submerged weed group were recorded. The dominance weeds species in four planting practices at both areas is Oryza sativa complex (weedy rice). However, there are peoples who still do not well-utilized the provided health care provision especially due to the financial reason. Willingness-to-pay (WTP) and Ability-to-pay (ATP) are two powerful tools to measure the health care services utilization in this study, as it would present the reflection of Acehnese purchasing power for health care provision in Aceh. The purpose of this study is to determine the risk factor for healt care utilization amongst outpatient at public hospital dr.Zainoel abidin Banda Aceh. Methods: cross-sectional study involved a total of 180 outpatient captured at polyclinic public hospital dr.Zainoel abidin Banda Aceh. Survey was carried out by using a tailor-made questionnaire comprised of four separated sections; patient’s sociodemography, perception, healthcare financing and insurance coverage. Data was statistically analysed by using SPSS software and had gone trough univariate analysis and multiple logistic regression. Majority respondents (83.9%) use public health care services. Their WTP as outpatient at public health care services majority in the range less than Rp.9000 while as inpatient they were willing to pay within the range of less than Rp.30.000. However, majority (71.1%) patients expressed their ability to pay for health care services were between Rp.15.000 to Rp.219.999. Most of the  respondent do not have health insurance (64.4%). However, respondent that only able to pay less than Rp.15000 and between Rp. Rp.15000 to Rp. 219.999  for health care services have a preference of going to public health care provision rather than private to seek for health care services that is vice versa to those patients that have health insurance coverage both, patient’s ATP and possesion of health insurance coverage presented a significant different (p<0.05) with the public health care utilization in this study. Program Jaminan Kesehatan Aceh (JKA) yang merupakan program perlindungan kesehatan untuk seluruh masyarakat Aceh yang bertujuan untuk mensejahterakan seluruh kalangan masyarakatnya untuk mendapatkan perlindungan kesehatan gratis. Dalam pelaksanaan JKA masih terdapat mengalami kendala didalam lapangan terutama tentang penyedian fasilitas pelayanan kesehatan seperti Rumah Sakit Pemerintah dan Puskesmas yang belum memadai untuk menampung pasien yang terlalu banyak apalagi bila pasien-pasien yang harus mendapat perawatan khusus seperti operasi jantung, operasi tulang dan rawat inap lainnya. Oleh karena itu penelitian ini ingin melihat berapa willingness to pay masyarakat terhadap kesehatan dan faktor-faktor apa yang mempengaruhi WTP tersebut. Penelitian ini dilakukan di Banda Aceh dengan pengambilan sampel dilakukan secara sengaja (purposive sampling). Berdasarkan jumlah KK yang ada di Kota Banda Aceh sebanyak 59.116 KK (BPS, 2011), dilakukan penarikan sampel berdasarkan Rumus Slovin sehingga didapat sebanyak 100 responden. Metode yang digunakan dalam penelitian ini adalah Regresi Liner Berganda dan Uji Parsial (Uji-t) pada tingkat signifikan 0,05. Dalam uji-t untuk melihat keinginan masyarakat terdapat dua variabel bebas yang mempengaruhi variabel terikat, variabel bebas yaitu variabel pendapatan dan variabel jumlah anggota keluarga dan variabel terikat yaitu keinginan membayar. Dari hasil regresi linier berganda yang telah dilakukan untuk menguji variabel keinginan untuk membayar maka dapat di ketahui bahwa variabel pendapatan dan jumlah anggota keluarga berpengaruh secara positif dan signifikan terhadap keinginan untuk membayar dan Pembuktian secara parsial (uji-t) menunjukan bahwa variabel pendapatan dan jumlah anggota keluarga berpengaruh secara parsial terhadap keinginan untuk membayar. Sedangkan pada Uji Simultan (Uji-F) dapat disimpulkan bahwa variabel independen secara simultan berpengaruh signifikan terhadap variabel dependen atau dengan kata lain variabel jumlah anggota keluarga dan pendapatan responden berpengaruh terhadap keinginan membayar (WTP).
