Masalahnya adalah bagaimana peran, bentuk-bentuk, pengaruh dan kendala yang ditemui oleh Satlantas Polresta Kota Banda Aceh dalam mengkomunikasikan aturan berlalu lintas yang benar kepada masyarakat pengguna jalan. Tujuan penelitian ini untuk mengetahui peran, bentuk-bentuk, pengaruh dan kendala mongkomunikasikan upaya tersebut. Penelitian ini menggunakan teori S-O-R (Stimulus Organisme Respon). Metode yang digunakan dalam penelitian adalah metode kualitatif. Teknik pengumpulan data dan informasi diperoleh dengan melakukan wawancara mendalam kepada subjek-subjek yang berkaitan, kemudian dilakukan observasi dan dokumentasi. Data tersebut kemudian dianalisis dengan melakukan reduksi data, direalisasikan, dan pengambilan kesimpulan. Hasil penelitian, masih banyak masyarakat yang melakukan pelanggaran lalu lintas. Satlantas Polresta Banda Aceh sudah mensosialisasikan aturan berlalu lintas yang benar kepada masyarakat seperti saweu sikula, polisi meupeup-pep, pemasangan baliho, penyampaian informasi lewat media massa, bekerja sama dengan instansi lain dan mengutamakan kenyamanan berlalu lintas dan terdapat juga respon masyarakat menjadi lebih displin dalam berkendaraan. Kendala yang dihadapi kurangnya partisipasi masyarakat dan tidak efektifnya sanksi yang deberikan. Saran kepada Satlantas Kota Banda Aceh, agar terus meningkatkan upaya mengkomunikasikan aturan berlalu lintas yang benar kepada masyarakat pengguna jalan. Pemekaran suatu daerah secara intensif berkembang di Indonesia sebagai salah satu jalan untuk pemerataan pembangunan dan meningkatkan kesejahteraan di daerah. Salah satu provinsi baru yang akan dibentuk adalah Provinsi ALA sebagai provinsi yang terpisah dari Provinsi Aceh. Perjuangan pembentukan Provinsi ALA dipelopori oleh Tokoh Gayo serta elit politik yang terus memperjuangkan hingga pemekaran terwujud.Tujuan penelitian ini untuk mengetahui upaya apa saja yang telah dilakukan tokoh Gayo dalam pembentukan Provinsi ALA, menganalisis faktor apa saja yang mempengaruhi pembentukan Provinsi ALA, serta apa saja kendala yang dihadapi tokoh Gayo dalam pembentukan provinsi ALA.Teknik pengumpulan data yang digunakan yaitu penelitian lapangan dan penelitian kepustakaan. Penelitian lapangan dilakukan untuk memperoleh data primer yang dilakukan dengan wawancara dan observasi partisipan. Sedangkan penelitian kepustakaan untuk memperoleh data sekunder berdasarkan buku-buku dan bacaan terkait.Hasil penelitian ini menunjukkan dua hal, pertama, upaya yang dilakukan oleh tokoh Gayo dalam pembentukan Provinsi ALA, adalah melobi elit politik pusat, aksi damai, seminar, diskusi dan sosialisasi. Kedua, Salah satu peluang terbesar dalam proses pembentukan Provinsi ALA adalah adanya dukungan dari tokoh Gayo, masyarakat, budayawan, LSM serta semua kalangan yang terlibat, semua telah terakomodasi dengan baik sehingga hal ini menjadi aspirasi utama masyarakat, kemudian adanya dukungan dari pihak eksekutif serta legislatif pusat dan daerah dalam mempercepat terbentuknya Provinsi ALA.Diharapkan kepada pihak eksekutif, legislatif serta lembaga yang ikut berperan agar mampu mendengarkan suara dan harapan rakyat sehingga permasalahan kesejahteraan dikemudian hari tidak terjadi lagi.Kata Kunci: Pemekaran Wilayah, Provinsi ALA, Tokoh Gayo. Expansion an area intensively developed in Indonesia as one of the way to equitable development and improving welfare in the region. One of the new provinces to be formed as a province was a province separate from the province of Aceh. The struggle of the formation of the province of ALA Notables spear headed by Gayo and the political elite who continue to struggle until the extraction materializes.The purpose of this research is to find out what efforts have been made in the establishment of the province of Gayo people ALA, analyze the factors which influence the formation of what are the province of the ALA, and what are the obstacles faced in the creation of the province of Gayo people ALA.Data collection techniques used are field research and library research. Fieldwork was conducted to obtain primary data through interviews and participant observation. While the research literature to obtain secondary data based on books and reading related.The results of this study showed two things, first, the efforts made by Gayo figure in the formation of ALA province, is lobbying the central political elite, peaceful action, seminars, discussions and socializing. Second, One of the greatest opportunities in the process of the formation of ALA is the support of leaders Gayo, community, cultural, NGOs and all people involved, all have been accommodated so well that it becomes the main aspirations of the community, and the support of the executive and legislative central and provincial regions in accelerating the formation of ALA.Expected to the executive, legislative and institutions that contributed to be able to listen to the voices and hopes of the people so that welfare problems in the future does not happen again.Keywords: Region Expansion, ALA Province, Gayo Figures.
