Hasil belajar siswa kelas kontrol dengan nilai rata-rata =27 dan kelas eksperimen dengan nilai rata-rata=47,5. Darai hasil pengelohan data didapatkan t_hitung = 8,26 dan t_tabel = 2,68. Kesimpulan penelitian ini adalah hasil belajar kognitif berpengaruh terhadap hasil belajar yaitu pada kelas eksperimen yang menggunakan metode resitasi dan lembar kerja siswa nilainya lebih meningkat dibandingkan pada kelas kontrol yang tidak menggunakan metode resitasi dan lembar kerja siswa. Kebijakan ini dikeluarkan oleh pemerintah yang diperuntukkan bagi masyarakat mampu dan tidak mampu.Penelitian ini bertujuan untuk menganalisis dan menjelaskan Implementasi Kebijakan Publik dalam pelaksanaan JKN dan JKRA di RSUD Meuraxa Kota Banda Aceh dan dampak negatif dan positif dalam pelaksanaannya, serta sinkronisasi antara JKN dan JKRA. Data yang diperlukan dalam penulisan skripsi diperoleh melalui penelitian kepustakaan dan penelitian lapangan. Penelitian kepustakaan dilakukan dengan cara membaca buku teks, peraturan perundang-undangan, serta bacaan yang berkaitan dengan penelitian ini, sedangkan penelitian lapangan diperoleh melalui hasil wawancara dengan beberapa informan yang berkaitan dengan penelitian.Hasil penelitian menunjukkan bahwa, program JKN dan JKRA sudah mulai diimplementasikan dan telah berjalan sejak awal Januari 2014 di RSUD Meuraxa Kota Banda Aceh. Pada pelaksanaannya, program jaminan kesehatan tersebut belum dapat memberikan pelayanan yang berkualitas dan memuaskan. pemahaman masyarakat merupakan salah satu faktor yang mengakibatkan program pemerintah ini banyak menuai kasus-kasus di lapangan. Beberapa faktor terjadi disebabkan oleh; kurangnya sosialisasi, kurangnya monotoring dan evaluasi dari pemerintah daerah, kurangnya kerjasama antara puskesmas dan rumah sakit. Sejauh ini pelaksanaan JKN dan JKRA mulai menunjukkan arahnya dibandingkan dengan pelaksanaannya yang dahulu. Sinkronisasi serta integrasi yang dilakukan mulai terarah, walaupun sepenuhnya belum mencapai kesempurnaan. Pemerintah sebagai pembuat kebijakan hendaknya terus melakukan evaluasi kepada pihak rumah sakit, harus lebih cepat dalam menuntaskan permasalahan pelayanan. This policy is issued by the Government are reserved for the community can afford and couldn't afford it.This research aims to analyze and explain the implementation of public policies in the implementation of JKN and JKRA in a public hospital in Banda Aceh's Meuraxa Area and the impact of negative and positive in its implementation, as well as synchronization between JKN and JKRA. The data that is required in writing a graduation thesis and research libraries are obtained through field research. Libraries research are done by way of reading text books, legislation, as well as readings related to this research, and the research field is obtained through interviews with some of the informant with regard to research.The results showed that JKN and JKRA program, have already started to be implemented and has been running since early January, 2014 at a public hospital in Banda Aceh's Meuraxa District. In practice, the health security program has not been able to provide a quality service and satisfying. Understanding society is one of the factors that lead to this much government program reap the cases in the field. Several factors occur caused by; the lack of socialization, lack of evaluation and monotoring of the local governments, lack of co-operation between clinics and hospitals. So far the implementation of JKN and JKRA started showing him compared to the implementation first. Synchronization and integration is done start directional, although fully haven't reached perfection.Government as policy makers should continue to conduct the evaluation to the hospital, should be faster in completing the service problems.
