                <text>Penyakit Hirschsprung adalah penyebab obstruksi usus tersering pada neonatus, dengan insidensi keseluruhan 1 : 5000 kelahiran hidup dimana laki-laki lebih banyak dari pada perempuan dengan perbandingan 4 : 1. Salah satu tindakan bedah definitif pada penyakit Hirschsprung adalah prosedur Transanal Endorectal Pull Through (TEPT) yang menunjukkan hasil memuaskan khususnya pada tipe rektosigmoid. Tujuan penelitian ini adalah untuk mengetahui gambaran outcome pasien penyakit Hirschsprung pasca operasi TEPT. Penelitian ini merupakan penelitian deskriptif dengan pendekatan retrospektif yang dilakukan pada pasien penyakit Hirschsprung yang telah menjalani operasi lebih dari 6 bulan di RSUD dr. Zainoel Abidin Banda Aceh kemudian dihubungi melalui telepon untuk menilai outcome fungsi anorektal pasca tindakan TEPT dengan menggunakan kuesioner Heikkinen. Sampel penelitian berjumlah 36 responden yang akan dianalisis menggunakan analisis univariat dan tabulasi silang. Hasil penelitian didapatkan outcome fungsi anorektal paling banyak adalah kontinensia baik (50%), usia pasien saat dilakukan tindakan operasi paling banyak adalah 0-1 bulan (38,9%), usia pasien saat dilakukan follow-up paling banyak adalah 1-5 tahun (86,1%), jenis kelamin paling banyak adalah laki-laki (63,9%), panjang reseksi usus paling banyak adalah kelompok 10-20 cm (94,4%), dan lama rawatan paling banyak adalah 4-7 hari (61,1%). Penilaian outcome fungsi anorektal ini dapat dijadikan sebagai evaluasi terhadap manajemen penyakit Hirschsprung.Kata kunci : penyakit Hirschsprung, prosedur TEPT, outcome fungsi anorektal.</text>

                <text>Issues related to food safety recently increased. The incidence of foodborne diseases is increasing and international food trade is disrupted by frequent disputes over food safety and quality requirements. Many food control systems need to be revised and strengthened if improvements are to be realized. Food safety has also been a problem and has taken attention many countries in the world especially the developed countries that have a deep interest in this trading issue. Goods which related to the food safety issues are the scope of the Sanitary &amp; Phytosanitary Measures (SPS Agreement). SPS Agreement is trying to establish basic rules for food safety and animal and plant health standards and it also Allows states to set their own standards but must be based on science and they also have to apply this rule only to the extent necessary to protect humans, animals or plants or health.This research aims to show the implementation of SPS Agreement in case of Australia Measures Affecting the Importation of Apples from New Zealand; how the parties solving their problems using SPS Agreement; and obstacles faced by WTO (World Trade Organization) members particularly Australia and New Zealand in applying SPS Agreement.In order to compile data in the research, library research is applied to get secondary data, through reading, citing and analyzing data that are related to object of research. The methodology apply is normative research. This method will explain how to implement the SPS Agreement in the WTO case.Based on the research, there are several articles that violated by Australia such as, Australia inconsistent with the 16 measures at issues, both as a whole and individually and constitute SPS measures within the meaning of Annex A(1) to the SPS Agreement, inconsistent with Article 5.1 and 5.2 of the SPS Agreement, inconsistent within the meaning of Article 11 of the DSU (Dispute Settlement Understanding), inconsistent with Article 5.6, and Panel finds that New Zealand has not established that the 16 measures at issue are inconsistent with Annex C (1) (a) and Article 8 of the SPS Agreement.It is recommended to be more transparency and open hearing. It would make all parties who want to help become easier to enter into the public oral hearing and it is recommended to create a standard of review that even better than the previous one in order to help the parties to resolve problems easily.</text>

                <text>The Effect of Drying Rate on Physiological Changes in Seed of Avicennia marina (Forsk.) Vierh.ABSTRACT. Avicennia marina seed has been classified a highly recalcitrant that need the right handling for maintaining seed viability. The objective og this study was to investigate physiological, biochemical, anatomical changes at various drying rate, fast, medium and slow drying. Seed moisture content, germination percentage, speed of germination, index of vigor, time to reach 50% germination, electrolyte leachates, oligosaccharide content were determined, and anatomical of embryonic axes was observed at various times durng desiccation. The result of the experiment show that the moisture content of A. marina seed was 60.75-64.67% at shedding. Time to reach the lowest moisture content (32-33%) at fast, medium and slow drying were 6, 10 and 14 days, respectively. First and final count in germination test were 13 and 22 days. Critical moisture content of seed based on time to reach 50% viability (P50) were 37.25, 43.28, and 45.92% for fast, medium and slow drying, respectively. The critical moisture content based on speed of germination were 36.51, 42.47, and 45.01% for fast, medium and slow drying, respectively.</text>

                <text>Forest fires occur almost every year in the ASEAN region, especially inIndonesia. ASEAN Agreement on Trans-boundary Haze Pollution (AATHP), signedin Kuala Lumpur Malaysia in June 2002, was formed to handle trans-boundary hazepollution which caused by forest fire. This agreement has been ratified by nineASEAN countries, but Indonesia is the only country that has not ratified it.This study aims to examine the rights and obligations of the AATHP memberstates in overcoming forest fire and to comprehend advantages and disadvantages forIndonesia if Indonesia ratifies the AATHP as well as to comprehend the obstaclesfaced by Indonesia in overcoming forest fire.The method of research that used is a library research. Library research isapplied to get secondary data, through reading, citing and analyzing data that arerelated to object of research.The research shows that AATHP requires ASEAN countries to work togetherto prevent and resolve trans-boundary haze pollution from forest fires, for exampleworking together on identifying fire, assessment and early warning systems,exchange of information and technology, and the provision of mutual assistance.Every country has the sovereign right to exploit their natural resources at theirdisposal, but shall ensure that such activities do not damage the environment andhealth of people of other countries. Various advantages will be obtained afterratifying AATHP, especially for Indonesia of which will receive funding andtechnical cooperation and assistance from member countries AATHP to tackle caseof forest fires and Indonesia will be the center of activity for the reduction ofpollution haze. Various reasons disclosed that Indonesia would also suffer losses byfacilitating the parties that will help overcome these fires and should alleviate taxesand other costs related to this cooperation. Then, the weakness of environmentalgovernance and lack of public awareness of the dangers of forest fires continued useof fire to clear land, as well as difficult to find hotspots due to lack of manpowerskilled and facilities available, a cause of difficulties to overcoming forest fires.It is recommended that the ASEAN should seek to ensure that after Indonesiaratified the AATHP Indonesia will get many advantages, so that forest fires can beovercome with the cooperation of AATHP member countries and the Indonesiangovernment should immediately made a special Act to carry out the mandate of theAATHP. In addition, Indonesia should be firm in taking legal action against theperpetrators who caused forest fires and strengthen the commitment for protectforests in Indonesia also provide socialization to the community about theimportance of protecting forests for the survival of humans and other creatures.</text>

                <text>Effect of various Types of Bokasi and Dosages on the Change of Macro Nutrient (N, P and K) on Saline Soil and the Grewth of Maize (Zea mays L)ABSTRACT. The research was aimed to find out the effect of various types of bokasi and dosages on the change of macro nutrient (N, P and K) on saline soil and the growth of maize. The research method was a randomized complete block design factorial, consist of two factors. First factor was types of bokasi made from some organic matters decomposited using EM4 I,e. paddy hay, sawdust, and gamal. Second factor wa dosage I.e. 10 ton ha-1, 15 ton ha-1 and 20 ton ha-1. The experiment had three replications so that there were 27 experiment units. Observed variables were chemical soil properties (pH H2O, N total, P available, and K exchangeable at 60 days after incubation), plant growth (plant height at 30 and 60 days after planting, dry weight on top of plant and dry weight on the root at 60 days after planting. The result showed that application of various types of bokasi and dosage gave significant effect on al variable observed. Bokasi from gamal gave the biggest changes of all of observed variable, followed bay paddy hay and sawdust. The higher the bokasi dosage were given, the bigger the changes were occurred on all of observed variable. There were no significant interactions between bokasi types and dosage.</text>

Nursiti, S.H., M.Hum.Disparitas pidana di dalam sistem pemidanaan, dapat menimbulkan rasa ketidakadilan dan ketidakpuasan, bagi terdakwa suatu tindak pidana dan masyarakat. Pada kenyataannya, disparitas pidana sering terjadi pada putusan yang dijatuhkan oleh hakim, seperti pada Putusan Nomor 360/Pid.B/2011/PN-BNA dan Putusan Nomor 386/Pid.A/2009/PN-KSP. Sehingga tidak tercapainya tujuan hukum yaitu kepastian, keadilan, dan kemanfaatan hukum.Tujuan dalam penelitian ini adalah menjelaskan penyebab terjadinya disparitas pidana kurungan pengganti denda dalam putusan kasus narkotika dan menjelaskan dasar pertimbangan yang digunakan hakim dalam penetapan pidana pengganti denda dalam putusan kasus narkotika.Untuk memperoleh data dalam penelitian ini, digunakan metode penelitian yuridis normatif dengan studi kepustakaan untuk memperoleh data sekunder yang bersifat teoritis dan metode penelitian yuridis empiris untuk memperoleh data primer dengan melakukan wawancara mendalam dengan hakim pengadilan negeri yang memutus perkara narkotika yang dipilih dan hakim pengadilan tinggi.Hasil penelitian menunjukkan bahwa penyebab terjadinya disparitas pidana pengganti denda, dikarenakan adanya kebebasan hakim dalam menjatuhkan putusan, yang telah ditentukan dalam Undang-Undang Dasar 1945 dan Undang-Undang Nomor 48 Tahun 2009 tentang Kekuasaan Kehakiman, adanya ancaman pidana minimum dan maksimum pada Undang-Undang Nomor  35 Tahun 2009 tentang Narkotika, serta penggunaan dasar hukum yang tidak tepat terhadap pidana pengganti denda, terjadinya perubahan terhadap undang-undang narkotika, ketidaktelitian dalam pembuatan naskah putusan yang berdampak pada hak-hak yang akan didapatkan terdakwa dan rasa keadilan yang berbeda bagi hakim dan terdakwa. Dasar pertimbangan hakim dalam menetapkan besarnya pidana pengganti denda adalah keyakinan hakim terhadap tidak dibayarkannya pidana denda yang telah ditetapkan dalam putusan, karena kondisi ekonomi terpidana yang rendah, hal-hal yang memberatkan dan meringankan serta jumlah barang bukti yang digunakan terdakwa, umur dan pekerjaan terdakwa yang berbeda-beda.Disarankan agar hakim dalam menjatuhkan pidana pengganti denda dalam perkara narkotika menggunakan ketentuan dalam Pasal 148 Undang-Undang Nomor 35 Tahun 2009, dan menyebutkan dasar pertimbangannya dalam menetapkan lamanya pidana pengganti denda yang diberikan, sehingga dapat diketahui apa yang menjadi penyebab perbedaan terhadap lamanya pidana pengganti denda yang diberikan dalam setiap putusan. Pembuat kebijakan hendaknya memperhatikan efektivitas penetapan sanksi dalam bentuk pidana denda.</text>

                <text>ABSTRAKPseudomonas  aeruginosa  adalah  salah  satu  bakteri  Gram  negatif  yang perkembangan  resistensinya  sangat  pesat  terhadap  beberapa  jenis  antibiotik seperti  Semisynthetic  Penicillinase-Resistant  Penicillins  (SPRPs),  sephalosporin dan golongan aminoglikosida.  Daun salam adalah salah satu tumbuhan yang telah diketahui memiliki aktivitas antibakteri. Daun salam mengandung minyak atsiri, alkaloid,  flavonoid  dan  tanin.  Penelitian  ini  bertujuan  untuk  mengetahui Konsentrasi  Hambat  Minimal  (KHM)  dan  Konsentrasi  Bunuh  Minimal  (KBM) ekstrak  etanol  daun  salam  terhadap  pertumbuhan  P.  aeruginosa    isolat  klinis. Penelitian  ini  dilaksanakan  di  Laboratorium  Mikrobiologi  RSUD  dr.  Zainoel Abidin.  Penelitian  ini  merupakan  penelitian  eksperimental  laboratorium  dengan menggunakan  metode  Rancangan  Acak  Lengkap  (RAL).  Rancangan  penelitian menggunakan  4  kelompok  perlakuan  (terdiri  atas  ekstrak  etanol  daun  salam dengan  konsentrasi  100  mg/ml,  200  mg/ml,  300  mg/ml  dan  400  mg/ml)  dankelompok kontrol negatif  (terdiri dari  suspensi bakteri  P. aeruginosa  isolat klinis dan  ekstrak etanol daun salam).  Hasil  penelitian ini didapatkan  KHM  dan  KBMekstrak  etanol  daun  salam  terhadap  P.  aeruginosa  adalah  300  mg/ml.  Analisis statistik dengan uji ANOVA yang dilanjukan dengan uji Tukey dan Duncan untuk KHM  serta  uji  Kruskal-Wallis  untuk  KBM  didapatkan  nilai  p  &lt;  0,5.  Hasil  ini menunjukkan  bahwa ekstrak etanol daun salam pada konsentrasi 300 mg/ml telah mampu menghambat dan membunuh P. aeruginosa isolat klinis. The objective of the study were to know inhibited of growth of Volvoriella volvaceae by Rhizopus so all of cultivated media.
