Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan adalah Observasi, Wawancara dan Studi Dokumentasi. Subjek penelitian adalah Komite, Kepala Sekolah, Guru dan Murid. Hasil penelitian menunjukkan: 1) Strategi Kepala Sekolah dalam perencanaan peningkatan mutu adalah melibatkan seluruh personil sekolah, Kepala Sekolah memberi kesempatan kepada guru dalam perencanaan mutu, Kepala Sekolah bekerjasama dengan komite dalam menyusun anggaran sekolah. 2) Strategi Kepala Sekolah dalam peningkatan mutu adalah Guru yang mengajar harus sesuai dengan kualifikasinya, pembelajaran sesuai kurikulum, membantu dan menasehati guru, kegiatan penerimaan siswa dengan melakukan tes. 3) Strategi Kepala Sekolah dalam pengawasan peningkatan mutu adalah melakukan supervisi pengajaran dengan menggunakan teknik kelompok dan teknik perseorangan terhadap kegiatan peningkatan mutu di sekolah. 4) Hambatan dalam pelaksanaan peningkatan mutu adalah Kepala sekolah tidak dapat membagi waktu dan mengontrol seluruh kegiatan sekolah. Kurangnya kemampuan guru dalam mengoperasikan sarana laboratorium komputer sekolah yang terlalu canggih. This study aimed to find out the capability of principal in establishing cooperation, including cooperation program between vocational high school (SMK) and business and industrial organization (DU/DI), mechanism of cooperation between SMK and DU/DI to improve the competence of graduates, and factors that influenced the cooperation between SMK and DU/DI. This study used qualitative approach with descriptive method. Techniques of data collection used were interview, observation, and documentation study. Subjects of this study were DU/DI, principal, vice principal for public relations, and school counselors in State SMK 3 of Banda Aceh. It was found from the results of the study that the cooperation programs between SMK and DU/DI were shown from the school’s vision and mission, the formulation of curriculum, the implementation of cooperation and the assessment report of cooperation. The mechanism of cooperation was shown from the agreement of both parties in the form of MOU in the implementation of industrial practice and other cooperation, which were guest speaker, the implementation of competency test, and other seminars. Factors that influenced the cooperation between SMK and DU/DI in improving the competence of graduates were shown from the involvement and the commitment of school personnel in formulating school’s regulation and profile. It is hoped that the principal and vice principal for public relations can foster the cooperation continuously. The cooperation that bases on the MOU should be socialized, so that both parties can exercise their rights and fulfill their obligations effectively. Teknik pengumpulan data adalah wawancara, observasi dan dokumentasi.Subjek penelitian adalah ketua, anggota komite madrasah, kepala madrasah dan guru.Hasil penelitian menunjukkan bahwa:1) Program komite madrasah dalam rangka peningkatan mutu madrasah dilakukan melalui rapat-rapat untuk pemecahan masalah pendidikan di madrasah, di antaranyarapat penerimaan siswa baru, rapat wali siswa setiap akhir semester, rapat untuk pembangunan fasilitas pendidikan, penggalangan dana masyarakat, bantuan sarana, penambahan jam belajar sore (les), dan pengadaan kegiatan ekstra kurikuler seperti drum band serta peringatan hari-hari besar Islam;2) Program komite madrasah yang sudah dilaksanakan adalah memberi dukungan berupa penggalangan dana masyarakat, bantuan prasarana seperti pembuatan plang nama madrasah, menciptakan kenyamanan dan penghijauan lingkungan madrasah, kegiatan belajar les sora dan kegiatan drum band; 3) Hasil evalusi program komite madrasah menunjukkan bahwa tidak semua program dapat dijalankan secara maksimal. Hal ini disebabkan oleh adanya beberapa kendala, di antaranya struktur organisasi, komunikasi, pemahaman tentang peran dan fungsi komite madrasah, independensi, dan transparansi manajerial. This study aimed to find out what the program of school committee, the strategy/approach used by the school committee, and the obstacle faced by the school committee in improving the education quality. This study used qualitative approach with descriptive method. Techniques of data collection used were observation, interview, and documentation study. Subjects of this study were chairperson of school committee, principal, and teachers. The results of the study showed that: (1) the programs of school committee in improving the education quality included regular meeting of school committee for each semester, participating to approve the School Activity and Budget Plans (RKAS)/School Budget (RAPBS), giving suggestion and recommendation to local government to improve the quality of educational services based on the school’s need. However, the implementation of these programs was not effective yet. (2) The strategies of school committee in improving the education quality were regular meeting with school community at the end of each semester, together with the school, formulating vision and mission of school, formulating RKAS and RAPBS, and developing the potential to better prospect. (3) The obstacle faced by school committee in improving the education quality was the lack of communication between school and school committee because of the lack of time had by school committee, so that the programs of school committee became less effective.Keywords: Strategy, Education Quality, and School CommitteeAbstrak: Strategi komite sekolah merupakan salah satu faktor keberhasilan program pendidikan yang meliputi pengetahuan dan motivasi dalam peningkatan mutu pendidikan. Pendekatan yang digunakan dalam penelitian ini yaitu pendekatan kualitatif dengan metode deskriptif.
