Tujuan perencanaan ini adalah untuk meningkatkan kualitas tenaga kesehatan gigi dan Mulut di Indonesia terutama di Provinsi Nanggroe Aceh Darussalam. Serta menjadi pusat penelitian dasar dan terapan di bidang Ilmu Pengetahuan dan Teknologi kedokteran gigi. Proses perencanaan ini diawali dengan pendekatan studi literatur, studi banding dari berbagai sumber mengenai objek perencanaan sejenis yang berhubungan dengan Perencanaan RSGM Unsyiah, hingga melakukan studi lapangan untuk mengetahui kondisi fisik tapak(lahan). Tahapan selanjutnya adalah mengidentifikasikan permasalahan-permasalahan yang timbul dalam perencanaan. Selanjutnya permasalahan-permasalahan tersebut dianalisis serta ditemukan pemecahannya dengan mempertimbangkan kondisi tapak(lahan), peraturan setempat, dan ketentuan umum serta ketentuan teknis perencanaan.
