Dalam pelaksanaan pemilukada tahun 2012 di Gayo Lues telah terjadi perubahan dinamika politik yang cukup dramatis dilihat dari fakta yang terjadi dilapangan, khususnya pasca pelaksanaan pemilukada dengan melahirkan konsep baru dalam peta politik saat ini.Penelitian ini bertujuan untuk mengetahui dan menjelaskan tentang persepsi masyarakat atas pelaksanaan pemilukada di Gayo Lues serta dampaknya terhadap perubahan dinamika politik yang sedang berlangsung, untuk mengetahuipandangan masyarakat Gayo Lues terhadap peran lembaga-lembaga penyelengara pemilukada dalam menjalankan tugasnya, dan untuk mengetahui hubungan pemerintah dengan masyarakat setelah pelaksanaan pemilukada tahun 2012 selesai dilaksanakan.Metode penelitian ini bersifat kualitatif dengan konsep analisis deskriftif. Konsep ini digunakan untuk mengambarkan data yang sudah diperoleh melalui proses analisis mendalam dan selanjutnya diakomodasikan dalam bentuk bahasa secara berurut atau dalam bentuk naratif. Lokasi penelitiannya di Kabupaten Gayo Lues. Pengambilan data dari penelitian ini adalah dari wawancara langsung dengan pihak KIP, anggota legislatif, tokoh politik, tokoh masyarakat dan pelajar yang memiliki hak pilih di Kabupaten Gayo Lues.Hasil penelitian menunjukkan bahwa persepsi masyarakat Gayo Lues terhadap pelaksanaan pemilukada tahun 2012 secara politik sedikit menyimpang dari nilai-nilai demokrasi yang seharusnya, ditandai dengan perubahan prilaku politik masyarakat dari politik santun menjadi anarkis.Kurang demokratisnya pelaksanaan pemilukda Gayo Lues tahun 2012 juga disebabkan oleh tidak profesionalnya penyelengara pemilukada dalam menjalankan tugasnya yang berdampak terhadap sikap politik masyarakat secara umum, yang ditandai dengan kurang harmonisnya hubungan pemerintah dengan masyarakat paska pemilukada terlaksana.Disarankan kepada pemerintah dan elit-elit politik di Gayo Lues agar bisa memberikan pendidikan politik yang baik bagi masyarakat. Bagi Komisi Independen Pemilihan (KIP) agar dapat membenahi kualitas SDM dan tahapan teknis penyelenggaraannya. Identifikasi bakteri dan uji resistensi S. aureus terhadap methicillin telah dilakukan pada penelitian sebelumnya. Hubungan genetika S. aureus antar isolat sapi dan manusia ditentukan menggunakan teknik single enzyme amplified fragment length polymorphism (AFLP). Hasil penelitian diketahui bahwa berdasar analisis AFLP S. aureus memperlihatkan 15 pola genetika (A sampai O) dan dapat dikelompokkan ke dalam 7 klas (I sampai VII). Staphylococcus aureus isolat asal sapi dari daerah yang berdekatan (Boyolali dan Solo), dapat dikelompokkan dalam 1 klas (kecuali 1 isolat sapi dari Yogyakarta), isolat sapi dan manusia dari Yogyakarta dapat dikelompokkan dalam beberapa klas. Masing-masing klas terdapat isolat S. aureus yang telah resisten terhadap MRSA. Abstract: The purposes of this study were to determine effects of KCl fertilizer and straw compost on soil chemical characteristics, growth and yield of rice (Oryza sativa L.). The experiment used a factorial randomized complete block design with 3 replications. The first factor was KCl fertilizer (0, 100, 150 kg ha-1). The second factor was straw compost doses (0, 10, 20 ton ha-1). The results showed that KCl fertilizer exerted highly significant effects on C organic, N-total , P-available and CEC of soil, panicle numbers per hill and 1000 grains at moisture content of 14%, grain yield per hectare at 14% moisture content and significant effects on plant height at age 35 days after transplanting (DAT) and tiller numbers at age 25 DAT. Straw compost also exerted highly significant effects on organic-C, N-total, CEC of soil, panicle numbers per hill and grain yield per hectare at 14% moisture content and a significant effect on tiller numbers at age 35 DAT. There were significant interactions between KCl fertilizer and straw compost on soil pH, K-exchangeable, number of filled grains per panicle, percentage of empty grains per panicle. The best combination of was 100 kg KCl ha-1 and 20 tons straw compost ha-1.Abstrak: Tujuan penelitian ini adalah untuk mengetahui pengaruh pemupukan KCl dan kompos jerami terhadap sifat kimiatanah, pertumbuhan dan hasil padi sawah (Oryza sativa L.). Penelitian ini menggunakan rancangan acak kelompok (RAK) pola faktorial dengan 3 kali ulangan. Faktor pertama pupuk KCl (0, 100, 150 kg ha-1). Faktor kedua takaran kompos jerami (0, 10, 20 ton ha-1). Hasil penelitian menunjukkan pupuk KCl berpengaruh sangat nyata terhadap C-organik tanah, N-total tanah, P-tersedia tanah dan KTK tanah, jumlah malai per rumpun, berat 1000 butir gabah dan hasil gabah per hektar pada kadar air 14% serta berpengaruh nyata terhadap tinggi tanaman umur 35 HST dan jumlah anakan umur 25 HST. Dosis kompos jerami berpengaruh sangat nyata terhadap C-organik tanah, N-total tanah, KTK tanah, jumlah malai per rumpun dan hasil gabah per hektar pada kadar air 14% serta berpengaruh nyata terhadap jumlah anakan umur 35 HST. Panglima Nyak Makam continuation road was completed, the Surabaya bridge on the T. Hasan Dek road is the main route for the movement of the segment between Tgk. Imum Lueng Bata - T. Hasan Dek - T. Iskandar Road in Banda Aceh city. The traffic volume on this road is high, because these segment of roads connecting road users of the area of Lueng Bata - Ingin Jaya and surrounding areas to the education center and offices are located in the city of Banda Aceh. In this study is conducted on the use of alternative road with the assumption that the Santan Bridge has been built and its effect on vehicle operating costs (VOC). Data taken in this study is the data of traffic volume, traffic speed and vehicle cost units. The results of data analysis showed that, the scenarios do nothing has the traffic volume of 1571 passengers car unit per hour (pcu/h), and the capacity of 1427 pcu/h, free flow speed of 50 km/h, the degree of saturation of 1.10, as well as the VOC is Rp. 2,975,114,800, - per year. The scenario do something 1 showed that the traffic volume of 281 pcu/h, the degree of saturation of 0.18, and the savings of VOC of is Rp. 400 103 093, - per year. For scenario do something 2, the traffic volume 530 pcu / h, the degree of saturation is 0.35, and the saving of VOC,is Rp. 756 817 075, - per year. While the capacity and the free flow speed on the scenarios do something 1 and do something 2 respectively for 1520 pcu/h and 54 km/hour. From the comparison of the three scenarios, it can be concluded that the development section of  Jalan T. Panglima Nyak Makam selesai dibangun, maka jembatan Surabaya pada ruas jalan T Hasan Dek merupakan jalur utama untuk pergerakan dari ruas Jalan Tgk. Imum Lueng Bata - T. Hasan Dek - T. Iskandar Banda Aceh. Ruas jalan ini memiliki volume lalu lintas yang tinggi, karena ruas jalan ini menghubungkan pemakai jalan dari kawasan Lueng Bata - Ingin Jaya dan sekitarnya ke pusat pendidikan dan perkantoran yang berada di Kota Banda Aceh. Pada studi ini dilakukan kajian tentang penggunaan jalan alternatif dengan asumsi bahwa jembatan santan telah selesai dibangun dan pengaruhnya terhadap biaya operasional kendaraan (BOK). Data yang diambil pada penelitian ini adalah data volume lalu lintas, kecepatan lalu lintas dan unit-unit biaya kendaraan. Hasil analisis data, pada skenario do nothing diperoleh volume lalu lintas sebesar 1.571 smp/jam, kapasitas 1.427 smp/jam, kecepatan arus bebas 50 km/jam, derajat kejenuhan 1,10, serta BOK sebesar Rp. 2.975.114.800,- per tahun. Volume lalu lintas, derajat kejenuhan, dan penghematan BOK pada skenario do something 1 masing-masing sebesar 281 smp/jam, 0,18, dan Rp. 400.103.093,- per tahun. This intersection was modified from three approaches between T.P. Nyak Makam Street and T. Iskandar Street, to be four approaches intersection.  The new approaches is connected T.P. Nyak Makam Street to B. Aceh – Medan National road after finishing Santan Bridge. The objective of this study is to analyze the performance of four approaches junction with traffic signal. Video Camera was installed in the data collection then analyze with Indonesian Highway Capacity Manual (IHCM, 1997) and the result would be come out in graphs and tables. The result showed that at peak hour and the highest flow are from the North approaceh, South approaches, east approach, and West approache consecutively; 810 pcu/hour, 571 pcu/hour, 797 pcu/hour, and 870 pcu/hour. Meanwhile the capacity for the existing condtion for those four approaches are consecutively; 596 pcu/hr, 766 pcu/hr, 770 pcu/hr, and 557 pcu/hr. From these data of the existing condition then can be found that the average degree of saturation (DS) is 1,18 and average delay is 402,6 sec/pcu, with cyclus time 89 second. After adjusting the geometric of junction, the performance is getting better with increase in capacity all approaches namely; the North approaceh tobe 1093 pcu/hr, South approaches 771 pcu/hr, East approach 1076 pcu/hr, and West approache 1174 pcu/hr. The average DS for all approach become lower to 0,74, and the average delays to be 24,4 sec/pcu. After predicting 5 years later with average traffic grouth of 17,5% per year, so DS will be 1,66, it means that need to be evaluated.Keywords : Flow, capacity, degree of saturation, delay, cyclus time.Abstrak: Simpang BPKP terletak di Kota Banda Aceh, sebelumnya merupakan simpang berlengan tiga antara jalan T. P. Nyak Makam dengan jalan T. Iskandar. Setelah dibangunnya Jembatan Santan yang merupakan terusan jalan T. P. Nyak Makam menuju jalan Nasional B. Aceh – Medan di Desa Meunasah Manyang Aceh Besar, maka Simpang BPKP menjadi simpang berlengan empat. Penelitian ini bertujuan untuk menganalisa kinerja simpang berlengan empat yang diatur dengan sinyal lalu lintas. Pengumpulan data  dilakukan dengan menggunakan kamera video yang kemudian diolah menggunakan metode MKJI 1997 dan hasil yang didapat dalam bentuk tabel dan grafik. Hasil perhitungan jam puncak dengan arus tertinggi diperoleh pada lengan Utara, Selatan, Timur dan Barat masing-masing sebesar 810 smp/jam, 571 smp/jam, 797 smp/jam dan 870 smp/jam. Nilai kapasitas kondisi eksisting pada lengan Utara, Selatan, Timur dan Barat masing-masing sebesar 596 smp/jam, 766 smp/jam, 770 smp/jam dan 557 smp/jam. Setelah dilakukan analisis dengan perubahan geometrik, kinerja simpang menjadi lebih baik ditandai dengan nilai kapasitas pada lengan Utara, Selatan, Timur dan Barat masing-masing sebesar 1093 smp/jam, 771 smp/jam, 1076 smp/jam dan 1174 smp/jam. Nilai derajat kejenuhan pada lengan Utara, Selatan, Timur dan Barat masing-masing sebesar 0,74. Nilai tundaan rata-rata sebesar 24,4 det/smp. Apabila diprediksi pertumbuhan kendaraan pertahun 17,5 %, maka untuk 5 tahun mendatang diprediksi simpang dengan perubahan geometrik memiliki nilai DS sebesar 1,66 untuk setiap lengan-lengan simpang.Kata kunci : arus lalu lintas, kapasitas, derajat kejenuhan, tundaan, waktu siklus. Creator An entity primarily responsible for making the resource Salfadri Description An account of the resource ABSTRAKPenelitian ini bertujuan untuk:mengkaji dan menganalisis faktor-faktor yang mempengaruhi interaksi spasial (arus perdagangan komoditas pertanian dan mobilitas penduduk) antar wilayah di Sumatera Barat dengan menggunakan model gravitasi yang dimodifikasi dan menggunakan data primer dan data sekunder,mengkaji dan menganalisis integrasi perdagangan dan integrasi penduduk dengan indeks integrasi, dan mengkaji dan menganalisis apakah terdapat perbedaan antara integrasi perdagangan dengan integrasi penduduk dengan menggunakan uji beda.Hasil penelitian memperlihatkan bahwa: faktor-faktor yang mempengaruhi perdagangan antar wilayah dengan menggunakan data primer adalah: selisih harga (untuk komoditas beras, telur ayam, ayam potong), biaya transportasi (untuk komoditas ayam potong danikan laut segar),faktor-faktor yang mempengaruhi perdagangan antar wilayah dengan data sekunder adalah : PDRB Daerah Tujuan (untuk komoditas beras), penduduk daerah tujuan (untuk komoditas telur ayam), penduduk daerah asal (untuk komoditas telur ayam, ayam potong), jarak antara daerah asal dengan daerah tujuan (untuk komoditas telur ayam dan ikan laut segar), faktor-faktor yang berpengaruh terhadap mobilitas penduduk dengan menggunakan data primer adalah: umur, status pekerjaan, tarif angkutan antar daerah asal dengan daerah tujuan. Sedangkan dengan menggunakan data sekunder faktor-faktor yang mempengaruhi mobilitas penduduk adalah kepadatan penduduk antara daerah asal dengan daerah tujuan dan tingkat pendidikan, integrasi perdagangan dan integrasi penduduk di Provinsi Sumatera Barat tinggi pada daerah yang berdekatan dan yang terdapat trayek angkutan langsung tinggi sedangkan pada daerah yang berjauhan jaraknya dan tidak terdapat trayek angkutan langsung tingkat integrasi perdagangan dan integrasi penduduknya rendah, integrasi perdagangan dan integrasi penduduk memiliki kecendrungan yang sama namun secara statistikberbeda.Berdasarkan hasil penelitian diketahui bahwa selisih harga dan biaya transportasi (jarak) berpengaruh terhadap sebagian besar komoditas perdagangan dan mobilitas penduduk, maka direkomendasikan kepada pemerintah Provinsi Sumatera Barat untuk:1). Membangun jalan-jalan baru yang belum ada sebelumnya untuk menghubungkan kabupaten/kota.2). Meningkatkan kondisi jalan-jalan yang sudah ada sehingga pengangkutan barang dan penumpang lebih lancar. 3). Membuat jalan alternatif untuk menghindari terjadinya kemacetan pada jalur padat (antara kota Bukittinggi dengan kota Padang), dan 4). Membuat suatu mekanisme untuk menginformasikan harga-harga komoditas pertanian melalui media internet yang dapat diakses oleh masyarakat untuk memudahkan mobilitas barang sehingga selisih harga tidak terlalu tinggi.Kata Kunci: Perdagangan antar wilayah, Mobilitas penduduk, Intergrasi Perdagangan, Integrasi penduduk, Indeks integrasiABSTRACTThis research aim to: studying and analysing factors influencing spasial interaction (the flow of agriculture commodity and population mobility) between region in West Sumatra by using modified gravity model and use primary and secondary data, studying and analysing trade and population integration with integration index, and studying and analysing what is there thedifference between trade with population integration by using the different test.Result of this research show that: factors influencing interregional trade by using primary data is: price difference (for the commodity of to rice, chicken's egg and broiler), transportation cost (for the commodity of crosscut chicken and fresh sea fish), factors influencing interregional trade by using secondary data is : GRDP of destination region (for the commodity of to rice), Population of destination region (for the commodity of chicken's egg), Population of origin region (for the commodity of chicken's egg and broiler), distance between region (for the commodity of chicken's egg and fresh sea fish), factors having an effect on to population mobility by using primary data are: age, work status, interregional transport cost. While by using secondary data, factors influencing populaation mobility are density of origin region and education level, Trade integration and population integration have same trend but differ statistically.Base on the result of this research is known that price difference and transportation cost (distance) have an effect on to interregional trade and population mobility, hence recommended to government of West Sumatra to:1). develop new road which there is no previously, to connect regency/city.2) improve the condition of road so that transportation of goods and passenger become more fluent.3).
