To achieve these objectives, this study uses descriptive qualitative approach. Data was collected through interviews, observation and documentation. The procedure of data analysis is data reduction, data display, and verification. While the subject of research is the principal, vice principal areas of curriculum and instruction, and teacher. The results showed that:(1) Teacher’s understanding of the educational unit level curriculum has been positive and keep up with the needs of learners with attention to the weaknesses of the development of science, technology, and art as a whole and sustainable; (2) Implementation of educational unit level curriculum is done by adjusting the curriculum with lesson plans grains so that the delivery of teaching materials has alignment with the time and abilities of students; and (3) Constraints teachers in the implementation of educational unit level curriculum, among others: (a) lack of educational facilities and infrastructure that support the application for the establishment of educational unit level curriculum perfectly, (b) lack of awareness of the teacher in preparing learning materials before the learning takes place, (c) the lack of allocation of time in learning process, and (d) the lack of teacher supervision in controlling the achievement of student learning outcomes in the classroom and in the school environment development.Keywords: Professionalism, Teacher, and Educational Unit Level Curriculum.Abstrak: Peneli­tian ini bertujuan untuk mengetahui pemahaman, implementasi, dan kendala yang dihadapi guru SMK Negeri 1 Lhokseumawe dalam implementasi KTSP. Untuk mencapai tujuan tersebut, penelitian ini mengunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah kepala sekolah, wakil kepala sekolah bidang kurikulum dan pengajaran, dan guru. This research aimed to find out program planning, program implementation, and obstacles faced by principal in improving education quality at Wira Bangsa State Senior High School 4 of Meulaboh. This research employed descriptive method with qualitative approach. Data was collected through interview, observation and documentation study. The research subjects were principal, teachers, supervisors, and students. The results showed that: 1) the efforts of principal made in preparing school program, which was accordance with school’s vision and mission, was well implemented; 2) The implementation program was aimed to establish the effective school models with the professionalism and empowerment of all school staffs for quality of education improvement program. The principal try to improve teacher’s performance in order to achieve the effective learning process; and 3) The obstacle in improving quality of education was planning for teachers’ coaching was not achieved the expected target because of unavailable time, facilities, and staffs that primarily concerned in teachers’ educational principles. Besides, the teachers are not active in Teacher Discussion activities, seminars, coaching and others activities in attempt to improve teachers’ professionalism competence.Keywords:  Professionalism, principal, and education qualityAbstrak: Peningkatan mutu pendidikan akan terwujud jika sekolah dengan potensi yang dimiliki diberi kewenangan yang lebih luas dan fleksibel untuk mengelola secara mandiri melalui keputusan-keputusan yang partisipasif. Penelitian ini bertujuan untuk mengetahui perencanaan program, pelaksanaan program, dan evaluasi yang dilakukan oleh kepala sekolah dalam meningkatkan mutu pendidikan di SMA Negeri 4 Wira Bangsa Meulaboh. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Subjek penelitian ini adalah kepala sekolah, guru, pengawas, dan siswa. Hasil penelitian menunjukkan bahwa: 1) Upaya yang dilakukan oleh kepala sekolah  dalam menyusun program sekolah sesuai dengan visi dan misi sekolah yang dijabarkan dalam tujuan dan dapat dinyatakan sudah berjalan ke arah yang baik;  2) Pelaksanaan program mengarah pada pembentukan sekolah model efektif, yaitu menempatkan profesionalisme dan pemberdayaan semua personil sekolah  bagi program peningkatan mutu pendidikan.  Upaya  kepala sekolah adalah meningkatkan kinerja guru demi keefektifan proses pembelajaran yang dilakukan oleh guru; dan 3) Kendala dalam peningkatan mutu pendidikan antara lain dalam membuat perencanaan untuk pembinaan guru masih belum tercapai sasaran sebagaimana yang diharapkan.
