Pegawai masih belum menunjukkan kinerja sebagaimana yang diharapkan oleh pimpinan. Hal ini dapat dilihat dari motivasi kerja pegawai dalam memberikan pelayanan kepada masyarakat masih relatif rendah, sehingga kontribusi yang diberikan pegawai bagi organisasi menjadi tidak maksimal. Kemudian masih tidak sesuainya kompensasi yang diterima oleh pegawai dengan beban tugas dan tanggung jawab yang diemban, artinya setiap pegawai dengan golongan yang sama dan dengan beban kerja yang berbeda mendapatkan kompensasi yang sama terutama tunjangan prestasi kerja (TPK). Kinerja pegawai pada kantor Sekretariat Daerah Kabupaten Pidie Jaya adalah unsur pelaksana pemerintah daerah dibidang pemerintahan. Pencapaian tujuan yang telah ditetapkan ini tak lepas dari peran sumber daya manusia yang terdapat pada Sekretariat Daerah Kabupaten Pidie Jaya. Berhasil atau tidaknya suatu organisasi dalam mencapai tujuannya tergantung oleh keberhasilannya dari para individu organisasi itu sendiri dalam menjalankan tugas mereka. Sampel penelitian ini adalah karyawan pada kantor Setda Pidie Jaya berjumlah 104 orang. Pengolahan data untuk melihat besaran koefisen hubungan antar variabel menggunakan AMOS 22. Metode penelitian ini menggunakan metode survei dengan pengambilan data secara sampel dengan cara Purposive Random Sampling. Penelitian ini menetapakan 80 responden dari peternak di empat kecamatan, dan 10 responden dari pemotong hewan atau pedagang daging di empat kecamatan untuk menjawab kuesioner yang telah disediakan. Dari hasil kajian diperoleh, populasi sapi potong; perbandingan persentase antara sapi jantan dan betina yaitu 35 persen berbanding 65 persen. Sistem pemeliharaan; 76 persen peternak menggunakan sistem semi intensif, selebihnya peternak menggunakan sistem ekstensif dan intensif. Sistem pengadaan bibit dan sistem perkawinan; 92 persen peternak memperoleh bibit dari induknya, sementara itu peternak yang menerapkan sistem perkawinan secara alami yaitu sebanyak 91 persen, hanya 1 persen peternak yang menerapkan kawin buatan (Inseminasi Buatan). Jumlah pemotongan; jumlah pemotongan sapi yaitu sebanyak 6.136 ekor sapi setiap tahunnya. Asal sapi yang diperoleh; sebanyak 100 persen sapi diperoleh dari dalam daerah ketika pemotongan pada hari biasa, 20 persen sapi didatangkan dari luar daerah ketika hari peukan serta 80 persen sapi didatangkan dari luar daerah ketika hari besar Islam (meugang). Konsumsi daging sapi; produksi daging sapi yaitu sebanyak 528 ton per tahunnya, sementara itu kebutuhan konsumsi daging yaitu 834 ton per tahun, artinya Kabupaten Pidie masih kekurangan sebanyak 306 ton daging sapi setiap tahunnya. According to the Rapid Assessment Team (BMKG,PUSDATIN National/BNPB, national media, PUSDALOPS regional andcommunity responses, the results of the evaluation are still visible chaos and panicin the people of Aceh when the earthquake happened. People do disaster mitigationactions spontaneously, when it happens there are traffic jams people who died of aheart attack because of panic and fear.This study was conducted to determine and analyze the process of sorting,structuring of perception and interpretation as a process carried out in an effort tocommunities facing the earthquake disaster and the relation of perception with theability of people in earthquake disaster mitigation efforts. This study usesfenomenalogi types of qualitative approach, the data collection methods within-depth interviews, observation and triangulation. yanag public perception isanalyzed in this study include: (1) the sorting process, (2) the arrangement, (3)interpretation, the concept of disaster mitigation include: (1 ) physical development,(2) awareness, (3) Increased capacity to deal with disasters.The results showed that the perception whereby the community is veryproactive mitigation with the desire for socialization or training shall earthquakedisaster mitigation efforts of government agencies. The ability of the community ofearthquake disaster risk reduction efforts by Regulation 33 of 2006 carried out onlybased on previous community experience or experience other people heard.Linkages with the public perception is very significant mitigation efforts, wherepeople who give a good perception / proactive mitigation then, active andenthusiastic community will further enhance the ability of earthquake disastermitigation, by following the socialization or training.
