Aim of this study was to identify the preparedness plans and resource mobilization in the effort of anticipating the impact of tsunami disaster in Teupah Barat Sub district of Simeuelu Regency. This study used descriptive explorative design. Population amounted to 3519 people. Samples were collected with purposive and proportional sampling technique amounting to 97 people. Instrument used in this study was questionnaire in dichotomous form with 29 statement items. Data were collected with guided interview. The data were analyzed descriptively by determining percentage based on category of prepared and unprepared. The results of the research on emergency preparedness plans viewed from the response toward the preparedness was in prepared category (58.8%), aspects of the evacuation, rescue, safety, security, and basic needs for preparedness was in prepared category (66.0%). Meanwhile the resource mobilization viewed from preparation of technical guidance and provision of materials to the preparedness was in unprepared category (36.1%), preparedness of funding social networking was in prepared category (61.9%). Tujuan penelitian ini untuk mengetahui kesiapsiagaan rencana tanggap darurat dan mobilisasi sumber daya dalam upaya mengantisipasi dampak bencana tsunami pada masyarakat Kecamatan Teupah Barat Kabupaten Simeulue. Desain penelitian ini deskriptif eksploratif. Populasi penelitian berjumlah 3519 orang. Pengambilan sampel dilakukan dengan metode purposive sampling dan proporsinal sampling untuk setiap desa sebanyak 97 orang. Instrumen penelitian berupa kuesioner dengan skala dichotomous sebanyak 29 item pernyataan. Teknik pengumpulan data dengan wawancara terpimpin. Data hasil penelitian dianalisa secara deskriptif dengan menentukan persentase berdasarkan katagori siap dan belum siap. Hasil penelitian rencana tanggap darurat ditinjau dari respon terhadap kesiapsiagaan berada pada kategori siap (58.8%), dan aspek evakuasi, penyelamatan, keselamatan, keamanan, dan pemenuhan kebutuhan dasar terhadap kesiapsiagaan berada pada kategori siap (66.0%). Sedangkan mobilisasi sumber daya ditinjau dari persiapan bimbingan teknis, penyediaan materi terhadap kesiapsiagaan berada pada kategori belum siap (36.1%) dan kesiapan pendanaan serta jaringan sosial berada pada kategori siap (61.9%). Pembebasan bersyarat merupakan salah satu wujud dari pembinaan yang dilakukan oleh Lembaga Pemasyarakatan dalam rangka reintegrasi sosial, supaya narapidana dapat berintegrasi secara sehat dengan masyarakat, sehingga dapat berperan kembali sebagai anggota masyarakat yang bebas dan bertanggungjawab, namun dalam pelaksanaan dilapangan terkadang mengalami berbagai faktor penghambat.Penelitian ini bertujuan untuk menjelaskan pelaksanaan pemberian pembebasan bersyarat kepada narapidana dalam rangka reintegrasi sosial. Manfaat pemberian Pembebasan Bersyarat dalam rangka reintegrasi sosial bagi narapidana. Faktor-faktor penghambat pelaksanaan pemberian Pembebasan Bersyarat kepada narapidana.Penelitian dalam skripsi ini dilakukan melalui penelitian normatif dan empiris. Penelitian normatif dilakukan melalui studi pustaka (library research) dan penelitian empiris dilakukan dengan studi lapangan (field research) yang dilaksanakan di Lembaga Pemasyarakatan Klas IIA Banda Aceh dengan tipe penelitian deskriftif yaitu menganalisis data yang diperoleh dari studi lapangan dan kepustakaan dengan cara menjelaskan dan menggambarkan kenyataan narapidana.Hasil penelitian menunjukkan bahwa pelaksanaan pemberian pembebasan bersyarat merupakan hak narapidana dalam rangka reintegrasi sosial kepada masyarakat supaya dapat diterima kembali dengan baik dalam masyarakat. Manfaat pemberian pembebasan bersyarat bagi narapidana dapat berintegrasi secara langsung dalam masyarakat, pengurangan hukuman. Faktor penghambat pelaksanaan pembebasan bersyarat adalah faktor kurangnya pemahaman peraturan pelaksana pembebasan bersyarat oleh narapidana. Terbatasnya jumlah petugas lembaga pemasyarakatan, minimnya sarana dan prasarana, kurangnya dukungan dari pihak keluarga dan masyarakat.Disarankan kepada petugas pemasyarakatan agar hendaknya memperbaiki sistem pemberian pembebasan bersyarat, serta diadakan sosialisasi peraturan perundang-undangan mengenai pelaksanaan pembebasan bersyarat kepada narapidana.
