Aim of this study was to identify the preparedness plans and resource mobilization in the effort of anticipating the impact of tsunami disaster in Teupah Barat Sub district of Simeuelu Regency. This study used descriptive explorative design. Population amounted to 3519 people. Samples were collected with purposive and proportional sampling technique amounting to 97 people. Instrument used in this study was questionnaire in dichotomous form with 29 statement items. Data were collected with guided interview. The data were analyzed descriptively by determining percentage based on category of prepared and unprepared. The results of the research on emergency preparedness plans viewed from the response toward the preparedness was in prepared category (58.8%), aspects of the evacuation, rescue, safety, security, and basic needs for preparedness was in prepared category (66.0%). Meanwhile the resource mobilization viewed from preparation of technical guidance and provision of materials to the preparedness was in unprepared category (36.1%), preparedness of funding social networking was in prepared category (61.9%). The aim of this research was to study the viability of seeds of some species on some environmental pollution levels caused by lubricant waste. Units of this research were arranged by Factorial Randomized Completely Block Design with 3 replicates. Four levels of lubricant waste were 0, 1, 2 and 3 ppm, and 3 levels of seed species were spinach, mungbean, and soybean. The results showed that seed germination rate was very significantly affected by lubricant waste. The viability of spinach, mungbean, and soybean seeds pointed by seed germination rate could be an indicator of environmental pollution level caused by lubricant waste by equation; Y = 39.19 – 2,15x with r = -0.87. Potential germination, germination rate, seedling vigor, and seedling dry mass very significantly affected by seed species, but not on germination capacity. There were 2 factors studied, i.e. organic fertilizer (P1= compost fertilizer, P2= liquid fertilizer, P3= guano fertilizer) and varieties (V1= TM-999, V2= ST-168, V3= local). The result showed that the best fertilizer for red chili growth and yield was guano fertilizer and the best variety was local variety. The results showed that the timing of providing organic materials exerted a significant effect on grain weight per hill and production per hectare, but no significant effect on variables of other rice growth and production. Provision of organic matter at planting date and a week after planting date gave  better grain weight per hill and production per hectare than a week before planting date.
