Majid, M.EcTujuan penelitian ini adalah untuk mengetahui: (1) pengaruh struktur organisasi dan analisis jabatan, baik secara simultan maupun parsial terhadap motivasi kerja sekretariat MPU Aceh; (2) pengaruh besarnya pengaruh struktur organisasi dan analisis jabatan baik secara simultan maupun parsial terhadap kinerja melalui motivasi kerja sekretariat MPU Aceh; (3) besarnya pengaruh motivasi kerja terhadap kinerja sekretariat MPU Aceh. Lokasi penelitian di lakukan pada Sekretariat MPU Aceh, dimana teknik pengambilan sampel dilakukan dengan teknik teknik sensus, karena mengikutsertakan seluruh anggota populasi yang ada dengan jumlah responden sebanyak 73 orang. Hasil penelitian menunjukkan bahwa struktur organisasi dan analisis jabatan baik secara simultan maupun parsial berpengaruh terhadap motivasi kerja pegawai, kemudian struktur organisasi dan analisis jabatan baik secara simultan maupun parsial berpengaruh terhadap kinerja organisasi. Data yang digunakan dalam penelitian ini adalah data time-series dari tahun 1991-2011. Model penelitian yang digunakan dalam penelitian ini adalah model Coub-Douglas dan model Semi-Log. Hasil penelitian menunjukkan bahwa, variabel modal fisik memiliki pengaruh yang positif dan signifikan pada tingkat kesalahan lima persen terhadap output perikanan, sedangkan pada variabel tenaga kerja, memiliki hasil yang positif dan signifikan pada tingkat kesalahan 10 persen. Hal ini mengindikasikan bahwa pada penelitian fungsi produksi perikanan, modal fisik memiliki pengaruh yang lebih besar dalam meningkatkan jumlah output dibandingkan dengan tenaga kerja. Selanjutnya pada estimasi pertumbuhan ekonomi sub sektor perikanan, hasil yang diperoleh adalah variabel perubahan produksi memiliki pengaruh yang positif dan signifikan pada tingkat kesalahan lima persen terhadap perubahan pertumbuhan ekonomi sub sektor perikanan, sedangkan pada variabel perubahan ekspor neto, memiliki hasil yang positif namun tidak signifikan. Hal ini menandakan bahwa pada perikanan tangkap Indonesia, hasil yang diperoleh hanya mampu mencukupi permintaan dalam negeri saja. Berdasarkan hasil penelitian ini diharapkan agar penggunaan tenaga kerja pada sub sektor perikanan seharusnya lebih ditingkatkan produktivitasnya, sehingga tidak terjadi peningkatan jumlah pengangguran dimasa yang akan datang dan pemakaian modal fisik yang berpengaruh terhadap output perikanan sebaiknya diikuti dengan pembaharuan teknologi yang semakin baik, sehingga akan menjadi lebih efisien.Kata Kunci : Sub Sektor Perikanan, Fungsi Produksi, Modal Fisik, Tenaga Kerja, Ekspor Neto. Pemanfaatan Asbuton saat ini belum optimal, karena masih sangat tergantung pada aspal dari residu minyak bumi. Sementara harga aspal minyak sangat mahal sesuai dengan meningkatnya harga minyak dunia. Sejalan dengan masih banyaknya cadangan asbuton di Indonesia, diperlukan suatu penelitian tentang pemanfaatan asbuton butir untuk mengurangi pemakaian aspal minyak. Penelitian ini bertujuan melihat parameter Marshall yang dihasilkan oleh campuran AC-WC dengan menggunakan subtitusi Asbuton butir 20/25 pada aspal pen. 60/70 sehingga sesuai dengan spesifikasi teknis untuk campuran AC-WC dan dapat diketahui jenis campuran yang mempunyai kualitas terbaik dari variasi subtitusi tersebut. Material yang digunakan pada penelitian ini adalah agregat batu pecah, aspal pen. 60/70 dan asbuton butir tipe 20/25. Benda uji yang dibuat terdiri dari dua kelompok yaitu: benda uji untuk campuran AC-WC dengan bahan pengikat aspal penetrasi 60/70 tanpa asbuton butir 20/25 (0% asbuton butir 20/25) sebagai benda uji pembanding dan benda uji campuran AC-WC dengan bahan pengikat aspal penetrasi 60/70 dengan asbuton butir 20/25 sebagai bahan subtitusi sebesar 3% dan 4%. Setiap variasi kadar aspal masing-masing dibuat 3 buah benda uji untuk masing-masing variasi persentase asbuton butir 20/25. Jumlah keseluruhan benda uji adalah 63 benda uji. Hasil evaluasi parameter Marshall, menunjukkan bahwa semakin besar persentase asbuton butir, nilai stabilitas, durabilitas campuran semakin meningkat, nilai tertinggi diperoleh pada kadar asbuton butir 4% yaitu dengan nilai stabilitas 1517,62 kg dan nilai durabilitas 91,73%. Secara keseluruhan karakteristik campuran aspal beton lapis aus (AC-WC) dengan penggunaan asbuton butir 20/25 sebagai bahan subtitusi pada aspal pen.60/70 lebih baik dibandingkan tanpa asbuton butir.
