                <text>Abstract - Indonesia today face a new paradigm in water management where aim to apply integrated water resources management has become unavoidable task in purpose of achieving greater level of effectiveness and efficiency. On of most interesting case study is the case of Citarum river, one of the most potential river for water supply in West Java, Indonesia. Alongside the river, Saguling, Cirata and Djuanda Reservoirs had been constructed in series/cascade. Saguling and Cirata reservoirs are particularly operated for hydroelectric power and Djuanda is multipurpose reservoir mainly operated for irrigation and contribute domestic water supply for Jakarta (capital city of Indonesia). Basically all reservoirs are relying on same resources, therefore this condition has considered addressing management and operational problem. Therefore, an approach toward new management and operation system are urgently required in order to achieve the effective and efficient output and to avoid conflicts of water used. This study aims to obtain energy production from Citarum Cascade Reservoir System using Genetic Algorithms optimization with the objective function to maximize firm-energy. Firm-energy is the minimum energy requirements must be available in a certain time period. Then, the result obtained by using the energy produced by GA is compared to the conventional searching technique of Non-Linier Programming (NLP).                 <text>Abstract - Volume of groundwater recharge showed a picture of a watershed to determine the flow instability due to the physical characteristics of the watershed and precipitation. Many methods had been constructed to understand the dynamic movement of water discharge. One of them was the analysis of the stream hydrograph with Seasonal Recession Method. Information about groundwater recharge condition at several sub watershed in Krueng Peusangan Watershed was really needed in management of watershed for sustainable water resources. The study aimed to determine groundwater recharge from stream flow with seasonal recession method was conducted in Krueng Peusangan watershed, Aceh Province, Indonesia. The results showed that the trend pattern of the stream hydrograph could be explained using the exponential function where the dots lowest discharge that is the end of the recession (y) than any period of time on stream hydrograph semi logarithmic (x). The pattern of results that occurred in the watershed of Krueng Peusangan: (A) Krueng Seumpo had a trend for y = 9.2x-0.35, (B) Simpang Jaya  for y = 559.7x-0.5, (C) Beukah village for y = 142x-0.32 , (D) Sub watershed of Lut Tawar (Wih Nareh) for y = 1.3x-0.12 and (E) Sub watershed of Teupin Mane (Krueng Teumbo) for y = 1.94x-0.42. It also showed that the location of A, B, C, E had a higher slope and a decreased recharge pattern compared to the location of D (sub watershed of  Lut Tawar)  that tended to flat. The volume of groundwater recharge that occurred in a region (A and D) increased while the other location was very volatile. Moreover, recharge instability occurred in Krueng Teumbo. Therefore, it needed a clear direction for land use and functions of forests, especially in the recharge area, in order to maintain the balance of the hydrological cycle, and the quantity of groundwater. Keywords: groundwater recharge, seasonal recession method, base flow, stream flow, water resources</text>

                <text>Abstract - Traffic congestion has been a serious social and technical problem since the early year’s rapid motorization in Banda Aceh, Aceh Province of Indonesia. Urban arterial performance becomes the crucial concerns of many traffic engineers. Arterial performances were analyzed using oblique cumulative plots and breakdown method. The approaches are time series treatment between cumulative vehicles arrival versus time contracted from data recorded by video cameras. Investigations were conducted during both morning and evening peak hours on three regular weekdays for observing saturation condition in order to observe the maximum capacity under prevailing conditions. This study examined the impact of presence on-street parking on deterioration both travel speed and capacity. It found that capacity diminished slightly 10-13% (275-368vph) compared to the pre-breakdown condition. Likewise, during the breakdown, speed dropped about 13-19% (3-5kph) controlled by pre-breakdown as well. The simulation software so called VISSIM 5.30 was governed to estimate the measurement of effectiveness (MOEs) by removing on-street parking from a site of study. The MOEs reveal that removing on-street parking able to reduce average delay approximately 12 sec/veh (32%) and increase speed about 5kph (24%).    Keywords: Arterial performance, pre-breakdown, breakdown, travel speed, capacity, on-street parking, simulation, VISSIM 5.30, MOEs. </text>

                <text>Abstract: Increased capacity and disposition of students' mathematical understanding in mathematics learning is very important as it is outlined in the curriculum KTSP (2006) and reaffirmed in year 2013. The use of appropriate learning model is expected to achieve those goals. The purpose of this study was to determine the increase comprehension and mathematical dispositions that students taught with cooperative learning model Numbered Head Together (NHT), determine whether there is a correlation between increased capacity and disposition of mathematical understanding that students taught with cooperative learning models Numbered Head Together (NHT ). This study was a quasi-experimental study with a quantitative approach, the population class X SMA Negeri 1 Sakti, Kabupaten  Pidie, ecara randomly selected sample as many as two classes: the class as a class ekspetimen X1 and X2 class as the control class. Data were collected using a test instrument comprehension and mathematical statistic questionnaire. Data were analyzed using t test and one-way ANOVA test. Once the data is processed and analyzed it is concluded that: (1) Increasing the ability of understanding is taught using cooperative learning models Numbered Head Together (NHT) is better than being taught by conventional teaching, (2) an increase in students' mathematical dispositions are taught using learning cooperative models Numbered Head Together (NHT) better than students taught with conventional pembelajan, (3) There is a positive correlation between an increase in the ability of students with improved mathematical understanding students' mathematical dispositions.Keywords: Ability mathematical understanding, mathematical model of cooperative disposition Numbered Head Together (NHT).</text>

                <text>Abstract: Coaching of teachers is one form of business to enhance the professional competence of teachers in achieving quality learning period on SMP Negeri 2 Sigli. This study aims to determine teacher training in: (1) the process of preparing the learning program are: curriculum, syllabus, lesson plans, annual program, the semester program, and details of the effective week. (2) fostering the implementation of learning, namely: the initial activity to open the lesson, explaining the materials, instructional media, learning methods, learning resources, and KKM. (3) fostering enhancement of professional competence of teachers are: supervision, refresher courses, seminars, and MGMP. The method used in this research is descriptive method with qualitative approach, this research sites in SMP Negeri 2 Sigli. Data collection techniques in the study carried out directly by the researcher through interviews, observation, and study documentation. The subject of this research is the principal, vice principal areas of the curriculum, and teacher SMP Negeri 2 Sigli. The results obtained are: (1) principals in the process of preparing teachers to foster learning programs such as the RPP, the annual program, the semester program, and details of the effective week. (2) fostering the principal teachers in the implementation of the learning done by describing the materials, instructional media, learning methods, learning resources. (3) school head teachers to foster improvement of professional competence by way of supervision, Panataran, seminars and enable MGMP as well as providing facilities and infrastructure.Key words: development of professional competence ofteachers</text>

                <text>This article discusses a procedure for finding the best multi stops route for sightseeing tour through a road network. The procedure involves building a database containing nodes and road network in PostgreSQL, calculating the shortest distance between a pair of nodes using pgDijkstra module, and solving the tour problem using a function written in PL/pgSQL. The function was developed based on the Nearest Insertion Algorithm for solving the Travelling Salesman Problem. The algorithm inserts a sightseeing attraction (node) at the best position in the existing route, which is between a pair of nodes that yields the minimum difference between the total tour time before and after the new node was inserted. The test result shows that the function can solve the problem within acceptable runtime for web application for total destination nodes of 22. It is concluded that the whole procedure was suitable for developing Web GIS application that solve the sightseeing tour planning problem.</text>

                <text>Abstract: School based management is a management which gives the bigger authority on the school in making and implementing the policies in empowering the teachers. The empowering teachers’ purpose is to improve the teachers’ ability in developing the quality’s learning. This research intends to get the data of the SBM implementation in empowering the Junior high school teachers in Banda Aceh by using descriptive, qualitative research’s method on the headmaster, vice of the headmaster and teachers as the subjects of the research. The techniques in collecting the observation’s data are interview, study of documentation and qualitative data analysis, this research summarizes that (1) the headmaster has already arranged the SBM program in empowering teachers comprehensively. (2) The implementation in empowering the teachers has already been done based on the intended purposes and (3) the obstacles which are faced in implementing SBM in empowering the teachers is the situation and the way of the teachers’ work still poorly in general.Keywords: The school based management in empowering the teachers.Abstrak: Manajemen berbasis sekolah adalah pada manajemen yang memberikan kewenangan yang lebih besar kepada sekolah untuk membuat dan melaksanakan kebijakan-kebijakan dalam pemberdayaan guru. Pemberdayaan guru bertujuan menambah kemampuan dan keterlibatan guru dalam membuat program mengembangkan pembelajaran berkualitas. Penelitian ini bertujuan untuk mendapatkan data tentang implementasi Manajemen Berbasis Sekolah dalam pemberdayaan guru SMPN 6 kota Banda Aceh dengan mempergunakan metode penelitian diskriptif kualitatif subjek penelitian kepala sekolah, wakil kepala sekolah dan guru, teknik pengumpulan observasi, wawancara, studi dokumentasi dan analisis data secara kualitatif, peneliti memberi kesimpulan. 1)Kepala sekolah telah menyusun program MBS memperdayakan guru yang koperensif 2)Pelaksanaan pemberdayaan guru dilaksanakan sesuai dengan tujuan yang ingin dicapai dan 3) hambatan yang dihadapkan dalam penerapan MBS dalam pemberdayaan guru adalah situasi da cara kerja umumnya masih rendah.Kata Kunci: Manajemen Berbasis Sekolah untuk Pemberdayaan Guru</text>

                <text>Abstract: Management of financing is one way to improve the quality of education and learning. The aim of the research is to understand how the implementation of financial management can increase the quality of education and learning at Islamic Janarata Junior High School ( MTsN janarata). The method used is descriptive method with qualitative approach. Data collection techniques used were interviews, observation, and documentation. Data analysis techniques, performed with data reduction, data display, conclusions and prefikasi. That is the subject of this research is the principal, vice-principal, teachers, and school treasurer. The results showed that (1) Planning of education financing at MTsN Janarata done with discussions that involve all school personnel. (2) allocation technique based on the standard of education funding priority to improve the quality of learning (3) Supervision of financing is passed by internal and external, that is internally done by the Ministry of Religious Affairs in the field of finance and ekstren by BPK. (4) Barriers experienced by principals in education funding is not fit between planning and the use of education funding allocated by the government. Clash of opinion between the principal components of the use of budget madrasah schools. The implication of this research is the establishment of a constructive management style that is encouraging every school personnel know and understand about the financing, the creation of a culture of transparency about the financing and management, the creation of a sense of responsibility attitude towards improving the quality of education in..MTsN..Janarata. Keywords: Finance Management, Education and Quality of Learning.Abstrak: Manajemen pembiayaan merupakan salah satu upaya meningkatkan kualitas pendidikan dan pembelajaran. Tujuan penelitian yang dilakukan adalah untuk memahami bagaimana pelaksanaan manajemen pembiayaan dapat meningkatakan kualitas pendidikan dan pembelajaran pada MTsN janarata. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentasi. Teknik analisis data, dilakukan dengan reduksi data, display data, pengambilan kesimpulan dan prefikasi. Yang menjadi subjek dalam penelitian ini adalah kepala sekolah, wakil kepala sekolah, Guru, dan bendahara sekolah . Hasil penelitian menunjukan bahwa: (1) Perencanaan pembiayaan pendidikan pada MTsN Janarata dilakukan dengan musyawarah yang melibatkan seluruh personil sekolah. (2) Teknik pengalokasian pembiayaan pendidikan berdasarkan kepada standar yang diprioritaskan untuk meningkatkan mutu pembelajaran (3) Pengawasan pembiayaan dilalukan secara intern dan ekstern, yaitu secara intern dilakukan oleh Kementerian Agama bidang keuangan dan secara ekstren oleh BPKP. (4) Hambatan yang dialami oleh kepala sekolah dalam pembiayaan pendidikan adalah tidak sesuai antara perencanaan dengan penggunaan pembiayaan pendidikan yang dialokasikan pemerintah. Benturan pendapat antara kepala sekolah dengan komponen sekolah tentang penggunaan anggaran madrasah. Implikasi dari penelitian ini adalah terbentuknya gaya manajemen konstruktif yaitu upaya mendorong setiap personil sekolah paham dan memahami tentang pembiayaan, terciptanya budaya transparansi tentang pengelolaan pembiayaan serta, terciptanya sikap rasa tanggung jawab terhadap peningkatan mutu pendidikan pada MTsN Janarata.Kata kunci: Manajemen Pembiayaan, Pendidikan dan Mutu Pembelajaran</text>

Olahraga atletik khususnya nomor lompat menuntut unsur kekuatan, kecepatan dan power guna mendapatkan hasil lompatan yang maksimal Plyometrik merupakan salah satu bentuk pelatihan yang baik untuk mengembangkan unsur kekuatan, kecepatan dan power dalam nomor lompat jauh. Salah satu bentuk pelatihan plyometrik yang cocok dan dianjurkan oleh para ahli untuk diberikan kepada siswa Sekolah Menengah Pertama adalah pelatihan lompat, jingkat dan langkah bangku. Adapun tujuan dari penelitian ini adalah untuk mengetahui pengaruh latihan lompat, langkah dan jingkat bangku terhadap hasil lompat jauh pada siswa SMP Negeri 1 Peusangan Kabupaten Bireuen. Populasi dan sampel penelitian ini adalah siswa kelas I dan II SMP Negeri 1 Peusangan kabupaten Bireuen tahun 2012. Pengambilan sampel ditentukan sebanyak 25% dari populasi yaitu 60 orang yang dibagi dalam empat kelompok, setiap kelompok terdiri dari 15 orang, kelompok perlakukan terbagi dalam 3 kelompok dan 1 kelompok untuk kelompok kontrol. Penelitian ini menggunakan metode eksperimen. Metode eksperimen ini penulis gunakan atas dasar sifat penelitian yang memberikan perlakuan terhadap subjek. Instrumen yang digunakan dalam penelitian ini adalah tes dan pengukuran lompat Jauh. Teknik pengolahan data yang digunakan adalah analisis varian satu arah (one way analysis of variance- ANOVA) Hasil penelitian menunjukkan bahwa pelatihan plyometrik yang terdiri dari lompat, jingkat dan langkah bangku memberikan pengaruh yang signifikan terhadap peningkatan hasil lompat jauh pada siswa SMP Negeri 1 Peusangan.Kata Kunci: Pengaruh latihan, lompat, jingkat dan langkah</text>

                <text>Abstract: Strategy is an art to manage resources in order to achieve the goals effectively and efficiently. This study aimed to find out the capability of principal in establishing cooperation, including cooperation program between vocational high school (SMK) and business and industrial organization (DU/DI), mechanism of cooperation between SMK and DU/DI to improve the competence of graduates, and factors that influenced the cooperation between SMK and DU/DI. This study used qualitative approach with descriptive method. Techniques of data collection used were interview, observation, and documentation study. Subjects of this study were DU/DI, principal, vice principal for public relations, and school counselors in State SMK 3 of Banda Aceh. It was found from the results of the study that the cooperation programs between SMK and DU/DI were shown from the school’s vision and mission, the formulation of curriculum, the implementation of cooperation and the assessment report of cooperation. The mechanism of cooperation was shown from the agreement of both parties in the form of MOU in the implementation of industrial practice and other cooperation, which were guest speaker, the implementation of competency test, and other seminars. Factors that influenced the cooperation between SMK and DU/DI in improving the competence of graduates were shown from the involvement and the commitment of school personnel in formulating school’s regulation and profile. It is hoped that the principal and vice principal for public relations can foster the cooperation continuously. The cooperation that bases on the MOU should be socialized, so that both parties can exercise their rights and fulfill their obligations effectively. It is also hoped that State SMK 3 of Banda Aceh and the stakeholder can be more communicative in establishing cooperation in improving the competence of graduates of State SMKN 3 of Banda Aceh.Keywords: Strategic Relations and Cooperation Competency SMKAbstrak: strategi merupakan seni untuk mengelola sumber daya agar mampu mencapai sasaran yang dituju dengan efektif dan efesien. Tujuan penelitian ini adalah untuk mengetahui kemampuan kepala sekolah dalam menjalin hubungan kerjasama, meliputi: Program kerjasama SMK; Mekanisme kerjasama SMK dengan DU/DI untuk meningkatkan kompetensi lulusan; dan Faktor yang mempengaruhi hubungan kerjasama SMK dengan DU/DI. Melalui pendekatan kualitatif dengan metode deskriptif, teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah DU/DI, kepala sekolah, waka humas, dan guru pembimbing pada SMK Negeri 3 Banda Aceh. Hasil penelitian ditemukan: Program SMK yaitu merumuskan visi dan misi sekolah, penyusunan kurikulum bersama, dan menjalin kerjasama dengan DU/DI; Mekanisme kerjasama SMK dengan DU/DI tergambar dari adanya kesepakatan kedua belah pihak  dalam bentuk MOU dalam pelaksanaan prakerin , kerjasama lain adalah guestpeaker, pelaksanaan uji kompetensi, audiensi dan seminar lainnya; dan faktor yang mempengaruhi hubungan kerjasama SMKN3 dengan DU/DI dalam meningkatkan kompetensi lulusan adalah terlihat dari adanya keterlibatan dan komitmen bersama tenaga personil sekolah dalam penyusunan regulasi dan profil sekolah. Diharapkan kepada kepala sekolah dan waka humas agar program kerjasama dengan DU/DI terus dibina secara berkesinambungan, kerjasama yang dilaksanakan dengan dasar MOU harus disosialisasikan agar kedua belah pihak dapat melaksanakan hak dan kewajibannya secara tepat guna, kepada SMKN 3 dan stakeholder agar lebih komunikatif dalam menjalin hubungan kerjasama dalam meningkatkan kompetensi lulusan pada SMKN3 Banda Aceh.Kata Kunci: Strategi Hubungan Kerjasama dan Kompetensi Lulusan SMK</text>
