                <text>teacher performance improvemens in the implementation of strategic management, strategy and principals in improving teacher performance. To achieve these objectives, this study uses descriptive qualitative approach. Data was collected through interviews, observation and documentation. The procedure of data analysis is data reduction, data display, and verification. While the subject of research is principals, vice-principals, and teachers. The results showed that:(1) The procedure improved performance carried out in accordance with the teachers' work rules in Aceh; (2) Improving the teachers performance in the implementation of strategic management is done in stages and follow the development of the situation as desired by the state management and time; and (3) The principal obstacle in the performance improvement teacher strategy include not involve efforts aimed at transforming strategic objectives into action in the form of the organization of the school program, so that the form of the implementation of educational programs take place with less supervision.Keywords: Strategic Management, and Teacher Performance.Abstrak: Peneli­tian ini bertujuan untuk mengetahui prosedur peningkatan kinerja guru, peningkatan kinerja guru dalam implementasi manajemen strategik, dan strategi kepala sekolah dalam meningkatkan kinerja guru. Untuk mencapai tujuan tersebut, penelitian ini mengunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah ketua komite sekolah, kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Prosedur peningkatan kinerja guru dilakukan sesuai dengan aturan kerja sebagaimana tercantum dalam aturan pengelolaan pendidikan; (2) Peningkatan kinerja guru dalam implementasi manajemen strategik dilakukan secara bertahap dan mengikuti situasi perkembangan manajemen sebagaimana diinginkan oleh keadaan dan waktu; dan (3) Hambatan kepala sekolah dalam strategi peningkatan kinerja guru di SMK Negeri 3 Lhokseumawe antara lain kurang melibatkan upaya-upaya yang bertujuan mentransformasi tujuan strategik ke dalam aksi dalam bentuk penyelenggaraan program sekolah, sehingga bentuk pelaksaan program pendidikan berlangsung secara dengan kurang pengawasan.Kata kunci : Manajemen Stratejik, dan Kinerja Guru</text>

                <text>Abstract: The curriculum educational unit level is the operational curriculum developed by and implemented in each educational unit. Curriculum  educational  unit level (KTSP) consists of educational objectives educational unit level, the structure and content of education level curriculum, educational calendar, and syllabus. The purpose of this research is to obtain information about: (1) Planning curriculum management; (2) Implementation of curriculum management; and (3) Evaluation of the management curriculum at SMP Negeri 1 Banda Aceh. The approach used in this study is a qualitative approach with descriptive methods, techniques of data collection is done through interviews, observation and documentation. Subjects were: principals, vice-principals and teachers curriculum. The results showed: (1) Management planning kurikulumPada SMP Negeri 1 Banda Aceh number of teachers and the teaching workforce are uneven in difficulty needs to make the learning process in the provision of duty resulting in a delay in the preparation of rosters learning. (2) Implementation Management Kuikulum In Secondary Schools 1 Banda Aceh, melaakukan implementation well despite some of the shortcomings in the implementation of one of them is the lack of communication in the implementation of the PBM so the borrowing constraints often experience teaching tool (3) evaluation of the Curriculum Management SMP Negeri 1 Banda Aceh, has been in the form of the administration but evaluation done if the process of implementation of Curriculum Management experience problems and issues.Keywords : Curriculum educational unit level and curriculum management.Abstrak: Kurikulum Tingkat Satuan Pendidikan (KTSP) merupakan kurikulum operasional yang disusun dan dilaksanakan di  setiap masing-masing satuan pendidikan. KTSP terdiri atas tujuan pendidikan tingkat satuan pendidikan, struktur dan muatan kurikulum tingkat satuan pendidikan, kalender pendidikan, dan silabus. Tujuan dalam penelitian ini adalah untuk mendapat informasi tentang: (1) Perencanaan manajemen kurikulum; (2) Pelaksanaan manajemen kurikulum; dan (3) Evaluasi manajemen kurikulum pada SMP Negeri 1 Banda Aceh. Pendekatan yang digunakan dalam penelitian adalah pendekatan kualitatif dengan metode deskriptif, teknik pengumpulan data dilakukan  melalui wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah: kepala sekolah, wakil kepala sekolah bidang kurikulum dan guru. Hasil penelitian menunjukkan: (1) Perencaan kurikulum pada SMP Negeri 1 Banda Aceh  dalam perencanaannya dan pengaturannya telah menggunakan pedoman penyelenggaraan kegiatan pembelajaran mengenai tujuan serta isi dan persiapan bahan pelajaran untuk mencapai tujuan pendidikan. (2) Pelaksanaan Kuikulum Pada SMP Negeri 1 Banda Aceh, melakukan pelaksanaan menetapkan beban belajar, meliputi menetapkan jumlah jam untuk kegiatan pembelajaran tatap muka, konversi jumlah jam praktik disekolah kedalam jumlah jam tatap muka, memetapkan jumlah jam mata pelajaran yang terdini atas jam tatap muka, kemudian menetapkan kelender akademik dalam pembentukan roster pelajaran.  (3) Evaluasi  Kurikulum Pada SMP Negeri 1 Banda Aceh, sudah baik dalam bentuk pelaksanaan administrasi tetapi evaluasi dilakukan jika proses Pelaksanaan Manajemen Kurikulum mengalami kendala dan masalah.Kata kunci : Kurikulum tingkat satuan pendidikan dan manajemen kurikulum</text>

                <text>Abstract: Managerial competence of principal can improve the performance of teachers in order to improve the quality of education. The purpose of this study was to determine the program planning, implementation and follow-up of managerial competence of principal in State Vocational High School 1 of Lhoksukon in Aceh Utara Regency. This study used a qualitative approach and descriptive method. Data collection techniques used were observation, interview and documentation study. The subjects of this study were principal, vice principal, teachers, school committee and school treasurer. The results of this study showed that: (1) Program planning of managerial competence of the principal was developing programs to improve teacher performance. (2) The program was implemented by improving teacher performance through provision of awards, opportunities, challenges, empowerment and high responsibility development. (3) The follow-up of the program was the establishment of open and democratic communication between the principal and the school personnel.Keywords: Managerial competence of Principal and Teacher PerformanceAbstrak: Kemampuan manajerial kepala sekolah dapat meningkatkan kinerja guru untuk peningkatan mutu pendidikan. Tujuan penelitian ini adalah untuk mengetahui program perencanaan, pelaksanaan dan tindak lanjut kemampuan manajerial Kepala SMK Negeri 1 Lhoksukon Kabupaten Aceh Utara. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, teknik pengumpulan data dengan observasi, wawancara dan studi dokumentasi subjek penelitian ini kepala sekolah, wakil kepala sekolah, guru, komite sekolah dan bendahara. Penelitian ini memberi kesimpulan: (1) Program perencanaan kemampuan manajerial Kepala SMK Negeri 1 Lhoksukon Kabupaten Aceh Utara adalah mengembangkan program-program peningkatan kinerja guru. (2) Pelaksanaannya adalah menerapkan program peningkatan kinerja guru melalui pemberian penghargaan, kesempatan, tantangan, pemberdayaan dan pengembangan tanggungjawab yang tinggi. (3) Tindak lanjutnya adalah membentuk komunikasi personil sekolah dengan kepala sekolah dilaksanakan secara terbuka dan demokratis.Kata kunci : Kemampuan Manajerial Kepala Sekolah dan Kinerja Guru</text>

                <text>Abstract: The school head master of the school, who has a very important role and position in developing professional educational staffs. The aim of this research is to describe about the school head master strategy in the process of planning design, implementation, and avoiding program in developing the professional educational staffs at Senior High School 5 Darussalam, Banda Aceh. The method used in this study is descriptive qualitative through the data collection through observations, interviews, and documentations. The findings show that the efforts being carried out by the school head master in planning was preceded by understanding the vision and mission as within it is described the future picture and insight that must be developed .The implementation of the professional development of education staff was through workshops, seminars, educational training, guiding through annual program, the implementation of the annual program, increasing the work disciplines, creating the loyalty. All these things were being conducted by the school head master, though in its implementation still experiencing the obstacles as it is because that some educational staffs at Senior High School 5 Darussalam, Banda Aceh are still do not deeply understand about their core works. While avoiding professional developing educational staffs carried out by the school head master is through controlling. Supervising, evaluating and guiding upon the program.Keywords: Planning, Implementation and AvoidingAbstrak: Kepala sekolah merupakan manajer pendidikan di sekolah yang mempunyai peran dan kedudukan yang sangat penting dalam pengembangan profesional tenaga kependidikan. Tujuan penelitian ini adalah untuk mendeskripsikan tentang strategi kepala sekolah dalam perencanaan program, pelaksanaan program, dan pengendalian program dalam rangka pengembangan profesional tenaga kependidikan pada SMA Negeri 5 Darussalam Banda Aceh. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan menggunakan tehnik pengumpulan data observasi, wawancara, dan studi dokumentasi. Dari hasil penelitian ditemukan bahwa pengembangan profesional tenaga kependidikan yang dilakukan oleh kepala sekolah melalui perencanaan program yang disusun berdasarkan visi, misi dan tujuan sekolah sudah sesuai dengan unsur, syarat, dan fungsi perencanaan, dalam hal ini kepala sekolah telah dapat membuat program-program pengembangan. Pelaksanaan program pengembangan profesional tenaga kependidikan yang dilakukan oleh kepala sekolah melalui workshop, seminar, pendidikan, pelatihan, pembinaan melalui program kerja tahunan, pelaksanaan program kerja tahunan, meningkatkan disiplin kerja, dan membina loyalitas. Semua program kerja ini telah dilaksanakan oleh kepala sekolah, walaupun dalam pelaksanaannya masih mengalami kendala-kendala yang dihadapi, hal ini dikarenakan ada sebahagian tenaga kependidikan pada SMA Negeri 5 Darussalam Banda Aceh belum memahami secara mendalam tentang tugas pokok, fungsi dan tanggung jawab mereka masing-masing. Sedangkan pengendalian program pengembangan profesional tenaga kependidikan yang dilakukan oleh kepala sekolah adalah melalui pengawasan, kontroling, evaluasi, dan pembinaan terhadap pelaksanaan program.Kata kunci: Perencanaan, Pelaksanaan dan Pengendalian</text>

                <text>Abstract: Teachers’ professionalism ability to create quality learning affects the successful of education. Guiding the teachers is one of the principal’s responsibilities. This research aimed to find out the principal’s strategies including programs, implementation, evaluation, supporting and inhibiting factors in improving teacher’ professionalism at State Senior High School 1 of Indrapuri. This research employed a descriptive method with quantitative approach. Techniques of data collection used were interview, observation, and study documentation. Subjects were principals, vice principal, teachers, supervisors, and school committee. Data were analyzed by reducing data, displaying, drawing conclusion, and data verification. The results showed that: 1) planning to improve teachers’ professionalism was implemented in discussion forum at the beginning of academic year and involves all school personnel. Teachers’ professionalism improvement programs planned were implementing team teaching, involving all teachers in school activities, managing student’s administration including facilities and infrastructure, conducting supervision, instilling discipline, and giving motivation and reward accordingly. 2) The programs were implemented by the team, which consisted of the principal, vice principal and senior teachers. The programs were implemented by dividing the tasks and setting the planning as a reference. 3) The evaluation was conducted at the end of semester and guided the teacher to understand the evaluation activities, showing instrument evaluation, and socializing the evaluation activities. 4) The supporting factors in improving teachers’ professionalism were having a formal legal basis, the socialization regarding the importance of teachers’ professionalism, cooperation, partnership and potential teachers, and the existence of formal and informal organization in school. The inhibiting factors were the low of bureaucratic culture, the low of work productivity, the low of output education to compete, and incomplete of facilities and infrastructure.Keywords: Strategy, school principal, teacher’s professional.Abstrak: Strategi kepala sekolah merupakan cara untuk mengatasi segala kendala atau tantangan dengan memanfaatkan segala sumber daya sekolah, termasuk meningkatkan professional guru untuk mencapai tujuan pendidikan. Tujuan Penelitian ini untuk mengetahui strategi kepala sekolah dalam meningkatkan profesional guru. Penelitian ini menggunakan metode deskriptif dengan pendekatan kuantitatif. Teknik pengumpulan data adalah wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah, pengawas dan guru. Penyusunan rencana peningkatan profesional guru dilakukan dalam suatu forum musyawarah pada setiap awal tahun ajaran dengan melibatkan semua personel sekolah. Program peningkatan profesional guru yang direncanakan adalah melaksanakan team teaching, melibatkan seluruh guru dalam aktivitas sekolah, mengelola administrasi siswa, sarana dan prasarana, melakukan supervisi, menanamkan disiplin, memberikan motivasi dan penghargaan yang sesuai. 2) Pelaksanaan program dilakukan oleh tim yang terdiri dari kepala sekolah, wakil kepala sekolah dan guru senior. Pelaksanaan program diawali dengan pembagian tugas dan menjadikan perencanaan sebagai pedoman pelaksanaan. 3) Evaluasi dilaksanakan pada setiap akhir semester dengan terlebih dahulu membina guru untuk memahami kegiatan evaluasi, menunjukkan instrumen evaluasi dan mensosialisasikan kegiatan evaluasi. 4) Faktor pendukung dalam meningkatkan profesional guru adalah memiliki landasan yuridis formal, telah adanya sosialisasi tentang pentingnya profesional guru, adanya budaya gotong royong dan kemitraan dan potensi guru, dan adanya organisasi formal dan informal sekolah. Sedangkan hambatan adalah kultur birokrasi yang kurang baik, produktivitas kerja masih rendah, output pendidikan kurang mampu bersaing, sarana dan prasarana masih kurang.Kata kunci: Strategi Kepala Sekolah, Profesional Guru.</text>

                <text>Abstract: Principal is a pearson who is responsible in improving teachers’ performance. This study aimed to find out the principal’s leadership behavior in improving teachers’ performance in State Elementary School (SD Negeri) 2 Lambheu of Aceh Besar Regency. This study used qualitative approach. The techniques of data collection were documentation, observation, and interview. The Subjects of this study were principal and teachers. This study showed that:  (1) the policy formulated by the principal by improving the teachers in improving the teacher’ performance in SD Negeri 2 Lambheu of Aceh Besar Regency led to written or unwritten rules that based on the vision and mission of school and school’s objectives. The principal also formulated performance improvement plant. The results of implementing this policy were the better teaching that made the students could easier to understand the subjects and felt convenience in school, and the better education quality. (2) The principal’s programs in improving the discipline of the teacher by performing good commutication (not rude, arrogant, or authoritarian), conducting seminars and workshop have showed happy results. The program made the teachers became more disipline that they were able to finish their tasks well. (3) The principal’s strategies in improving the responsibility of the teachers were by involving all teacher and acting as a model. (4) The factor that influenced the principal’s leadership in improving the teacher’s performance was the commitment of the principal in improving school achievement both in local and national level. The leadership was also influenced by the principal’s personality, school organization, and external environment.Keywords: Leadership, Principal, and Teacher’s performance.Abstrak: Kepala sekolah adalah orang yang bertanggung jawab dalam meningkatkan kinerja guru disekolah. Tujuan penelitian ini untuk mengetahui perilaku kepemimpinan kepala sekolah dalam peningkatan kinerja guru pada SD Negeri 2 Lambheu Kabupaten Aceh Besar. Penelitian dengan menggunakan pendekatan kualitatif dengan teknik pengumpulan data dokumentasi, observasi, dan wawancara. Subjek penelitian adalah kepala sekolah dan guru. Penelitian ini menunjukkan bahwa: (1) Perumusan kebijakan kepala sekolah dalam meningkatkan kemampuan guru-guru pada SD Negeri 2 Lambheu Kabupaten Aceh Besar telah membuat aturan-aturan tertulis maupun lisan sesuai visi misi sekolah dengan melibatkan guru, sasaran sekolah dan kepala sekolah merumuskan kegiatan-kegiatan untuk meningkatkan kemampuan guru. Hasil ini membuat guru-guru dapat mengajar dengan lebih baik sehingga murid-murid lebih mudah memahami pelajaran dan dapat merasakan adanya kenyamanan selama disekolah dan tercapaianya mutu pendidikan yang lebih baik; (2) Program kepala sekolah sebagai pemimpin dalam meningkatkan kedisiplinan guru-guru pada SD Negeri 2 Lambheu Kabupaten Aceh Besar dengan memakai komunikasi yang baik (tidak kasar, melakukan pengawasan langsung, tidak arogan dan otoriter), menyusun program KKG, seminar-seminar dan workshop dengan program ini menunjukkan hasil yang menggembirakan, guru lebih disiplin sehingga dapat menyelesaikan tugasnya dengan baik; (3) Strategi Kepala Sekolah sebagai pemimpin dalam meningkatkan tanggung jawab guru-guru pada SD Negeri 2 LambheuKabupaten Aceh Besar dengan melibatkan semua guru dan memberikan contoh langsung dan (4) Faktor-faktor yang mempengaruhi kepemimpinan kepala sekolah dalam meningkatkan kinerja guru adalah keinginannya meningkatkan prestasi sekolah supaya punya prestasi yang lebih baik di tingkat Aceh dan nasional.                 <text>Abstract: Library management in higher education institutions well, will have a positive impact on the advancement of education and the increasing interest in reading among students. This study aims to determine: the procurement of books, collection books, and library books in the library service in Banda Aceh Muhammadiyah Midwifery Academy. This study uses descriptive qualitative approach. Data was collected by observation, interview, and documentation. Subjects consisted of: Director, Head of Libraries, Library Staff, Chief of Public Affairs, and a student at the Academy of Midwifery Muhammadiyah Banda Aceh. The results showed that: 1) Procurement of library books is done by the Head of the Library and the settings adjusted to the scale of priorities. Procurement of library books not only from institutions AKBID Muhammadiyah Banda Aceh, also obtained from students, Muhammadiyah assistance centers, and support the aspirations of the fund. 2) The collection of books in the library consists of books midwifery 382 pieces, 200 pieces of nursing books, science books 300 diseases, and other supporting books. The addition of books from year to year shows an increase in line with the development of the library and in line with the growing interest of students reading at the library AKBID Muhammadiyah Banda Aceh. 3) Library Services done openly, with the aim that students can freely seek books desired. The implementation of these services carried over to foster interest in reading for students may find library books are attractive and can also save librarians/ library staff. Keywords: Library Books and Reading Interest   Abstrak: Pengelolaan perpustakaan pada lembaga perguruan tinggi dengan baik, akan berdampak positif terhadap kemajuan dunia pendidikan dan meningkatnya minat baca di kalangan mahasiswa. Penelitian ini bertujuan untuk mengetahui: pengadaan buku, koleksi buku, dan layanan buku pustaka pada perpustakaan di Akademi Kebidanan Muhammadiyah Banda Aceh. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik observasi, wawancara, dan studi dokumentasi. Subjek penelitian terdiri dari: Direktur, Kepala Urusan Perpustakaan, Staf Perpustakaan, Kepala Urusan Umum, dan mahasiswa pada Akademi Kebidanan Muhammadiyah Banda Aceh. Hasil penelitian menunjukkan bahwa: 1) Pengadaan buku perpustakaan dilakukan oleh Kepala Bagian Perpustakaan dan pengaturannya disesuaikan dengan skala prioritas. Pengadaan buku pustaka tidak hanya berasal dari lembaga AKBID Muhammadiyah Banda Aceh, juga didapatkan dari mahasiswa, bantuan Muhammadiyah Pusat, dan bantuan dari dana aspirasi. 2) Koleksi buku pada perpustakaan terdiri dari buku kebidanan 382 buah, buku keperawatan 200 buah, buku ilmu penyakit 300 buah, dan buku penunjang lainnya. Penambuku  buku dari tahun ke tahun menunjukkan adanya peningkatan sesuai dengan pengembangan perpustakaan dan seiring dengan meningkatnya minat baca mahasiswa pada perpustakaan AKBID Muhammadiyah Banda Aceh. 3) Layanan Perpustakaan dilakukan secara terbuka, dengan tujuan agar mahasiswa bisa bebas mencari buku yang diinginkan. Penerapan sistem pelayanan yang dilakukan selama ini dapat menumbuhkan minat baca karena mahasiswa dapat menemukan buku pustaka yang menarik dan juga dapat menghemat tenaga petugas perpustakaan/ pustakawan. Kata kunci: Buku Perpustakaan dan Minat Baca</text>

                <text>Abstract: Education is very important in improving the quality of human resource. The quality of education is a hope and a dream for community. Total Quality Management can improve school performance if it is applied appropriately. This research aimed to find out the programming, implementation programs, and factors affecting the implementation of Total Quality Management. This research employed descriptive method with qualitative approach. Technique of data collection used was interview, observation, and documentation. The research subjects were principal, teachers, and staffs. The results showed that: (1) the State Vocational High School 1 of Banda Aceh refer to the principles of Total Quality Management in programming. (2) The implementation of Total Quality Management involved all school elements. The beneficial implementation of Total Quality Management was to increase teachers’ performance in order to affect students’ achievement and school performance. (3) The factors affecting were motivating factor and inhibiting factor. Motivating factors include a good quality of teachers and principal, an adequate infrastructure, a high level of trust and public interest of parents and school committee. The inhibiting factors include inadequate human resources and the incompatibility of teachers and staff’s performance with Total Quality Management.Keywords: Total Quality Management, School PerformanceAbstrak: Pendidikan merupakan hal yang sangat penting dalam peningkatan mutu Sumber Daya Manusia (SDM), Pendidikan yang bermutu merupakan harapan dan dambaan bagi masyarakat. Implementasi Manajemen Mutu Terpadu (MMT) bila diterapkan secara tepat dapat membantu meningkatkan kinerja sekolah. Penelitian ini bertujuan untuk mengetahui penyusunan program, implementasi program, faktor yang mempengaruhi dalam implementasi manajemen mutu terpadu. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilaksanakan dengan wawancara, observasi dan dokumentasi. Subjek dalam penelitian ini adalah kepala sekolah, guru dan karyawan. Hasil penelitian menunjukkan bahwa: (1) SMK Negeri 1 Banda Aceh dalam penyusunan program berpedoman pada prinsip-prinsip dasar manajemen mutu terpadu, (2) implementasi manajemen mutu terpadu yang dilakukan kepala sekolah dengan melibatkan seluruh pendukung sekolah, Manfaat penerapan manajemen mutu terpadu terjadinya peningkatan kinerja guru sehingga berpengaruh terhadap prestasi siswa dan meningkatnya kinerja sekolah, (3) Faktor yang memperngaruhi, pertama faktor pendukung: kualitas SDM guru dan kepala sekolah yang cukup baik, sarana prasarana yang memadai, tingkat kepercayaan dan minat masyarakat yang tinggi, wali murid dan komite sekolah, faktor penghambat: antara lain sumber daya manusia (SDM) belum optimal serta budaya kerja guru dan karyawan belum sesuai dengan manajemen mutu terpadu.Kata Kunci     : Manajemen Mutu Terpadu, Kinerja Sekolah</text>

                <text>Abstract: The management of education funding is the process of setting up and managing costs effectively and efficiently in education financing business. The cost of education is a very important component in education. The process of education cannot work without the support costs. The purpose of this study to Describe and analyze matters relating to: the budget planrevenue expenditure, the use of education funding, and oversight of education funding. The method used in this study was a descriptive qualitative approach. Data collection techniques used were interviews, observation, and documentation. Subjects: principals, vice principals, school treasurers, and school committees. The results showed that: the budgeting process undertaken by the principal, with the involvement of the assistant principal, department chair, treasurer, senior teachers, and school committees. The use of education funding in terms of the financial side, that all types of expenditures for education activities in schools should be shared by both the principal and the school internal parties involved in the process of preparing budgets. Oversight of education funding in Aceh Besar district SMK carried out by the principal and vice principal. Control system is by way of observing each income andexpenditure of funds. Monitoring or examination by indirect observations such as every expenditure of funds must be approved by the principal or bursar. Audits are also performed by examining the financial reports on all activities performed, awarded by the vice-principal or bursar.Key words: Management and Financing of Education</text>

Subjects were the principal, deputy principal, head of KKG and teachers at SDN 2 Banda Aceh. The results showed that: (1) the principal’s policy process to improve the competence of teachers at SDN 2 Banda Aceh can be said to be good, the principal in improving teacher competence gave permission to teachers to continue their study, conducted trainings, provided teaching materials in accordance with applicable curriculum; (2) The strategies of the principal in improving the professional competence of teachers at SDN 2 Banda Aceh were good because every teacher is obliged to make a set of learning devides according to the latest curriculum, to adjust to the teacher’s book, and to make a schedule of supervision; (3) There were constraints faced by principals in improving the professional competence of teacher at SDN 2 Banda Aceh, namely the division of duties to teachers was uneven, and teachers were reluctant to express their desire and weaknesses in learning.Keywords: Strategies of the principal and Profefessional Competence of TeacherAbstrak: Kemampuan seorang kepala sekolah dalam memimpin  berpengaruh dalam meningkatkan motivasi kerja guru. Kompetensi profesional guru merupakan  strategi  meningkatkan mutu pendidikan. Tujuan penelitian ini adalah untuk mengetahui upaya-upaya yang dilakukan kepala sekolah dalam meningkatkan kompetensi profesional guru pada SD Negeri 2 kota Banda Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan studi dokumentasi. Subjek penelitian adalah Kepala Sekolah, Wakil kepala sekolah, ketua KKG dan guru di SD Negeri 2 kota Banda Aceh. Hasil penelitian menunjukkan bahwa: (1) Proses kebijakan  kepala sekolah dalam meningkatkan kompetensi guru pada SD Negeri 2 Banda Aceh sudah dikatakan baik,   kepala sekolah dalam meningkatkan kompetensi guru yaitu memberi izin kepada guru untuk melanjutkan kuliah, mengadakan pelatihan, menyediakan bahan ajar yang sesuai dengan kurikulum yang berlaku; (2)  Strategi kepala sekolah dalam meningkatkan kompetensi profesional guru pada SD Negeri 2 Banda Aceh yaitu  sudah baik karena setiap guru wajib membuat perangkap pembelajaran sesuai dengan kurikulum yang terbaru, menyesuaikan buku pengangan guru, membuat jadwal supervisi; (3) Kendala-kendala yang dihadapi kepala sekolah dalam   meningkatkan kompetensi profesional guru pada SD Negeri 2 Banda Aceh yaitu pembagian tugas kepada guru kurang merata, guru tidak berani mengemukakan keinginan serta kekurangannya dalam pembelajaran.Kata Kunci: Strategi Kepala Sekolah dan Kompetensi Profesional Guru</text>
