                <text>Abstract: The recruitment, placement, and empowerment that based on the competency of human resources can improve the quality of the human resources. This study aimed to find out the description of the recruitment, placement, and empowerment of lecturers at College of Teacher Training and Education Muhammadiyah Aceh Tengah (STKIP-MAT). This study used qualitative approach. The techniques of data collection used were observation, interview, and documentation. The subjects of this study were the director, the vice director I and vice director II, the heads of study programs, and the lecturers of STKIP-MAT. The results of this study showed that (1) the process of recruitment of lecturers at STKIP-MAT was based on the college need, which referred to the number of lecturers, credit loads, number of formations, and number of students.The process was through document selection, interview, and decision-making steps. (2) The process of placement of lecturers was carried out by heads of study programs, which based on the discipline of the lecturers. (3) The human resources empowerment at STKIP-MAT included the development of lecturers’ ability through scientific conference, upgrading, workshop, senior supervision, training, and giving chance to continue their study. (4) The obstacles faced by the director of STKIP-MAT in empowering human resources was most of the lecturers have other jobs outside and most of them were civil servants on governmental institute. Based on the results of this study, it could be concluded that the human resources management at STKIP-MAT has not been performing well. It could be seen from factor so that the obstacles faced in implementation of human resource management strategies difficult to implement of STKIP-MAT maximally.Keywords: Management Strategy, and Human Resources.Abstrak: Rekrutmen, penempatan dan pembinaan yang sesuai dengan kompetensi dapat meningkatkan mutu sumber daya manusia. Penelitian ini bertujuan untuk mengetahui gambaran tentang proses rekrutmen, penempatan dan pembinaan  sumber daya manusia pada STKIP Muhammadiyah Aceh Tengah. Penelitian ini  menggunakan pendekatan kualitatif.  Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi dan subjek penelitian adalah ketua, pembantu ketua I dan II, ketua prodi dan juga dosen STKIP Muhammadiyah Aceh Tengah. Hasil penelitian mengungkapkan bahwa : (1) proses rekrutmen penerimaan tenaga dosen STKIP Muhammadiyah Aceh Tengah didasarkan pada penentuan kebutuhan, yakni didasarkan kepada beban SKS mata kuliah, kemudian melakukan tahap-tahap seleksi berkas, pemeriksaan rekomendasi, wawancara, dan pengambilan keputusan, (2) proses penempatan tenaga dosen diserahkan sepenuhnya kepada jurusan berdasarkan disiplin ilmu dosen baru (3) pembinaan sumber daya manusia STKIP Muhammadiyah Aceh Tengah meliputi pengembangan dosen melalui pertemuan-pertemuan ilmiah, penataran, lokakarya, bimbingan senior-junior, mengirim dosen pada kegiatan pelatihan, serta memberikan kesempatan untuk melanjutkan pendidikan ke jenjang yang lebih tinggi, (4) hambatan yang dihadapi ketua STKIP Muhammadiyah Aceh Tengah adalah masalah pemberdayaan sumber daya manusia, kebanyakan dosen mempunyai pekerjaan pokok diluar kampus dan kebanyakan berstatus PNS pada instansi pemerintah. Berdasarkan hasil penelitian tersebut dapat disimpulkan bahwa manajemen sumber daya STKIP Muhammadiyah Aceh Tengah belum terlaksana dengan baik. Hal ini terlihat dari  faktor hambatan yang dihadapi sehingga dalam pelaksanaan strategi manajemen sumber daya manusia STKIP Muhammadiyah Aceh Tengah sangat sulit dilaksanakan secara maksimal.Kata kunci: Strategi Manajemen, dan Sumber Daya Manusia.</text>

                <text>Abstract: Conflict is the portion that can not be separated from human life. Since humans recognize real life then the conflict has been with humans. School as a gathering place for humans can not be separated from the problems of conflict, so that the conflict there were feeling lucky and some are feeling dirugikan.Manajemen conflict of school personnel seek to direct the difference into sameness of thought, of  be peace and the ultimate goal of this research is to understand how conflict management in organizations can improve the performance of school teachers Kelipah MIN Bener Bener Kelipah District of the central highlands. The method used is descriptive  method with  qualitative approach. Data collection techniques used in this study were  interviews, observation, and study documentation. The data analysis techniques with data reduction, data display and making conclusions and verification. That is the subject of this research is the principal, deputy principal and teacher. results showed that: (1) The causes of conflict in the MIN Bener Kelipah is the understanding of teachers and principals about the concept of false conflicts, pressure, feeling aggrieved, oppressed, abused, role conflict and welfare of teachers. (2) The positive impact caused by conflict tehadap teacher performance: is the creation  of discipline,  increased teacher performance, increasing the quality of the formation of character education respect others. mature attitude and togetherness. While the negative impacts of conflict is the creation of groups within the school organization, the opposition, the decline in teacher performance,  stress or crazy. (3) The strategy of conflict control  done is: Understanding teachers' economic, social, emotional,  psychological, character and character approaches and sanctions (4) barriers to overcome conflicts also often perceived namely: doubt in conflict resolution, the more senior age familial nature ,  emotional,  cultural and social status. Recommendations from this study, using constructive management style, encouraging equal participation and maintain a positive relationship  for the duration of the conflict, which creates an atmosphere  kondusip for school personnel.Keywords: Management, Conflict, Organization.Abstrak: Konflik pada organisasi sekolah biasanya diawali oleh adanya gesekan yang terjadi antara guru dengan guru dan antara guru dengan kepala sekolah. Konflik tersebut akan memberikan dampak yang bersifat positif dan negatif. Seorang pemimpin yang arif akan membuat strategi penangan konflik yang baik, sehingga konflik yang sejatinya  berdampak negatif  akan di arahkan  kepada hal yang positif. Tujuan akhir dari penelitian ini  adalah untuk melihat secara langsung  bagaimana pengelolaan  konflik pada  organisasi sekolah dapat  meningkatkan kinerja guru  MIN Bener Kelipah Kecamatan Bener Kelipah  Kabupaten Bener Meriah. Metode penelitian yang digunakan adalah  metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi, dan studi dokumentasi. Teknik analisis data dilakukan dengan reduksi data, display data dan pengambilan kesimpulan serta verifikasi. Yang menjadi subjek dalam penelitian ini adalah Kepala sekolah, Wakil kepala sekolah dan Guru. Hasil penelitian menunjukan bahwa:(1) Faktor penyebab terjadinya konflik pada MIN Bener Kelipah adalah  pemahaman guru dan kepala sekolah tentang konsep konflik yang keliru, adanya tekanan, merasa dirugikan, ditindas, dilecehkan, konflik  peran dan  kesejahteraan  guru.(2) Adapun dampak positif yang ditimbulkan oleh konflik tehadap kinerja guru: adalah terciptanya kedisiplinan, meningkatnya kinerja guru, meningkatnya mutu pendidikan terbentuknya watak  menghargai orang lain.  sikap dewasa dan terciptanya  kebersamaan .  Sedangkan dampak negatif yang ditimbulkan konflik adalah terciptanya kelompok dalam organisasi sekolah, terjadinya  pertentangan, menurunya kinerja  guru, stress atau gila. (3) Strategi penggendalian konflik yang dilakukan adalah: Memahami guru secara ekonomi, sosial,  emosional,  kejiwaan, watak dan karakter  pendekatan dan pemberian  sanksi (4) hambatan dalam mengatasi konflik terbagi kepada dua macam, yaitu hambatan dari dalam dan hambatan dari luar. Implikasi dari penelitian ini, timbulnya pemahaman konflik yang koprehensif dari komponen sekolah, mendorong partisipasi sejajar dan mempertahankan hubungan positif selama masa konflik, yaitu menciptakan suasana kondusip bagi para personil sekolah, dan terjadinya sikap saling menerima kelebihan dan kekurangan orang lain dalam organisasi.Kata kunci: Manajemen, Konflik, dan kinerja guru.</text>

                <text>Abstract: School-based management is school management system that gives the school the authority and power to regulate school in accordance with school’s potential, demand and the need. This research aimed to find out principal’s leadership in improving the quality of education, implementation, and obstacles faced in implementing school-based management. To achieve these objectives, this research employed qualitative approach. Data was collected through interview, observation, and documentation study. The procedures of data analysis were data reduction, data display, and verification. The research subjects were principal, vice-principal, and teachers. The results showed that; (1) principal leadership in improving the quality of education was implemented by adjusting the policy rules and school’s objectives, combining the work system with school’s resources in order to obtain high achievement with a focus on improving the learners’ quality. (2) The implementation of school-based management to achieve education programs was implemented by formulating the socialization stages, vision, mission, school’s objectives, school’s challenges, and SWOT (Strength, Weakness, Opportunities, and Threats) analysis. (3) The obstacles were not arisen in implementing school-based management if it was viewed from staff/employees condition. The teacher condition was not good in discipline and responsibility and the school was not good in government transportation.Keywords: School Based Management, and Quality of Education.Abstrak: Peneli­tian ini bertujuan untuk mengetahui kepemimpinan kepala sekolah dalam meningkatkan mutu pendidikan, implementasi manajemen berbasis sekolah dalam pencapaian program pendidikan, dan kendala yang dihadapi kepala sekolah dalam menerapkan manajemen berbasis sekolah. Untuk mencapai tujuan tersebut, penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Kepemimpinan kepala sekolah dalam meningkatkan mutu pendidikan dilakukan dengan menyesuaikan aturan kebijakan dan tujuan pokok sekolah, memadukan sistem kerja dengan sumber daya sekolah agar memperoleh prestasi yang tinggi dengan fokus pada pengembangan mutu peserta didik; (2) Implementasi manajemen berbasis sekolah dalam pencapaian program pendidikan dilakukan dengan tahapan sosialisasi, merumuskan visi, misi dan tujuan sekolah, mengidentifikasi tantangan sekolah, dan melakukan Analisis SWOT; dan (3) Kendala yang dihadapi kepala sekolah dalam implementasi manajemen berbasis sekolah tidak memiliki kendala bila dilihat dari kondisi staf/karyawan sekolah, kondisi guru di sekolah masih terkendala dengan kedisiplinan dan tanggungjawab, sedangkan kondisi lingkungan sekolah terkendala dengan ketidaknyamanan kendaraan dan sarana transportasi pemerintah.Kata kunci : Manajemen Berbasis Sekolah, dan Mutu Pendidikan.</text>

                <text>Abstract: This study aimed to determine the teacher’s pedagogical competence in lesson planning, learning process, and in improving students’ motivation. To achieve these objectives, this study used descriptive qualitative approach. Data were collected through interview, observation, and documentation. The procedures of data analysis were data reduction data display and data verification. The subjects of this study were the principal, vice-principals and teachers. The results showed that: (1) the teachers’ pedagogical competence in lesson planning was done by preparing a lesson plan draft, but some teachers did not bring the lesson plan during the learning process so that the learning objectives were not maximally achieved; (2) the teachers’ pedagogical competence in the learning process was done by comprehending and solidifying the understanding on a number of learning materials contained in textbooks. Whereas in the learning process, there were for classroom management and undisciplined use of time: and (3) the teachers’ pedagogical competence in improving student motivation was done by providing opportunities for students to be actively involved in the use of information and coomunication technology facilities in the achievementof learning goals, communicating effectively with learners, and conducting reflectieve action to improve the quality of learning.Keywords: Pedagogical competence and learning motivationAbstrak: Peneli­tian ini bertujuan untuk kompetensi pedagogik guru dalam perencanaan pembelajaran, proses pembelajaran, dan dalam meningkatkan motivasi belajar siswa. Untuk mencapai tujuan tersebut, penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Kompetensi pedagogik guru dalam perencanaan pembelajaran dilakukan dengan membuat draft RPP, namun sebagian guru tidak membawa RPP pada saat proses belajar mengajar berlangsung sehingga tujuan pembelajaran tidak tercapai secara maksimal; (2) Kompetensi pedagogik guru dalam proses pembelajaran dilakukan dengan mendalami dan memantapkan sejumlah materi pembelajaran sebagaimana terdapat dalam buku paket, adapun dalam proses pembelajaran terdapat pengelolaan kelas yang kurang baik dan pemanfaatan waktu yang kurang disiplin; dan (3) Kompetensi pedagogik guru dalam meningkatkan motivasi belajar siswa dilakukan dengan memberi kesempatan kepada peserta didik untuk terlibat aktif dalam menggunakan fasilitas teknologi informasi dan komunikasi dalam pencapaian tujuan pembelajaran, berkomunikasi secara efektif dengan peserta didik, dan melakukan tindakan reflektif untuk peningkatan kualitas pembelajaran.Kata kunci : Kompetensi Pedagogik dan Motivasi Belajar.</text>

                <text>Abstract: The purpose of this research is to find out and describe the management of budgeting performed by the House of Representatives of Aceh (DPRA) and working Unit of Aceh Government (SKPA). This reseach used qualitative approach with descriptive method. This research was conducted at the administrative office of the House of  Representative of Aceh (DPRA). The subjects of this research were the DPRA’s speaker, the four deputies of DPRA, the commussion of budget, and the secretary of DPRA. The results revealed that (1) budgeting management planning is conducted by the budget team of Aceh Government at the end of the year through coordination meetings by preparing budget document; (2) the budget process is performed through coordination meeting by discussing the plans of badget usage and budget Absorption of Aceh Provincial Budget (APBA) in the previous yeas, and making an accurate estimate; (3) the performance of DPRA in terms of  budgeting has been in line with the procedure stated within the minutes through the mechanism of special committee; (4) the supervision and evaluation performed by DPRA involve all stakeholders and also expert staff the Aceh Government.Keywords:  Management and BudgetingAbstrak : Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan manajemen anggaran yang dilaksanakan oleh Anggota Dewan Perwakilan Rakyat Aceh (DPRA) dengan Satuan Kerja Pemerintah Aceh (SKPA). Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Penelitian dilakukan pada kantor Sekretariat Dewan Perwakilan Rakyat Aceh dengan subjek penelitian: Ketua DPRA, Wakil Ketua DPRA, Komisi C yang membidangi Anggaran, dan Sekretaris Dewan (SETWAN) provinsi Aceh. Teknik pengumpulan data dilakukan melalui kegiatan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: (1) Perencanaan program penganggaran dilakukan pada akhir tahun melalui rapat koordinasi dan Tim Anggaran Pemerintah Aceh dengan mempersiapkan dokumen-dokumen anggaran, (2) Proses anggaran dilaksanakan melalui rapat koordinasi dengan membahas rancangan penggunaan anggaran dan daya serap APBA tahun sebelumnya serta melakukan penaksiran atau estimasi secara lebih akurat, (3) Kinerja Dewan Perwakilan Rakyat Aceh dalam hal penganggaran sudah sesuai dengan mekanisme yang tercantum dalam berita acara melalui mekanisme Panitia Khusus (PANSUS), (4) Pengawasan dan evaluasi yang dilaksanakan oleh Dewan Perwakilan Rakyat Aceh melibatkan berbagai pihak atau stakeholder dan juga staf ahli dari Pemerintah Aceh.Kata kunci : Manajemen dan Penganggaran.</text>

                <text>Abstract: Principal as a top manager has a strategic role in improving the discipline and work motivation of teachers. This study aimed to describe the programs, the policy, and the obstacles of principal in improving the discipline and work motivation of teachers in State Elementary School 36 Laksana of Banda Aceh. This study used qualitative descriptive approach. Techniques of data collection used were interview, observation, and documentation study. Subjects of this study were principal and teachers. The results of the study showed that the program of improving the discipline and work motivation of teachers aimed to achieve an optimal teaching-learning process, so that the quality of school can be improved. Each program plan was purposed to make the teaching-learning process become effective, fun, and school-goals oriented. The policy of principal in improving the commitment of teachers was the implementation of situational leadership for low-commitment teachers, and the implementation of consultative and participative leadership for high-commitment teachers. The principal always discussed the policies with the teachers. The obstacles in improving the discipline and work motivation of teachers were the condition of few teachers that came late to school, some teachers did not prepare the teaching materials well, and some of them did not use media in teaching process.Keywords: Strategies of Principal, Discipline and Motivation of Teachers.Abstrak: Kepala sekolah sebagai top manager memiliki peran yang strategis dalam meningkatkan disiplin dan motivasi kerja guru. Penelitian ini bertujuan untuk mendeskripsikan program kepala sekolah, kebijakan kepala sekolah untuk meningkatkan komitmen dan motivasi kerja guru, serta kendala kepala sekolah dalam meningkatkan disiplin dan motivasi kerja pada guru SD Negeri 36 Laksana Banda Aceh. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentasi. Subjek penelitian kepala sekolah dan guru. Hasil penelitian menunjukkan bahwa program peningkatan disiplin dan motivasi kerja guru bersasaran untuk tercapainya proses pembelajaran dengan optimal, sehingga pada akhirnya mutu sekolah dapat diitingkatkan. Setiap penyusunan program diarahkan agar proses pembelajaran berjalan dengan baik, efektif, dan menyenangkan, dan berorientasi kepada pencapaian tujuan sekolah. Kebijakan kepala sekolah untuk meningkatkan komitmen guru dengan menerapkan kepemimpinan yang bersifat situasional bagi guru-guru yang komitmen kerjanya biasa, tetapi sikap mereka lebih patuh dalam melaksanakan tugasnya, kepala sekolah menerapkan kepemimpinan konsultatif dan partisipatif. Kepala sekolah banyak berdiskusi untuk mendapatkan cara yang disetujui oleh guru-guru. Kendala dalam meningkatkan disiplin dan motivasi kerja guru antara lain masih ada sebagian kecil guru yang datang terlambat ke sekolah, masih ada guru yang tidak menyiapkan perangkat pembelajaran dengan lengkap, tidak pernah menggunakan media dalam melaksanakan pembelajaran.Kata Kunci: Strategi Kepala Sekolah, disiplin dan motivasi guru</text>

                <text>Abstract: The purpose of this study was to determine the program, implementation, follow-up and the obstacles faced by principals in the implementation of academic supervision in improving the professional competence of teachers. This study used descriptive qualitative approach. The technique of data collection used were observation, interviews, and documentation. Subjects of study were principals, vice-principals, teachers and supervisors. Data were analyzed with data reduction, data display, conclusion drawing and verification. The results showed that: 1) Programs are arranged at the beginning of each school year based on the results of the follow-up implementation of supervision in the previous year based on the instructions given by the Department of Education. Teachers were not fully involved in setting the programs and it was planned twice in one semester. 2) Implementation of supervision begins with socialization activities for teachers and pre-observation meeting. Supervision activities were carried out by providing guidance and direction on the preparation of learning tools, learning implementation and evaluation of learning through meetings, discussions, individual meetings and classroom observations. Principal recorded all activities on a classroom observation on instrument sheet that will be used as input and consideration for guidance in improving teachers' professional competence. 3) Follow-up is done through discussions between principals and teachers to provide feedback from the results of classroom observation. Results of follow-up were concluded with concrete steps contextually as a way out of the problems faced by teachers in the learning process and as an improvement in the future to improve the quality of learning. 4) Obstacles faced were the supervision schedule was often shifted, the use of teaching methods were still centered on the teacher, the teacher felt clumsy when supervised and teachers were less active in seeking new information about learning. Keywords: Academic Supervision and Teacher Professional Competence. Abstrak: Tujuan penelitian ini untuk mengetahui program, pelaksanaan, tindak lanjut dan hambatan-hambatan yang dihadapi oleh kepala sekolah dalam pelaksanaan supervisi akademik untuk meningkatkan kompetensi profesional guru. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah, guru dan pengawas. Data dianalisis dengan cara mereduksi, display, mengambil kesimpulan dan verifikasi data. Hasil penelitian menunjukkan: 1) Program disusun pada setiap awal tahun pelajaran berdasarkan hasil tindak lanjut pelaksanaan supervisi pada tahun sebelumnya dengan berpedoman pada petunjuk yang diberikan oleh Dinas Pendidikan. Penyusunan program tidak sepenuhnya melibatkan guru dan direncanakan sebanyak dua kali dalam satu semester. 2) Pelaksanaan supervisi diawali dengan kegiatan sosialisasi kepada guru dan melakukan pertemuan pra observasi. Kegiatan supervisi dilakukan dengan memberikan bimbingan dan arahan tentang penyusunan perangkat pembelajaran, pelaksanaan pembelajaran dan evaluasi pembelajaran melalui kegiaran rapat, diskusi, pertemuan individu dan observasi kelas. Kepala sekolah mencatat seluruh kegiatan observasi kelas pada lembar instrumen yang akan dijadikan sebagai masukan dan pertimbangan untuk pembinaan dalam meningkatkan profesional guru. 3) Tindak lanjut dilakukan melalui diskusi antara kepala sekolah dengan guru sebagai pertemuan balikan dari hasil observasi kelas. Hasil tindak lanjut diakhiri dengan langkah-langkah kongkrit secara kontekstual sebagai jalan keluar dari masalah-masalah yang dihadapi guru dalam proses pembelajaran dan sebagai upaya perbaikan pada masa yang akan datang  untuk perbaikan dan peningkatan kualitas pembelajaran. 4) Hambatan-hambatan yang dihadapi adalah sering bergeser jadwal supervisi, penggunaan metode mengajar masih berpusat pada guru, guru merasa kaku ketika disupervisi dan guru kurang aktif dalam mencari informasi baru tentang pembelajaran. Kata Kunci: Supervisi Akademik dan Kompetensi Profesional Guru</text>

Olahraga atletik khususnya nomor lompat menuntut unsur kekuatan, kecepatan dan power guna mendapatkan hasil lompatan yang maksimal Plyometrik merupakan salah satu bentuk pelatihan yang baik untuk mengembangkan unsur kekuatan, kecepatan dan power dalam nomor lompat jauh. Salah satu bentuk pelatihan plyometrik yang cocok dan dianjurkan oleh para ahli untuk diberikan kepada siswa Sekolah Menengah Pertama adalah pelatihan lompat, jingkat dan langkah bangku. Adapun tujuan dari penelitian ini adalah untuk mengetahui pengaruh latihan lompat, langkah dan jingkat bangku terhadap hasil lompat jauh pada siswa SMP Negeri 1 Peusangan Kabupaten Bireuen. Populasi dan sampel penelitian ini adalah siswa kelas I dan II SMP Negeri 1 Peusangan kabupaten Bireuen tahun 2012. Pengambilan sampel ditentukan sebanyak 25% dari populasi yaitu 60 orang yang dibagi dalam empat kelompok, setiap kelompok terdiri dari 15 orang, kelompok perlakukan terbagi dalam 3 kelompok dan 1 kelompok untuk kelompok kontrol. Penelitian ini menggunakan metode eksperimen. Metode eksperimen ini penulis gunakan atas dasar sifat penelitian yang memberikan perlakuan terhadap subjek. Instrumen yang digunakan dalam penelitian ini adalah tes dan pengukuran lompat Jauh. Teknik pengolahan data yang digunakan adalah analisis varian satu arah (one way analysis of variance- ANOVA) Hasil penelitian menunjukkan bahwa pelatihan plyometrik yang terdiri dari lompat, jingkat dan langkah bangku memberikan pengaruh yang signifikan terhadap peningkatan hasil lompat jauh pada siswa SMP Negeri 1 Peusangan.Kata Kunci: Pengaruh latihan, lompat, jingkat dan langkah</text>

                <text>Abstract: Early childhood education today has become the need of society. Although early childhood education, including education level of recognition, but education has contributed a lot to the development of children's education. This study aims to determine the implementation of the management of early childhood education made Al-Fath Sabang. This research uses descriptive method with a qualitative approach to data collection tool while using interviews, observation and documentation study questionnaire. As for the subjects in this study is the element that includes the school principal and teachers in early childhood Sabang Al-Fath, elements of the parents. The results showed that: (1) Planning early childhood education programs in school of Al-Fath, was generally well conceived, it has the look of the planningprogram of educational activities in accordance with the provisions of a plan of activities. (2) Organization of Al-Fath in early childhood, was publicly reflects the relevance of the ability and skills to the needs of education personnel. (3) The implementation of early childhood education in Al-Fath directed in the learning process goes well, effective and fun. (4) Supervision conducted by the two surveillance systems, namely: the direct supervision andcontrol of functional superiors.                 <text>Abstrak. Kurikulum Tingkat Satuan Pendidikan (KTSP) adalah kurikulum operasional yang disusun dan dilaksanakan di masing-masing satuan pendidikan. Kenyataan di lapangan tidak semua guru memahami kurikulum KTSP, keluhan sering terjadi dan terdengar dari guru pada saat observasi awal yang penulis lakukan pada beberapa guru SMP dan SMA yang ada di Kabupaten Bireuen. Tujuan penelitian ini adalah untuk mengetahui tingkat pemahaman guru Penjaskes tentang Kurikulum Tingkat Satuan Pendidikan Kabupaten Bireuen tahun 2011. Populasi adalah keseluruhan subjek penelitian. Jumlah populasi dalam penelitian ini adalah seluruh guru Penjas yang ada di SMP dan SMA Kabupaten Bireuen yang berjumlah 108 orang. Sampel dalam penelitian ini diambil dengan menggunakan Random Sampling 20% dari jumlah guru Pendidikan Jasmani yang ada di Kabupaten Bireuen yaitu 22 guru Pendidikan Jasmani. Untuk mendukung data dalam penelitian ini peneliti juga menambahkan kepala sekolah dan siswa yang berjumlah 22 kepala sekolah dan 22 siswa. Instrumen dalam penelitian menggunakan angket dan wawancara, dengan teknik analisis data menggunakan persentase. Berdasarkan hasil penelitian dapat disimpulkan bahwa dalam konsep dasar KTSP sebagian besar (63,64%) guru Pendidikan Jasmani pernah dipanggil untuk penataan pemahaman KTSP. Dalam perencanaan KTSP lebih dari setengah (59,09%) guru Pendidikan Jasmani ada menyusun perangkat pembelajaran sebelum mengajar. Dalam penyelenggaraan KTSP sebagian besar (77,27%) mendapat pujian dari kepala sekolah karena sangat bagus dalam mengajar dan lebih dari setengah (59,09%) mampu untuk mengajar dan perlu ditatar/diberi penataran lagi. Dalam media KTSP sebagian besar (68,18%) guru Pendidikan Jasmani menyatakan sebelum penerapan KTSP sarana dan prasarana di sekolah sudah memadai dan pernah membuat/pengadaan peralatan serta berupaya menanggulangi kekurangannya dalam proses belajar mengajar. Dalam Model Pembelajaran KTSP sebagian besar (63,64 %) ada membuat model pembelajaran tersendiri dalam mengajar dan model pembelajaran yang dibuatnya beragam serta sudah memenuhi persyaratan sesuai dengan tuntutan. Dalam evaluasi KTSP pada umumnya (81,82%) setelah penerapan KTSP kepala sekolah pernah mengevaluasi sejauhmana hasil pembelajaran yang dicapai serta dalam beberapa tahun setelah diterapkan KTSP pelajaran Pendidikan Jasmani sudah sesuai dengan yang diharapkan.Kata kunci: Pemahaman, penerapan dan kurikulum tingkat satuan Pendidikan</text>
