By the development of computer technology, the vibration analysis of the rotor shaft can be easily performed by numeric method. The objective of this research is to develop an algorithm to determine the natural frequency of a rotor shaft of a dual rotor system. The equation of motion of the system is derived from the kinetic and potential energy. By applying Lagrange’s equation and converting them into matrix form, the equations can be easily solved numerically. Through this approximation is developed computer program. The model is a rotor system built of a rotor shaft and two disks. The rotor shaft is numerically divided into several line elements. From the global matrices of the elements, it is resolved the eigen values of the system which are then converted into the natural frequencies. The validation of the program result with analytical calculation shows a very close result. However, beyond that prospect, there are disadvantages of the milkfish which are able to be putrid easily and are not able to be kept for a long time. In addition, at the time of great harvest and the fish production is plenitude and less of the fish is in use that the price of the fish decreases sharply. The population of Aceh generally like to consume fresh and dried milkfish especially the people in the rural and highland. Based on the result of the previous research, the drying method which is done by putting the fish under direct sunlight is inefective as the sunlight is not perpetually present as expected. Even the quality of the product is low as the fish is contaminated by flies. In addition it requires large drying areas to produce large quantity fish. In this research, it is conducted eksperimental analysis and drying characteristic of the milkfish in the drying process by using drying equipment with gas fuel. The drying equipment used is the shelf type which is located in Thermal Engineering Laboratory, Mechanical Engineering, Engineering Faculty, Syiah Kuala University. The equipment consists of burning room, drying room and chimney. The weight of  milkfish model is 200 grams, 250 grams, and 300 grams. Based on the test result on the milkfish weighted 200 grams after the drying process, it can be seen that the content of protein 18,97 %,fat 3,75%, water 19,20% with the total drying process of six hour. Sampel dalam penelitian ini adalah mahasiswa Semester I Prodi pendidikan fisika Universitas Almuslim yang berjumlah 40 orang. Instrumen pengumpul data berupa tes pilihan ganda yang diberikan melalui uji pre-test dan post-test. Hasil penelitian setelah dianalisis  dengan menggunakan statistik uji-t dengan kriteria pengujian terima Ha jika thitung> t(1-α)(dk) dan tolak H0 jika t mempunyai harga-harga lain menunjukkan keterampilan berpikir kritis mahasiswa sebesar 86,95%. Perhitungan rata-rata indeks gain termasuk kategori tinggi yaitu 0,76. Hal ini berarti terjadi peningkatan keterampilan berpikir kritis mahasiswa semester I prodi pendidikan fisika  materi hukum Newton melalui penggunaan Multimedia Interaktif. The results of this study affirm that the critique raised against contemporary contracts is indeed justified. It continued until Aceh joined Indonesia‟s unitary system in 1945, in which it was formally initiated by Tgk. Daud Beureueh between 1953-1963, and further to be declared by Tgk. Hasan Tiro on 4th December 1976 under the banner of the Free Aceh Movement (GAM). This struggle was ended by peace agreement, the Helsinki Memorandum of Understanding (MoU) on 15th August 2005 with the Aceh self-government notion consensus. In this regard, Aceh has more spaces and opportunities to re-determine its political, economic, social and cultural status under the Indonesian system. According to the international law, the notion of self-government is considered as internal self-determination under the International Human Rights Law regime. This would refer to two covenants: the United Nations International Covenant on Civil and Political Rights and on Economic, Social and Cultural Rights 1966. However, in practice, despite this ongoing implementation has achieved some progress in short term local political development, yet there are still many challenges for long-term economic, social and cultural advancement objectives, in particular regarding human rights related issues. This paper endeavours to analyse the issue through the overview of historical background of Aceh self-determination from an international law perspective. Hopefully, this paper contributes to a conceptual understanding of the MoU Helsinki in terms of Aceh self-determination movement as well as some challenges ahead. It also includes some others factors in determining economic growth disparity such as Gross Domestic Product (GDP) per capita, the concentration of economic activity areas, Human Development Index (HDI), the labour productivity of the region, the allocation of public investment as well as the accessibility among regions in the Aceh Province. To capture the goals of this study, it uses panel data during the period 2000 to 2010 consisting of 23 districts/cities of Aceh Province. The results show that the potential conditions for convergence because the dominant factor affecting the disparity without entering variable cumulative effect, the concentration of economic activity among regions have positive and negatively affected HDI. By entering variable cumulative effects, it turns HDI to have a negative effect, while the cumulative effect of the growth of inter-regional and the GDP per capita were positive. Thus, it can be said that the economic disparity among regions has the potential for convergence if and only if there is a policy intervention by the government in improving the quality of education, health, and consumer purchasing power to reduce the disparity.
