At the pre-construction, one of the activities carried out is- tender of work. Tender is considered as one of importantactivity, because the most responsive contrac- tor is determined at this stage. To be elected as the winner of tender, there are a number of factors that influence. Therefor, this study is aimed to examine the factors that affect the determination of the winning of construction tender. The study focuses on the construction project that was terdered using post qualification method in the Department of Highways and Human Settlements (BMCK) Province of Aceh. Data obtained from the 50 quitionaire delivered to the tender committees and contractors involved in the tenderprocess from year 2006 to 2010. Reference used is the Presidential Decree Num- ber 80 of year 2003 . The results showed that the most influencing factors to determine the winner of the tender related to aspects of the technical requirements and qualifications of contractor. In detail, the four dominant factors respectively are the implementation schedule, technical specifications, personnel qualification, and equipment. Keywords : Determinant factors, the winner, tender, contractorAbstrak: Penyelesaian sebuah proyek konstruksi secara umum melalui dua tahapan utama yakni proses pra konstruksi dan konstruksi. <text>Abstract: Panteriek village is one of the villages located in Lueng Bata sub-district of Banda Aceh that has problem regarding the decline of the groundwater quality. The groundwater contamination is caused by the community activity, resulting domestic waste water channeled to the oxbow area located around the community settlement. Oxbow is a river region which has been cut off its watercourse. The purpose of this research was to make arrangements for groundwater quality management in Panteriek village, Lueng Bata sub-district of Banda Aceh. This research used various methods in accordance with aspects to be investigated, that is, testing the quality of well water belongs to citizens, oxbow and river water, then drawing the contour of the spread of the groundwater flow in research location. The second step was to identify the water usage involving in the usage of groundwater, garbage disposal, environment sanitation, disposal of household wastewater, and physical condition of the wells. The final step was to arrange the strategy plan of groundwater contamination management by using SWOT analysis. From the measurement, it was obtained that the groundwater and oxbow was in Class-C quality category and moderate contamination level. From the groundwater flow contour, it was known that oxbow water filled citizens well. The oxbow and septik tank have contaminated the wells resources. The strategy obtained from SWOT analysis was government institution, along with the community, improving the quality of the groundwater in simple ways. The citizens can implement simple management to increse the quality of well water by applying three methods: aeration, filtration, and disinfection. It is expected that the Local government must satisfy the sustainability of the water quality reducvement from Water Company to fulfill clean water for Panteriek citizens. Keywords : Groundwater Contamination, Oxbow Area, SWOTAbstrak: Desa Panteriek adalah salah satu desa di Kecamatan Lueng Bata di Kota banda Aceh yang mengalami permasalahan mengenai penurunan kualitas air tanah .

<text>Abstract: The failed of highway construction before completing the life services as planned are generally caused by some factors such as highway drainage problems, flooding of the asphalt surfaces, not good in maintenance of the highway and also the material usage which is not apropriate to the specification. To identify some important factors that influence the life services of the highway contructions, a research of highway construction in Banda Aceh city is conducted. Factors which are used as the variables of this research consist of the apropriate design aspect, a good construction method, strict construction supervision, maintenance of the highway which is suitable with the field condition and service factors that will happen. The research is conducted with the use of quitionare, which involves 45 respondents come from the stakeholders (service users), the consultants, and the contractors. The data is analyzed by using a statistical method with the use of a computerized software SPSS. The result of the analysis shows that all of the five factors studied contribute to the failed of the highway construction before completing the life services as planned. The most influence factors to the life services of the construction is the aspects of service. The relationship between the achievement of complete life service with the five variables in the research is represented by linear regression equation as Y = 0,573 + 0,796 X1 + 0,001 X2 + 0,002 X3 + 0,018 X4 + 0,037 X5Keywords : Live services, highway, the influence factors.

<text>Abstract: This article report and discussed about analysis result of slope stability of PLN hill Tower 47F at location Paloh village Krueng Geukuh Aceh Utara. The tower was built a long time ago on top level of natural hills and in safe condition until now. The study carried out because of hill area out side of tower site 15x15 m will be cut by owner, so that the slope will be sheer and different level toe and top hill will be 15 meters. The analysis methode in this slope stability is used shear strength reduction with finite element methode (SSR-FEM)- PLAXIS 7.2. Computation is carried out with arrange slope variable treatment, with assumption any addition and without addition land area boundaries existing site. The hillside is loaded with point load foundation 100 kN base on the construction tower load. The analysis result indicate that without addition land site, cutting slope of existing hill cause unsafe slope stability of tower hill. If site expandable 2x10 m become to 35x35m, the slope stability will be safe at slope 78o until to 85o. When addition land site less than 2x10 m, slope will be still safe if at toe of slope built a kind of gravity retaining wall.

<text>Abstract: The successful of a construction project is depends on the effectiveness of resource management, such as human resources as the project’s labor. In order to improve the project productivity, the construction labors are expected to provide a maximum performance in their activities. The labor productivity on construction project is strongly related to the activity that been implemented by the labors which associated to: effective, contributory, and ineffective. The researches on labor productivity has been widely applied, and one of them are carried out by Wibowo and Prasetya (2004) which executed in Surabaya to two mall projects, while in Banda Aceh was applied on the development of Central Drainage office’s Project and Classroom of Faculty of Syariah IAIN Ar-Raniry’s Project. The aim of this researched is to see the effectiveness of the labors on the development of the first floor column in those two projects. The labor effectiveness is clarified in Labor Utilization Rate (LUR). The work sampling method is used in data collecting activity by classify the labors into three different types which are effective, contributory, and ineffective. Based on the researched, the LUR on the first project on normal hours on concrete work were 58.85%, 54.08%, and 63.30%. While on the second project, the LUR were 55.33%, 59.97%, and 59.05%. Those percentages showed the effectiveness of the labors on those construction works. The LUR over 50% indicate that the labors were working effectively. Keywords: Productivity, labor, Labor Utilization Rate (LUR) Abstrak: Kesuksesan sebuah proyek konstruksi bergantung kepada efektifitas penataan sumber daya, salah satunya sumber daya manusia sebagai tenaga kerja proyek. <text>Abstract: Land and water is one of the major natural resource which has an important role for human life. Exploitation of Land use in catchment areas that do not correspond to its carrying capacity or ignore the rules of conservation of soil and water will cause the damage of the land. One of these is degradation due to erosion processes. Erosion can lead to loss of topsoil (top soil) and nutrient elements essential for plant growth. Continuous erosion will also lead to increased sediment transport in rivers or reservoirs that disrupt the capacity of land and water balance of river or reservoir. At present, land erosion is estimated using USLE method. This method is only limited to the erosion in the form of sheet erosion. The purpose of this study is to determine the influence of rill density on the rate of soil erosion. The research was conducted at the Laboratory of Hidrotechnics, Faculty of Engineering, University of Syiah Kuala, using test plots of 150 cm length, 80 cm width and 20 cm height planted with elephant grass (Penisetum purpureum). The intensity of the artificial rain was made using a rainfall simulator. Soil erosion is measured at each treatment slope (0o, 10o and 20o), the intensity of rainfall (37.5, 50 and 62.5 mm per 5 minute durations) and rill density (0; 1; 2; and 3 m/m2). The results indicate that increasing rill density can increase the soil erosion compare to USLE method. Therefore, it is necessary to enter the rill density coefficient in the equation when estimating erosion using USLE equation. Keywords : soil erosion, sheet erosion, rill density, USLE, MUSLE, Penisetum purpureum, Rainfall Simulator.

<text>Abstract: This research aims to know the influence of the percentage of aggregate amount against the normal concrete compressive strength with a Water Cement Ratio (w/c-ratio) of 0.35; 0.40 and 0.45, in order to obtain the optimum percentage of aggregate amount in the concrete mix. The specimens used in this research were the standard cylinders with a diameter of 150 mm and a height of 300 mm amounting to 90 samples and cubes with a size of 150 x 150 x 150 mm amounting to 54 samples. The maximum aggregate diameter was 25.4 mm with the planned slump of 75-100 mm. Variables in this study were three variations of w/c-ratio and three variations of the percentage of aggregate amount (60%; 70% and 80%). Concrete compression tests were carried out at the age of 7 and 28 days using the compression tester machine with a capacity of 100 ton. The standards used in this research were the American Concrete Institute (ACI), the American Society for Testing and Materials (ASTM), British Standard (BS), and the Indonesia National Standard (SNI). Concrete mix design was done by the method of weight proportion of the material. Cement being used was Portland Cement Type I. To record the data of loads and deformations during testing was used portable data logger. To analyze the effect between determined variables was selected a variant analysis using two ways classification with fixed effect model. Regression analysis used was multiple polynomial regression. Based on the variance analysis results, it is showed that there is a significant influence between the aggregate amount against the concrete compressive strength, with the maximum concrete compressive strengths were obtained at the percentage of aggregate amount of 70% for each w/c-ratio, specimen shape factor and age of testing. <text>Abstract: This study aims to evaluate soil liquefaction potential in site when an earthquake shaking. Loss of strength may take place in sandy soils due to an increase in pore pressure. This phenomenon, termed liquefaction, can accur in loose and saturated sands. The increase in pore pressure causes a reduction in the shear strength, which may even be lost completely. Four soil profiles at the location of Laguna Bridge were selected for investigation. The eartquake data which have radius of 300 km from the bridge location were collected from Klimatology and Geofisics Station in Banda Aceh. The liquefaction potential was evaluated by using six methods. Results showed that by using Kishida method (1969) at bore log point 1,2,3, are generally no liquefaction accured, whereas at bor log point 4 are generally liquefaction accured. Seed and Idriss method (1971) showed no liquefaction, whereas Valera and Donovan (1977) showed liquefaction accured. Seed et. all (1976) showed liquefaction only accured at eartquake magnitude of 8.9 Richter scale, whereas the methods of Whitman (1971) and Castro (1975) are generally no liquefaction accured. Keywords : liquefaction, earthquake, saturated sand, cyclic.
